A person who has been awarded the Padma Award and a proposal for a higher award of the Padma Award If desired, a proposal for a higher award may be made after a period of five years but specially Exemption will be given for higher awards of Padma Award in circumstances.

(f) No officer/employee including Government officers/employees and officers/employees of Board Corporations shall be able to propose for the Padma Award. But doctors and scientists can propose for the Padma Award.




4. Here are the things to consider while submitting the proposal:




> Proposals for Padma Award are sent online to Government of India from here. Hence, the proposals sent by you here in English and Gujarati (including resume and write-up) should be sent in soft copy (in Word and PDF format) along with CD and hard copy in duplicate.




Citation details should be limited to a maximum of two pages (not exceeding 800 words) and should be prepared and sent.




> In English and Gujarati as per prescribed format enclosed herewith (Biodata and Right including up) soft copy (in Word and PDF format) subject wise proposal has to be submitted.




> Proposals submitted apart from the prescribed format will not be considered.




Even if there is zero information, it is requested to report it in due time.




This matter is very important and time bound, to be taken up at the highest level with Priority And you are requested to take personal interest in arranging that suitable proposals reach this department in time.

LATEST NEWS UPDATE 



1. The term of this Agreement will be initially for two years subject to the condition that Government of Gujarat will review the quality of mobile phone service and tariff rates after six months and if service or the tariff rates, as the case may be, are not found satisfactory, agreement can be terminated by the Government of Gujarat after giving one month's notice to Bidder.


2. The rates and agency will be finalized based on evaluation criteria defined in the bid. GAD will do the rate contract with a finalized agency with finalized rate.


3. The Tariff plan can be changed and the rates can be revised with mutual consent.


4. Whenever 5G Technology is rolled out/implemented, the bidder has to provide the 5G Services immediately.


5. In case of termination, the M/S. Reliance Jio Infocomm Ltd. shall continue to


provide services till the alternate arrangements are made. 6. The period of rate contract with Government will be for a period of two Years. By mutual consent, the period of contract can be extended for further period of one-year at a time.


7. Airtime rates quoted by the M/S. Reliance Jio Infocomm Ltd. should be in accordance with the TRAI Regulations. It is expected that a favorable special package will be offered. 8. In case of downward revision of rates by the Company for the public at large,appropriate downward revision in the special package shall be made. 9. No upward revision in prices shall be allowed except Government taxes & levies applied and circulated by TRAI during the course of validity of contract. 10. 12.M/S. Reliance Jio Infocomm Ltd. will have to provide new series in which first five digits will be unique and common for users of this tendered service. 15.Close User Group: All the connections obtained through Government of Gujarat, Government Boards/Corporations, Organizations financed by Government, Individual Government Employees, Retired Government Officers shall be included in closed user group (C.U.G.).


16.Customer Care and Helpline: M/S. Reliance Jio Infocomm Ltd. will nominate a Dedicated Service Manager for customer care and Helpline facilities, which would be available 24 hours during the entire agreement period.

17.Quality of Coverage:


1. M/S. Reliance Jio Infocomm Ltd. will install additional Base Transceiver Station (BTS) wherever required for overall coverage improvement in the State.


2. M/S. Reliance Jio Infocomm Ltd. Will daily monitor the congestion on each Base Transceiver Station (BTS). If any BTS is found overloaded, additional outdoor BTS will be installed within 15 days as per requirement.


18. M/S. Reliance Jio Infocomm Ltd. will install at least two PRI line/ SIP trunk if required by Government with facility for minimum 30 simultaneous connections for Sachivalaya Integrated Communication Network (SICN) at his own cost, if he doesn't already have one. So that all outgoing traffic through SICN should not cause added cost burden in form of inter connecting or carrier charges.

 Aadhaar seeding process


Aadhaar seeding is necessitated for receiving Direct Benefit Transfers (DBT) provided by


various Government schemes. The following is the process flow of Aadhaar seeding


1. Customer to visit the bank branch where he/she is holding an account and submit the duly filled consent form-Annexure I


2. The bank officials after verifying the details and documents provided (as may be required) and authenticity of the customer based on the signature will accept Aadhaar seeding consent form and provide an acknowledgement to the customer.


3. The branch will then link the Aadhaar number to the customer's account and also in NPCI mapper.



4. Once this activity is completed and Aadhaar number will reflect in NPCI mapper.

Role of the customer:


1. Submit the consent form with complete details either in physical or electronic form as per the facility provided by his/her bank.


2. In case of moving Aadhaar number from one bank to another bank, the customer should provide the name of the bank from which the Aadhaar is being moved.


3. In case of physical form, the consent form should be duly signed as per the bank records.


4. After seeding is completed the customer may approach their Gas service provider (Oil Marketing Company) for the pending subsidy amount. 5. For non-receipt of subsidies customer to approach respective OMC's through their toll free number: 1800 2333 555 Role of the Bank/Branch:

The Mapper update process has to be followed by their central team or IT division as the case may be.


3. After the mapper files are uploaded the response files received from NPCI have to be verified.


4. In case of failure in updating any Aadhaar number/s then necessary corrective action has to be taken and CBS also should be updated accordingly.

5. Customer query/complaint handling


1. Branches should understand that if Aadhaar number is not updated in NPCI mapper the action is purely lies with the bank only. The customer should not be told that NPCI has not updated The Aadhaar number.


 2. Aadhaar number being active in bank's CBS does not mean that mapper file is updated, the branch should not show CBS screen or provide screen shot to the customer confirming seeding.


3. If the customer complaints, the branch should approach their internal team handling Aadhaar Mapping and ascertain the reason for non-updating the Aadhaar in NPCI mapper.


4. After ascertaining the root cause bank should take corrective action and redress the grievance of the customer.


Responsibility of NPCI:


1. Mapper is a platform provided by NPCI for the banks to update or remove Aadhaar numbers as per their customer's request.


2. The activity of updating or removing an Aadhaar number from mapper can be performed only by the banks.


3. NPCI on its own does not update the mapper records.


4. In case customer approaches NPCI for grievance redressal, NPCI will have to reach out to the teams concerned in banks for necessary action.

5. NPCI will ensure that mapper platform is available, files submitted by banks are processed and response is provided.


Customer grievance:


1. If the Aadhaar number is not reflecting in NPCI mapper after submitting all the relevant documents to the bank the action rests with the bank only.


2. The customer should approach the bank's customer service cell for grievance redressal and follow escalation matrix if the issue is not resolved.


3. If customer wants to write to NPCI then the copy of the consent form duly acknowledged by bank should be provided for taking up with the bank concerned.


4. For any escalations customer may write to npcl.dbtl@npci.org.in with Aadhaar consent acknowledgment copy provided by the bank.


Additional information:


Customer can link only one account with Aadhaar at any point of time.


If customer gives consent to multiple banks then subsidy will be credited to the last seeded Back With which the status is active in NPCI mapper. If Aadhaar status is inactive, customer to visit respective bank branch in person and submit the duly


filled customer consent form. OMC's to be approached for re initiating the failed transactions to last seeded bank account.

3) Application Form for State Level District Replacement Camp is prescribed. You will verify the details filled by the audience against the records, ensure accuracy of result, seniority etc.


(a) In the district level internal transfer camp, the posts on which teachers have been ordered will be considered filled, the pre-transfer post will remain vacant.


(p) Details of net vacancies after planning execution of district internal transfer camps as well as application forms of teachers submitted to you for state level camps. Subject-wise vacancy information as per Annexure 10 and details of teachers as per Annexure-11 must be submitted in person on 05-06-2013 before 14-00 hours at the office of the Commissioner of Schools, Gandhinagar, to show the advanced status regarding the vacancy. Will be yours before 1st/06/2023


If the details are ready in the district, you can give the information even before that.


(6) In any case, your side becomes active in respect of vacancy, subject matter, teacher –


As a result, the details verification fee will be charged without verification and the responsibility will be determined in case of inappropriate transfer orders in the state level camp based on this. Take note of that.


(7) Teachers who have availed the benefit of internal transfer camp at district level will also be eligible for benefit in state level transfer camp. (8) Spouses of Government Secondary and Higher Secondary Assistant Teachers Teaching Assistants of State Govt


The jobs of officers serving in boards, corporations, grant-in-aid institutions are mostly non-transferable. In such cases, if the husband or wife is serving in the state or panchayat service, they will be given priority for transfer but they will have to be given priority in the widow, disabled, government teacher couple, government couple, serious illness and transfer camps. In this regard, the applicable certificate of the attached Annexure (4/5/6) face has to be obtained from the Assistant Teacher Education Assistant from your level.

            as per the provision No. {3} of the circular dated 16/10/2016 of the General Administration Department, through the regular recruitment process, the female employee appointed on fixed salary on contract basis can be transferred when the female employee has completed at least one year of service and the male employee has completed at least two years of service. There is such a provision, but if the husband and wife can be kept at the same place near each other, even if the male employee has completed one year of service, he can be transferred to the district after one year.


(10) Considering the applications submitted subject wise on the basis of merit. will be arranged in priority. In case of non-creditor, appointment date will be considered. In case the appointment dates of the candidates in any subject are same, first opportunity shall be given to the candidate with higher date of birth on the day of camp. cases where their date of birth is also the same

In return, after the website notice of the Board dated 02-05-2023, the following action has been taken:-


(1) The amount of online payment made online to these candidates has been returned back due to a mistake in the bank account details filled by a total of 7763 candidates. The list-1 was placed on the website of the association. Also, such candidates were asked to send the details of appearing in the examination along with the xerox copy of their canceled check during the period from 10-05-2023 to 15-05-2023 in person or by letter with the collator. Total 39 candidates have submitted their details till date, the details have been sent to the bank for payment of Rs.2548- to the above 39 candidates. These 39 candidates will be paid through the bank in the next two days.


(2) Total 12597 candidates mentioned in list-2 are those who have filled the details of one common bank account online from two per candidate to four per candidate. These candidates are instructed to pay Rs.254/- to their bank account online. Among which the amount is returned (rejected) to the bank due to various reasons, list-2-A is included. (3) There are total 375 candidates mentioned in list-3 who have filled online one common one account details per five candidates or more per candidate such candidates with their correct bank account details from 10-05-2023.                     Thus, out of the total 7763 candidates mentioned in List-1 who have not sent the details of appearing in the examination along with the collator in person or by letter between 10-05-2023 to 15-05-2023 along with xerox copy of their canceled cheques. Those candidates and the candidates mentioned in List-2-A and the total 375 candidates mentioned in List-3 are those who have filled the details of one common back account online by five candidates or more per candidate, second and last by the board. opportunity is given. The 2000 denomination banknote was introduced in November 2016 under Section 24(1) of RBI Act, 1934, primarily to meet the currency requirement of the economy in an expeditious manner after the withdrawal of legal tender status of all 500 and 1000 banknotes in circulation at that time.


1.The objective of introducing *2000 banknotes was met once banknotes in other denominations became available in adequate quantities. Therefore, printing of 2000 banknotes was stopped in 2018- 19.


2. About 89% of the 2000 denomination banknotes were issued prior to March 2017 and are at the end of their estimated life-span of 4-5 years. The total value of these banknotes in circulation has declined from 6.73 lakh crore at its peak as on March 31, 2018 (37.3% of Notes in Circulation) to 23.62 lakh crore constituting only 10.8% of Notes in Circulation on March 31, 2023. It has also been observed that this denomination is not commonly used for transactions. Further, the stock of banknotes in other denominations continues to be adequate to meet the currency requirement of the public.


3. In view of the above, and in pursuance of the "Clean Note Policy" of the Reserve Bank of India, it has been decided to withdraw the 2000 denomination banknotes from circulation.


4. The banknotes in 2000 denomination will continue to be legal tender.

 5. It may be noted that RBI had undertaken a similar withdrawal of notes from circulation in 2013-2014.


6. Accordingly, members of the public may deposit ₹2000 banknotes into their bank accounts and/or exchange them into banknotes of other denominations at any bank branch. Deposit into bank accounts can be made in the usual manner, that is, without restrictions and subject to extant instructions and other applicable statutory provisions.


7. In order to ensure operational convenience and to avoid disruption of regular activities of bank branches, exchange of 2000 banknotes into banknotes of other denominations can be made upto a limit of 20,000/- at a time at any bank starting from May 23, 2023.


8. To complete the exercise in a time-bound manner and to provide adequate time to the members of public, all banks shall provide deposit and/or exchange facility for *2000 banknotes until September 30, 2023. Separate guidelines have been issued to the banks.


9. The facility for exchange of ₹2000 banknotes upto the limit of 20,000/- at a time shall also be provided at the 19 Regional Offices (ROS) of RBI having Issue Departments¹ from May 23, 2023.


10. The Reserve Bank of India has advised banks to stop issuing 2000 denomination banknotes with immediate effect.


11. Members of the public are encouraged to utilise the time up to September 30, 2023 to deposit and/or exchange the 2000 banknotes. A document on Frequently Asked Questions (FAQS) in the matter has been hosted on the RBI website for information and convenience of the public.

                According to the above subject and reference, it is to be informed that the process of Aadhaar Number-Bank Account Linking and Aadhar DBT Enablement of the students as per the advanced guidelines of the Government of India for Centrally Awarded Post Matric and Pre-Matric Scholarship Schemes for Scheduled Caste Students of the State is to be completed immediately. In this regard, instructions have also been given by the Social Justice and Empowerment Department through video conference with the district officials of the Education Department on 23/12/2022 and 31/12/2022. Also circulars with guidelines and telephonic information have also been given to all principals by the district offices of scheduled caste welfare.

According to the rules made by the Health Department regarding who is considered to be a disability or learning disability, special facilities have to be given to the disabled with learning disability on presentation of a certificate from the competent authority. The Central Board of Secondary Education will conduct 17th edition of Central Teacher Eligibility Test (CTET) in CBT (Computer Based Test - Online) mode between July, 2023 to August, 2023. The exact date of examination will be mentioned on the admit cards of the candidates. The detailed Information Bulletin containing details of examination, syllabus, languages, eligibility criteria, examination fee, examination cities and important dates will be available on CTET official website: https://ctet.nic.in, soon and the aspiring candidates are requested to download the Information Bulletin from the above mentioned website only and read the same carefully before applying. The aspiring candidates have to apply online only through CTET website i.e. https://ctet.nic.in. The online application-process will be start from 27-04-2023 (Thursday) onwards and the last date for submitting online application is 26-05-2023 (Friday) upto 11:59 hrs. The fee can be paid upto 26-05-2023 (Friday) before 11:59 hrs.

The candidates must note that the examination city of their choice will be allotted on first cum first served basis only as per availability of capacity in the city of examination. The total capacity in a particular city will also be available on the portal. If the total capacity of a particular city is full during completion of application process or making payment of examination fee or updation of transaction on portal, the candidate will be given the option either to select any other city or cancel the transaction. If a candidate cancels the transaction, full fee will be refunded to his/her account as per mode of payment and application will not be considered for this examination of CTET. The request for change of examination city will not be accepted in any case.


It may also be noted that if the total capacity is full in a particular city while filling on-line application, the candidate has no right to claim for the allotment of examination center in that particular city and Board will not be responsible for it. So the candidates are advised to complete their application process without waiting for last date.

Guiding instructions regarding the annual evaluation of Class-I and Class-II officers of the Government of Gujarat have been published vide resolution dated 31/03/2018. The annual performance evaluation report of all Class-I and Class-I officers of the State Government has been enclosed with the said Resolution as per Annexure-1 forms and as per Annexure-2 time limits have been fixed. After careful consideration it is hereby resolved to amend the said Resolution as follows.


Resolution:


a) Annexure-P, Part-VI: Instruction-(6.7) shall remain as follows with partial modification. As per the said 6.3, in cases where no evaluation (mark) has been given by the reporting officer or review officer at the first stage but,


1) If self-evaluation is done, as per order 5.5 of Part-5 of Appendix-5, the CCA will have to do the Final Rating as per his clear decision shown in the pan picture. And

If Offline PAR is filled without approval of General Administration Department, it shall be treated as invalid.


b) Annexure-5, Part-VI: Instruction-(6.9) shall remain as follows with partial modification.


If both the report writer and the reviewing officer have retired after submission of self-assessment and one month has passed since their retirement, in such a case the Cadre Administrator (CCA) has to take a decision in this regard based on the available information and proceed online. This operation has to be done by the staff manager as per Appendix-3. Notice-6,9 of Annexure-P Part-VI The following provision is repealed from the existing provision.


No Report Certificate (NRC) in cases where self-assessment is not filled, report is not written, review process is not done and also no representation is made by the officer under report within the time limit prescribed in Appendix-2 in this regard. ) cannot be given. In such cases, the assessment of such officer shall be deemed to be nil, considering that the officer under overall report has not performed any work to show his performance”.

Returning to the above topic, the scheme regarding Vidyalakshmi Bond was implemented through the Directorate of Primary Education. Under this scheme, Vidyalakshmi Bond was allotted to the girls who got admission in class-1 from families living below poverty line (BPL) for urban area and female literacy rate of up to 50% for rural area as per 2011 census.


"Whali Dikri Yojana" has been implemented by the Women and Child Development Department's resolution dated 31/07/2019. In which to increase the birth rate of children, increase education and reduce the dropout ratio, for the purpose of women empowerment dated 02/08/2019 and thereafter Daughters born later are provided assistance of Rs.4000 under this scheme at the time of admission to class 1. Therefore, since the benefits are more in Wali Dikri Yojana than the Vidyalakshmi Bond Scheme and the scheme is double, by the resolution dated 18/05/2021 of the Education Department, Vidyalakshmi Bond Ta Yojana .Scheduled to close from 01/04/2021.


Thus, girls born on or after 02/08/2019 under “Vahali Dikri Yojana” are eligible for this scheme, and Vijayalakshmi Bond Yojana has been discontinued from 01/04/2021, for the years 2016(up to 01/08/2019) girls who completed five years approximately in the year  respectively in

                 Have studied in government or aided primary schools consecutively in class 1 to 8 and completed class 8 and the Right of Children to Free and Compulsory Education Act, 2009 (RTE Act, 2009) and the Right of Children to Free and Compulsory Education Rules, 2012 Under the provision of free education to the children of 6 to 14 years of age from weaker sections and underprivileged groups Self-reliant Sha 2/7 38 0 under the provision of free education within the limit of 25% of the number of self-reliant schools who have completed their studies from Class-1 to Class-8 consecutively and the parents of both types of students Among the students whose income at the time of Gyan Sadhana Aptitude Test is less than the prescribed income limit for admission under Section 12(1)(c) of the RTE Act, 2009, bright students are admitted in Class-9 in Self-supporting Secondary Schools affiliated to all Boards functioning in the State on the basis of merit. A new 'Gyan Sadhana Scholarship Scheme' has been implemented to select such brilliant students from Gujarat state and give them scholarships for studying in independent schools of their choice from class 9 to 12. In this scheme, 25,000 new bright students are selected every year and they get Rs. 20,000 and Rs. 25,000 scholarship will be given.


"Gyan Sadhana Proficiency Test" to be conducted for this Gyan Sadhana Scholarship Scheme is decided to be conducted by the State Examination Board. This test will be conducted as per below details.

The entrance exam will be of multiple choice and multi-purpose type (Multiple Choice Question-MCQ Based). The question paper of the entrance exam will be of 120 marks and the duration will be 150 minutes.
