શ્રીમાન,




વિષય: બુથ લેવલ અધિકારીઓ(BLOs) અંગેની વ્યાપક(comprehensive) સૂચનાઓ.




ઉપરોકત વિષય અંગેના ભારતના ચૂંટણી પંચના તા.૦૪/૧૦/૨૦૨૨ના પત્ર ક્રમાંક:23/BL0/




2022-ERSની નકલ આ સાથે સામેલ રાખી જણાવવાનું કે, શરૂઆતથી જ બુથ લેવલ અધિકારીઓ (BLOs)ની ભૂમિકા મતદારયાદી તૈયાર કરવા અને તેની સુધારણા માટે અગત્યની હોવાથી ચૂંટણી પંચે BLO₨ની વ્યવસ્થાને મજબૂત બનાવવાનું નકકી કરેલ છે. આ ઉદ્દેશથી ચૂંટણી પંચે રાજસ્થાનના મુખ્ય નિર્વાચન અધિકારીની કો-ઓર્ડિનેટર તરીકે નીમી સાથે કેટલાંક મુખ્ય નિર્વાચન અધિકારીઓની એક સમિતિની રચના કરેલ હતી. આ સમિતિએ પ્રવર્તમાન પરિસ્થિતિઓના સંદર્ભમાં વિગતવાર રીતે તમામ સંબંધિત પાસાઓ ધ્યાને લઇ BLOS ની વ્યવસ્થાને સુવ્યવસ્થિત અને મજબૂત કરવા માટેનાં બહુવિધ સૂચનો કરેલ છે.




૨. માટે ચૂંટણી પંચે સમિતિ દ્વારા કરવામાં આવેલ દરેક ભલામણ સૂચનો પર વિચાર-વિમર્શ કરીને BLOS ભવિષ્યમાં અનુપાલન અંગે નીચે મુજબની સુધારેલ વ્યાપક માર્ગદર્શિકા બહાર પાડેલ છે.




(૧) બુથ લેવલ અધિકારીઓ(BLOs)ની નિમણૂક:




૧.૧ લોકપ્રતિનિધિત્વ અધિનિયમ, ૧૯૫૦ની કલમ-૧૩ બી(ર) હેઠળ મતદાર નોંધણી અધિકારી(ERO) દ્વારા જિલ્લા ચૂંટણી અધિકારી(DEO)ની મંજૂરી મેળવ્યા બાદ બુથ લેવલ અધિકારીઓ(BLOs)ની નિમણૂક કરવામાં આવે છે. તેઓ લોકપ્રતિનિધિત્વ અધિનિયમ, ૧૯૫૦ની કલમ-૧૩ સી સી હેઠળ ભારતના ચૂંટણી પંચમાં પ્રતિનિયુક્તિ(ડેપ્યુટેશન) પર હોવાનું ગણાશે.




૧.૨ સરકારી/અર્ધ-સરકારી કર્મચારીઓની કક્ષાઓમાંથી નીચે સૂચવેલ યાદીમાં જણાવેલ પૈકી બુથ લેવલ અધિકારીઓ(BLOs)ની નિમણૂક કરી શકાશે.




(૧) શિક્ષકો,


(૨) આંગણવાડી કાર્યકારો,


(૩) તલાટી,


(૪) પંચાયત સચિવ,


 (૫) ગ્રામ્ય સ્તરના કામદારો,



(૬) વીજબીલ રીડર્સ,



(૭) પોસ્ટમેન(ટપાલી),


 (૮) સહાયક નર્સ અને મીડ-વાઇફ,


(૯) આરોગ્ય કાર્યકરો,


(૧૦) મધ્યાહન ભોજન કાર્યકરો,

(૧૧) કરાર આધારિત(contract) શિક્ષકો,




(૧૨) કોર્પોરશન ટેકસ કલેકટ કરતા કામદારો(નગરપાલિકાનો વેરો ઉઘરાવતા કર્મચારીઓ),


 (૧૩) શહેરી વિસ્તાર(સત્તામંડળ)ના કારકુની સ્ટાફ(UDC/LD વગેરે)




૧.૩ ઉપર્યુકત યાદી ઉપરાંત, નીચેના અધિકારી/કર્મચારી/વ્યક્તિઓની BLO તરીકે નિમણૂક સૂચિત કરી શકાશે.




(અ) નિયત કરેલ/સૂચવેલ ૧૩ નિયત વિકલ્પોમાંથી કોઇ ઉપલબ્ધ ન હોય ત્યારે જ કેન્દ્ર સરકારના કર્મચારીઓને સૂચિત કરી શકાશે.




(બ) નિયત કરેલ/સૂચવેલ ૧૩ નિયત વિકલ્પોમાંથી કોઇ ઉપલબ્ધ ન હોય ત્યારે જ Group 'B'ના અધિકારીઓને સૂચિત કરી શકાશે.




(ક) મતદાન સ્થળની અંદર ફરજ બજાવવા સરકારી કર્મચારીઓ ઉપલબ્ધ ન હોય ત્યારે માત્ર ઇચ્છુક નિવૃત્ત સરકારી કર્મચારીની નિમણૂક કરી શકાશે. આમ છતાં, ગ્રામ્ય વિસ્તારના કિસ્સામાં જિલ્લા ચૂંટણી અધિકારીએ "ના ઉપલબ્ધી"નું પ્રમાણપત્ર(non-availability certificate) આપવાનું રહેશે.




(ડ) અન્ય કોઇ પણ ચોકકસ શ્રેણીના કિસ્સામાં જરુર જણાયે કેસ-ટુ-કેસના ધોરણે સંબંધિત રાજયના CEO ચૂંટણી પંચની પૂર્વ મંજુરી મેળવ્યા બાદ નિમણૂક કરી શકાશે.




9.8 શકય હોય ત્યાં સુધી, બુથ લેવલ અધિકારી જે તે મતદાન મથકનો મતદાર હોય તેની બુથ લેવલ અધિકારી તરીકે નિમણૂક કરવાની રહેશે, આમ છતાં, શહેરી વિસ્તારમાં આવતા વિધાનસભા મતવિભાગોમાં જે તે CEO દ્વારા શકય જણાય તો જે તે કાર્યક્ષેત્રમાં કામ કરતાં મૂળ વિભાગ/સંસ્થાને સંલગ્ન હોય તે રીતે નિમણૂક કરવાની રહેશે.




9.4 BLO ની નિયુકતી પહેલા નીચેના મુદ્દાઓ પણ સુનિશ્ચિત કરવા જોઈશે:-




a. એવા પ્રયત્નો કરવા જોઈશે કે દરેક મતદાર યાદીના ભાગ દીઠ એક BLO ની નિમણૂંક થાય તે સુનિશ્ચિત કરવામાં આવે. આમ છતાં, માનવશક્તિની અછતના કિસ્સામાં, એક BLOને મતદાર ચાદીના વધુમાં વધુ બે ભાગનો હવાલો આપી શકાશે.




b. જે ભાગમાં જેન્ડર રેશિયો અપ્રમાણસર હોય એટલે કે મહિલાઓ મતદાર તરીકે ઓછી નોંધાયેલ હોય તેવા ભાગમાં વધુને વધુ મહિલાઓ મતદારયાદીમાં નોંધણી કરાવે તે માટે તેમને પ્રોત્સાહિત કરવા મહિલા કર્મચારીને બૂથ લેવલ ઓફિસર તરીકે નિમણૂક કરવી જોઈએ.




E. કેન્ટોનમેન્ટ(છાવણી) વિસ્તારમાં વ્યવહારીક રીતે શકય હોય ત્યાં સુધી સંબંધિત છાવણી સત્તાધિકારીઓના કર્મચારી વર્ગના હોય તેને બુથ લેવલ ઓફિસરો તરીકે નિમણૂક કરવા જોઇશે.




d. શિક્ષકોને બૂથ લેવલ ઓફિસર તરીકે ઓછામાં ઓછા સૂચિત કરવાના રહેશે, આમ છતાં, જ્યાં જરૂરી હોય ત્યાં, તેઓને રજાના દિવસો દરમિયાન અને બિન-શૈક્ષણિક કલાકો અને બિન-શૈક્ષણિક દિવસો દરમિયાન બૂથ લેવલ ઓફિસરની કામગીરી માટે સૂચિત કરવા જોઈશે, જેથી શૈક્ષણિક કાર્યને કોઈ અસર ન પહોંચે. જયાં શાળામાં એક જ શિક્ષક હોય તેવી શાળાના શિક્ષકને આ હેતુ માટે ફરજ સોંપવામાં આવે નહીં તેની ખાતરી કરવી જોઇશે.




e. સુરક્ષા સેવાઓ, આવશ્યક સેવાઓ અને જાહેર ઉપયોગિતાઓ સાથે સંકળાયેલા અથવા વ્યાપાર આવક અંગેની પ્રવૃત્તિઓ સાથે સંકળાયેલા કોઈપણ કર્મચારીને બૂથ લેવલ ઓફિસર તરીકે સૂચિત કરવાના રહેશે નહીં.




f. શારિરીક રીતે દિવ્યાંગ વ્યક્તિઓ (દ્રષ્ટિક્ષતિ, દિવ્યાંગતા અને શ્રવણ અને વાણીની દિવ્યાંગતા ધરાવતા વ્યકિતઓ), જ્યાં સુધી તેઓ આ કામગીરી કરવા ઈચ્છિત ન હોય ત્યાં સુધી BLO ની ફરજ માટે સૂચિત કરી શકાશે નહીં. કાર્યરત PwD કર્મચારીઓના કિસ્સામાં મુક્તિ આપતી વખતે, ERO એ આવી વ્યક્તિ ખરેખર દાવા પ્રમાણે દિવ્યાંગતા ધરાવે છે તે અંગે ખાતરી કરવી જોઇશે.




g. અર્ધ-સરકારી કર્મચારીઓને BLO તરીકે કામગીરી સોંપતી વખતે ખૂબ કાળજી લેવી જોઈશે અને આવા કર્મચારીઓના એ બાબતે વિશ્વસનીયતાની સંપૂર્ણ ચકાસણી કરવી જોઈો, કે તેઓ કોઈ રાજકીચ જોડાણ ધરાવતા નથી.




h. જ્યાં ચોક્કસ મતદાન મથકના પુરૂષો અને સ્ત્રીઓ માટે અલગ-અલગ મતદાન મથકો તૈયાર કરવામાં આવેલ હોય ત્યાં એક જ મતદાન વિસ્તારમાં આવેલા આ બે મતદાન મથકો માટે માત્ર એક BLOની નિમણૂક કરવાની રહેશે. તેવી જ રીતે, મુખ્ય મતદાન મથક અને તેના સહાયક મતદાન મથક માટે માત્ર એક જ BLOની નિમણૂક કરવાની રહેશે.




i. મુશ્કેલ ભૌગોલિક વિસ્તારો માટે, વિભાગોના જૂથ માટે BLO ની નિમણૂક કરવાની રહે છે અને આવી




નિમણૂક એવી રીતે કરવાની રહેશે કે જેથી તેઓને ફાળવવામાં આવેલ સમગ્ર વિસ્તારને આવરી લેવામાં આવે અને મતદાન મથકનો કોઈ પણ વિભાગ બાકી ન રહે. આમ છતાં, કોઈપણ ઓવર-લેપિંગ




(પુનરાવર્તન)/ડુપ્લિકેશન ટાળવા માટે BLOs વચ્ચે અધિકારક્ષેત્રનું સ્પષ્ટ સીમાંકન કરવું જોઈશે,




j. BLO$ સોંપવામાં આવતી કામગીરીઓનું આયોજન એવી રીતે કરવું જોઈએ કે જેથી તેમના મૂળ વિભાગની કામગીરીને અસર ન કરે.




(૨) બુથ લેવલ અધિકારીઓની ફરજો અને જવાબદારીઓ:-




(૨.૧) મતદારયાદી તૈયાર કરવી અને તેની સુધારણામાં બૂથ લેવલ અધિકારીઓની મહત્વની ભૂમિકા રહેલ છે, જેમાં તેઓ તેમને સોંપવામાં આવેલ મતદારયાદીના ભાગનો સંપૂર્ણ અભ્યાસ કરશે અને તે ભાગના વિસ્તારોની વારંવાર ક્ષેત્રીય મુલાકાતો લેશે અને ત્યાંના સ્થાનિક લોકો સાથે અને ખાસ કરીને વયોવૃધ્ધ અને પાયાના સ્તરના ચૂંટાયેલા પ્રતિનિધિઓ સાથે સંવાદ કરશે અને મતદારયાદીમાં અવસાન પામેલ/સ્થળાંતરિત/ બેવડાયેલ(ડુપ્લિકેટ) મતદારો કે જેઓ મતદાર નોંધણી અધિકારી દ્વારા દૂર કરવા પાત્ર, તેમને શોધી કાઢશે.




(૨.૨) EROના એકંદર નિયંત્રણ અને દેખરેખ હેઠળ, બૂથ લેવલ અધિકારીઓની મૂળભૂત ફરજો નીચે મુજબ રહેશે:




(a) ERO/AERO વતી અરજદારો પાસેથી હકક-દાવાઓ અને વાંધાઓ મેળવવા. (b) વાર્ષિક સંક્ષિપ્ત સુધારણા દરમિયાન ઘરે ઘરે મુલાકાત અને પુનરાવર્તન(ઓવરલેપિંગ) અન્યત્ર




પુન: સ્થાપન, તબદીલી, બદલી/સ્થળાંતરની ચકાસણી.



(c) ECI ની કોઈપણ ખાસ ઝુંબેશ દરમિયાન ડેટા/ફોર્મ્સ/માહિતી એકત્રિત કરવા માટે ઘરે ઘરે મુલાકાત લેવી.



(d) સ્થાનાંતરિત/અવસાન પામેલ/હયાત ન હોય તેવા મતદારોની ઓળખ કરવી.


(e) મતદાન મથકના પુનર્ગઠનના સમયે સોંપવામાં આવેલ ભાગના મતદાન મથકના સ્થળની ભૌતિક ચકાસણી કરવી અને GARUDA App પર કેન્દ્રના રેખાંશ અને અક્ષાંશ સહિત ફોટો અને સ્થળ અપલોડ કરવાની કામગીરી કરવી.




GARUDA એપ દ્વારા ફીઝીકલ(ભૌતિક રીતે) પ્રાપ્ત થયેલા તમામ ફોર્મનું ડિજીટાઈઝેશન કરવું.

(f) GARUDA એપ દ્વારા ફીઝીકલ(ભૌતિક રીતે) પ્રાપ્ત થયેલા તમામ ફોર્મનું ડિજીટાઈઝેશન કરવું.




(g) 18-19 વર્ષ વયજૂથના યુવા મતદારો અને મહિલાઓની નોંધણી માટે મતદાન મથકના ડેટાનું વિશ્લેષણ કરી વિશેષ ધ્યાન કેન્દ્રિત કરી તે અંગે જરૂરી સુધારાત્મક પગલાં લેવા.




(h) મતદારયાદીમાં રહેલા મતદારોની વિગતોમાં જોડણી, બહુવિધ/ડુપ્લિકેટ એન્ટ્રીઓ, ભાગનું મથાળું દર્શાવતું પાનું, ફોટા વગેરેની ચકાસણી કરવી.




બાકી રહેલા મતદારોના ફોટા એકઠા કરવા. મતદારોના મોબાઈલ નંબર/ઈ-મેઈલ આઈડી એકત્રિત કરવા.




મતદાર નોંધણી અધિકારીને અહેવાલો/ફોર્મ્સ રજૂ કરવા, જેથી કરીને જે વ્યક્તિઓના નામ કમી કરવાના હોય તેમને નોટિસ ઈસ્યુ કરી શકાય. નિયત સ્થળોએ મુસદા મતદારયાદી/નિર્ધારિત નોટીસો પ્રદર્શિત કરવી.




(m) ગ્રામ/વોર્ડ સભાઓમાં મતદારયાદીનું વાંચન કરવું-નોંધણી માટે શહેરી વિસ્તારોમાં RWA (Residents Welfare Association) સાથે લાયઝનિંગ કરવું. (n) EPIC નું વિતરણ કરવું, ભારતીય પોસ્ટમાંથી વિતરણ કર્યા વિના પરત આવેલ કાર્ડ,




(0) મકાનોનું યોગ્ય ક્રમાંકન કરવું અને ભાગની અંદર આવતા ભાગોની યોગ્ય ગોઠવણી કરતી (p) બૂથ લેવલ એજન્ટ્સ (BLAs) સાથે સંકલન કરવું.





(૧) મળેલા ફોર્મની વિગતો તૈયાર કરવી




સતત સુધારણાના સમયગાળા દરમિયાન અવસાન પામેલ અને સ્થળાંતરિત મતદારોની ઓળખ કરવી.




ચુનાવ પાઠશાળાને લગતી કામગીરી.


(૫) ચૂંટણી અધિકારી દ્વારા તૈયાર કરવામાં આવેલા સમયપત્રક મુજબ ચૂંટણી સમયે ફોટો મતદાર કાપલીનું વિતરણ કરવું અને તેના રેકોર્ડની જાળવણી કરવી. (V) ગેરહાજર મતદારોનું સમયાંતરે સર્વેક્ષણ કરવું અને તેમના દ્વારા ફોર્મ 12-Dનું વિતરણ/પરત મેળવણું સુનિશ્ચિત કરવું.




(w) મતદાનના દિવસે વરિષ્ઠ નાગરિકો અને PwD મતદારોને લાવવા અને મૂકવાની સુવિધા પૂરી પાડવાની બાબત સુનિશ્ચિત કરવી.


(x) મતદાન મથક પર હેલ્પ ડેસ્ક માટે માણસો ગોઠવવા અને મતદાનના દિવસે કકકાવારી મતદાર યાદીની જાળવણી કરવી.


(y) ERO દ્વારા સોંપવામાં આવેલ સંબંધિત મતદાન મથકની મતદારયાદીને લગતું અને મતવિભાગના ચૂંટણી અધિકારી દ્વારા સોંપવામાં આવેલ મતદાન સંબંધિત અન્ય કોઈપણ કાર્ય કરવું.

પ્રસ્તાવનાઃ-


ગુજરાત રાજયમાં ગુજરાત સ્ટેમ્પ અધિનિયમ ૧૯૫૮ની કલમ ૩૨-કના અસરકારક અમલ માટે રાજય સરકાર દ્વારા સમગ્ર રાજયની જમીનો/સ્થાવર મિલકતોની બજાર કિંમત નકકી કરવા માટેની ગાઈડલાઇન વેલ્યુ (જંત્રી) સમાંતરે નકકી કરવામાં આવે છે. રાજયમાં આ વિભાગના ઉપર સંદર્ભ-(૩) માં જણાવેલ તા.૦૪/૦૨/૨૦૨૩ના ઠરાવથી તા.૧૮/૦૪/૨૦૧૧ થી નકકી કરેલ જંત્રી (એન્યુઅલ સ્ટેટમેન્ટ ઓફ રેટસ)-૨૦૧૧ ના દરો તા.૦૫/૦૨/૨૦૨૩થી બે ગણા કરવાનું ઠરાવેલ. ત્યારબાદ સંદર્ભ-(૪) માં જણાવેલ તા.૧૧/૦૨/૨૦૨૩ના ઠરાવથી તા.૦૪/૦૨/૨૦૨૩ના ઠરાવનો અમલ તા.૧૧/૦૨/૨૦૨૩થી મોકૂફ રાખી તા.૧૫/૦૪/૨૦૨૩ થી તેનો અમલ કરવા ઠરાવવામાં આવેલ. જે દરમ્યાન રાજય સરકારને વિવિધ સંગઠનો/ સંસ્થાઓ તરફથી મળેલ રજૂઆતો ધ્યાને લઈ વ્યાપક જનહિતમાં પુખ્ત વિચારણાને અંતે સરકારશ્રી દ્વારા તા.૦૪/૦૨/૨૦૨૩નો ઠરાવ તથા તેની ગાઈડલાઈન્સમાં નીચે મુજબના ફેરફાર કરવાનું આથી ઠરાવવામાં આવે છે.


ઠરાવઃ-


(૧) રાજયમાં જંત્રી (એન્યુઅલ સ્ટેટમેન્ટ ઓફ રેટસ) ૨૦૧૧ ના તમામ પ્રકારના દરો તા.૦૪/૦૨/૨૦૨૩ થી બે ગણા કરવામાં આવેલ તથા તેનો અમલ તા.૧૫/૦૪/૨૦૨૩ થી કરવાનું અગાઉ તા.૧૧/૦૨/૨૦૨૩ ના ઠરાવથી ઠરાવેલ.


(૨) આ દરોમાં,


(ક) ખેતી તથા બિનખેતીના જમીનના દરો બે ગણા યથાવત રાખવાનું,


(ખ) જયારે Composite Rate (જમીન + બાંધકામના સંયુકત દર) માં રહેણાંકના દર બે ગણાના બદલે ૧.૮ ગણા કરવાનું, ઓફીસના ભાવ બે ગણાના બદલે ૧.૫ (દોઢ) ગણા કરવાનું, તથા દુકાનના ભાવ બે ગણા યથાવત રાખવાનું તેમજ, (ગ) જંત્રી બાબતે ઇસ્યુ થયેલ તા.૧૮/૦૪/૨૦૧૧ ની ગાઈડલાઈન્સ મુજબ જુદા જુદા પ્રકારના બાંધકામ માટે નકકી થયેલ ભાવ તા.૦૪/૦૨/૨૦૨૩ થી બે ગણા કરેલ. તેના બદલે હવે તા.૧૫/૦૪/૨૦૨૩થી આ દર ૧.૫ (દોઢ) ગણા કરવાનું આથી ઠરાવવામાં આવે છે.


દા.ત. તા.૧૮/૦૪/૨૦૧૧થી અમલી જંત્રી (એન્યુઅલ સ્ટેટમેન્ટ ઓફ રેટસ)-૨૦૧૧માં (A) ખેતી તથા બિનખેતી જમીનના દર પ્રતિ ચો.મી.ના રૂા.૧૦૦/- નક્કી થયેલ હોય ત્યાં બે ગણા એટલે કે રૂા.૨૦૦/- દર ગણવાનો રહેશે.


(B) Composite Rate (જમીન + બાંધકામના સંયુકત દર) રહેણાંક માટે પ્રતિ ચો.મી.ના  રૂા.૧૦૦૦/- નકકી થયેલ હોય ત્યાં ૧.૮ ગણા એટલે કે રૂા.૧૮૦૦/-, (c) ઓફિસ માટે પ્રતિ ચો.મી.ના રૂા.૧૦૦૦/- નકકી થયેલ હોય ત્યાં ૧.૫ ગણા એટલે કે રૂા.૧૫૦૦/-,


(D) દુકાન માટે પ્રતિ ચો.મી.ના રૂા.૧૦૦૦/- નકકી થયેલ હોય ત્યાં બે ગણા એટલે કે રૂા.૨૦૦૦/- તેમજ


(E) ગાઈડલાઈન મુજબ બાંધકામના ભાવ પ્રતિ ચો.મી.ના રૂા.૯૯૦૦/- નકકી થયેલ હોય ત્યાં ૧.૫ (દોઢ) ગણા એટલે કે રૂા.૧૪૮૫૦/- દર ગણવાનો રહેશે.


(૩) ખેતીની જમીનમાં જંત્રીમાં દર્શાવેલ પિયત, બિનપિયત, બિનખેડાણ ખરાબા, ખનીજ તત્વોવાળી જમીન તથા બિનખેતીની જમીનમાં ખુલ્લા પ્લોટના ભાવ, ઔદ્યોગિક, રહેણાંક, વાણિજય, ખનીજ તત્વોવાળી તેમજ ગામતળની રહેણાંક તથા વાણિજય હેતુની જમીનનો સમાવેશ થશે.


(૪) ઉકત સંદર્ભ (૩) માં જણાવેલ તા.૦૪/૦૨/૨૦૨૩ના ઠરાવથી બહાર પાડેલ માર્ગદર્શિકા (ગાઈડ લાઈન્સ) માં ફેરફાર કરી તેના બદલે આ સાથે સામેલ નવેસરથી બહાર પાડેલ માર્ગદર્શિકા (ગાઈડ લાઈન્સ) આથી અમલમાં મૂકવામાં આવે છે.


(૫) તા.૧૫/૦૪/૨૦૨૩ કે તે પછી સહી થયેલ નોંધણી અર્થે રજૂ થતાં લેખોમાં સ્થાવર મિલકતની બજારકિંમત આ ઠરાવથી નક્કી કર્યા મુજબના ભાવ પ્રમાણે ગણવાની રહેશે.


(૬) નોંધણી અર્થે રજૂ થતાં લેખોમાં જયાં જરૂર જણાય ત્યાં સ્થાવર મિલકતની બજારકિંમત નકકી કરવા અંગેની કાર્યપધ્ધતિ અંગે વિગતવાર સૂચનાઓ સુપ્રિ. ઓફ સ્ટેમ્પ્સ અને નોંધણી સર નિરીક્ષકશ્રી, ગુજરાત રાજય, ગાંધીનગરએ બહાર પાડવાની રહેશે.


(૭) આ ઠરાવની અમલવારી સંદર્ભે જો કોઈ અર્થઘટનના પ્રશ્નો ઉપસ્થિત થાય તો તે બાબતે સુપ્રિ. ઓફ સ્ટેમ્પ્સ અને નોંધણી સર નિરીક્ષકશ્રીએ જરૂર જણાયે સરકારશ્રીની મંજૂરી મેળવી યોગ્ય કાર્યવાહી કરવાની રહેશે.


(૮) આ ઠરાવ સમગ્ર રાજયમાં તા.૧૫/૦૪/૨૦૨૩થી અમલી બનશે.

As per the provisions of RTE Act 2009 and SSA Grading Work under the entire Shiksha Abhiyan and by Vidha Review Centre, in areas where the distance of primary school class-1 to 5 is more than 1 km and the distance of upper primary school class-6 to 8- A transport scheme has been in place since 2012 to provide regular transport of children to school in areas where the distance to schools is more than 3 km and the distance to secondary school is more than 5 km. The transportation scheme is fully managed by SMC SMDC in which as per the instructions issued vide its office dated 11.6.2018 vide SSAAS/2018/1965687 proposals are received from Sakhimandal/Swasahay Jutho for transportation facilities by women. with a view to be conducted and if so, to provide employment to the sisters of the Sakhi Mandal




These instructions have been given by Sarkarshree. SSA Vehicle Tracking Systern software is an ambitious program of the State Government through which the aim is to carry out realtime monitoring of vehicles carrying children from all levels i.e. State level, District level and Block level and child safety, over speeding, route verification, S0S system etc. Matters can be monitored and reports generated at the end of the month




Depending on the vehicle drivers can be paid.




A pilot project of SSA Vehicle Tracking System software was implemented in the year 2017-18 by linking one vehicle from each block to Gandhinagar. After that the plan is being implemented for the entire state. Then the following clarifications/suggestions are necessary in this regard. 1. This app is for vehicle management in SSA.

In relation to the above subject, in the budget of the year 2023-24, as per Rule-5 of Gujarat RTE Rules-2012 prepared by the State Government under RTE 2009, GCERT TEXT BOOK 2023 where the distance from home to primary school is 1 (one) km. Above and the distance of upper primary school is 3 (three) km. Children above are eligible for transport facility. Regarding the preparation of Annual Work Plan and Budget for the year 2021-22, Ministry of Education dated According to the letter dated 24/5/2021, the secondary school students were asked to propose for transport facility.




                  In the year 2023-24, the Ministry of Education, Government of India has provided 169,114 primary school children and secondary school students. A proposal has been made by the state office for 8446 children of 9 and 10, a total of 1,77,560 children to get the benefit of transport facility, which dt. In the PAB meeting on 17/03/2023, students of primary and upper primary schools will receive 10-month Rs. 5,000/- and per secondary school student for 10-months Rs. 60OO⟩– approved.




               1. RTE According to Act-2009 where the distance from home to primary school is 1 (one) km. Above and the distance of upper primary school is 3 (three) km. Children who are above the age of 10 will have to be given the benefit of transport facility.




2. Secondary school st. 9th and 10th students whose distance from home to school is more than 5 km should be given the benefit of transport facility.




                     3. The students of the model schools will have to be given the benefit of transportation. (Distance from home to school has to be taken into account as per rule.) In order to provide transportation facility to the students from the first day of commencement of the new academic session in June-2023 in the state, the students of primary and secondary schools from SMC SMDC level are proposed (1), (2) and (3) dated By 15/04/2023, you have to plan at your level in such a way that it is available at the district level. Proposals sent thereafter will not be considered for the first session. (2) Till the said period only the existing franking licensees can continue the franking machine system by renewing the license, any new license will be issued 


(3) Only the existing franking licensees will be issued new machine license against the old franking machine on demand / application. .


(4) Franking licensees on one document only within the limit of Rs.10000/-


Franking can be done, fake document exceeding Rs.10,000/- will not be considered valid. The above condition shall be implemented from 15/04/2023. That is, after 12,00 pm on 14/04/2023, the amount of more than Rs.10,000/- will not be considered valid.


(5) Chief Controller Revenue Officer / Superintendent of Stamps regarding franking machine system And to prepare rules/guidelines which are for strict monitoring by Chief Inspector of Registration Comes, it has to be followed by all franking licensees.


(6) The Franking Machine Company (Pitney Bowes India Limited, Forbes Technologies Limited) shall promptly furnish the information requested by the State Government.


(7) Existing franking licensees to load prepaid balance in franking machines henceforth Allowed to be given.

Subject: Revision of rates of Dearness Allowance to Central Government employees effective from 01.01.2023.


                     The undersigned is directed to refer to this Ministry's Office Memorandum No. 1/3/2022-E-II (B) dated 3rd October, 2022 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 38% to 42% of the Basic Pay with effect from 1st January, 2023,


2 The term 'Basic Pay' in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.


3.  The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).


4. The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.


5. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways respectively.


6. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution of India.

સમગ્ર શિક્ષા અંતર્ગત દર વર્ષે ૩૦મી સપ્ટેમ્બરની સ્થિતિએ રાજયની ધોરણ ૧ થી ૧૨ ધરાવતી તમામ શાળાઓની UDISE ફોર્મમાં માહિતી મેળવી એકત્રીકરણની કામગીરી કરવામાં આવે છે.


National Education Policy, 2020 અંતર્ગત ૨૦૩૦ સુધીમાં પ્રિ-શાળા (પૂર્વ પ્રાથમિક) થી માધ્યમિકનો ૧૦૦% Gross Enrolment Ratio કરવા સુધીની ધ્યેય સિધ્ધ કરવા તેમજ શાળા છોડી ગયેલા ડ્રોપઆઉટ બાળકોને ઓળખીને તેઓને શિક્ષણ પ્રણાલીમાં પરત લાવવાનું છે. ભારત સરકારના શિક્ષણ મંત્રાલય દ્વારા શૈક્ષણિક વર્ષ ૨૦૨૨-૨૩થી UDISE+ અંતર્ગત હાલના Data Capture Format (DCF)ને (1) Profile & Facility, (૨) Teacher અને (3) Student એમ ૩ (ત્રણ) વિભાગમાં વહેંચેલ છે. જેમાં Student Profile નો નવો વિભાગ ઉમેરેલ છે. જેથી ચાલુ વર્ષ ૨૦૨૨-૨૩માં આપના જિલ્લાની પૂર્વ પ્રાથમિક થી ધોરણ ૧૨ સુધીના ધોરણ ધરાવતી તમામ શાળાઓના વિદ્યાર્થીઓના નામ સહિતની વિગતો મેળવવાની રહેશે.

A grant of Rs, 2000/- per school has been given for setting up Science-Mathematics Club.


Sadar Grant will be allocated to Primary Schools having Class 6 to 8, which will have to be spent as per the guidelines given below.


The Science-Mathematics Club should consist of children interested in Mathematics-Science, a teacher of Mathematics-Science, and a maximum of 3 (three) persons interested in learning or teaching Mathematics-Science at the village level.


Regular organization of various Maths-Science related activities throughout the year by the club. Implementation of the program to be done by the math-science teacher of that school.


Preparing Maths-Science corner at school. If the school has a lab, prepare a corner in the lab itself.


Conduct bi-monthly exhibition of math-science kits and lab equipment at school level. In which to introduce all the children to the equipment, identify and do practical work.


Workshops/seminars/speeches/demonstrations can be organized to enhance the knowledge of children on topics like trading carbon print, biodiversity, climate change, renewable energy, energy, environment, solid waste disposal, organic farming.

                 Pursuant to the resolution (1) referred to above, the practice of collection and distribution of GPF passbooks of Class-3 employees has been introduced by the Government since 01/04/1985. Instructions have been given to maintain only one copy of the passbook from the resolution (r) referred to in the said reference. All deductions, sanctioned advances, withdrawals etc. of the employee during the year have to be recorded in this passbook. Also note of interest accrual should be made based on the slip of annual balance of General Provident Fund for that year received by the employee.




                The Withdrawal and Disbursement Officer shall be responsible for each entry in the passbook. Withdrawal and Disbursement Officer shall be responsible for proper maintenance of passbook and further payment made to the employee on the basis of advance or part final withdrawal.               સર સી. વી. રામનનો જન્મ ભારત દેશના દક્ષિણ ભાગમાં આવેલા તિરુચિરાપલ્લી, તામિલનાડુ રાજ્ય ખાતે હિંદુ, બ્રાહ્મણ પરિવારમાં થયો હતો. એમની માતૃભાષા તમિલ છે. બાળપણમાં જ તેમના પરિવારને વિઝાગ, આંધ્ર પ્રદેશ ખાતે રહેવા જવાનું થયું. તેઓના પિતાજી ગણિત તથા ભૌતિકશાસ્ત્રના વ્યાખ્યાતા હોવાને કારણે રામનજીને ભણવાનું યોગ્ય વાતાવરણ ઘરમાં જ મળી ગયું હતું. એમના ભત્રીજા સુબ્રમણ્યન ચંદ્રશેખરને પણ ભૌતિકશાસ્ત્રના વિષયમાં નોબેલ પુરસ્કાર ઇ. સ. ૧૯૮૩ના વર્ષમાં એનાયત કરવામાં આવ્યું હતું.

Various State Employees' Associations have made submissions on Government of India basis to provide benefits as per disability pension and family pension in case of death in service to the employees under the State Government's new Enhanced Pension Scheme, which was under active consideration by the Government.


Resolution:


After mature consideration Government of India vide Office Memorandum dated 05.05.2009 under New Enhanced Pension Scheme provides benefits as per disability pension and family pension in case of death in service to officers/employees covered under New Enhanced Pension Scheme of State Government dated 01 ,04,2005 Disability Pension as per Rule-52 to 64 of the Gujarat Civil Service (Pension) Rules, 2002 and in case of death while in service Gujarat Civil Service (Pension) subject to the provisions of Rule-149 to 157 of the Gujarat Civil Service (Pension) Rules, 2002 The Family Pension Scheme under Rules, 2002 provides for the provision of benefits as per Family Pension under Rules-87 to 94 of 1972.


Officials/Employees covered under the new Enhanced Pension Scheme of the State Government whether they wish to receive benefits under the Gujarat Civil Service (Pension) Rules, 2002 as per Disability Pension and Family Pension in case of death while in service is hereby notified as per Form-A enclosed with this resolution. The option has to be given to the head of their office within three months from the date of occurrence, which has to be noted in the Sevapothi. The concerned officers/employees shall furnish the family details in Form-13 prescribed under Rule-89 of the Gujarat Civil Service (Pension) Rules, 2002 along with the option.


After the promulgation of this resolution, the officer/employee joining the new enhanced pension scheme of the state government will have to give a sadar option at the time of joining the new enhanced pension scheme. Which will be noted in Sevapothi.

According to the above subject and reference, "School Achievement" program has been implemented in PAB 2022-23 as per guidelines of NIEPA New Delhi in 32940 government primary schools and 1865 secondary schools of the state. Self-evaluation in 100% schools and external evaluation in one-third (1/3) of the self-evaluated schools under the "School Achievement" programme.



            Schools will also be assessed for the current academic year: 2022-23. In this regard, external evaluation is to be done in 32940 primary schools and 1865 secondary schools in the academic year: 2022-23 self-evaluation and in 1699 secondary schools out of the academic year: 2021-22 self-evaluation.


Academic Year: 2022-23: Self-Assessment (Primary and Secondary School) “School Achievement Program” has been implemented in 32940 Government Primary Schools and 1865 Secondary Schools of the State. In Academic Year: 2022-23 these schools have “School Achievement” as per NIEPA New Delhi guidelines. Self-evaluation is done under the programme. (List of schools is enclosed herewith)


Academic year: 2021-22: External evaluation (in 1699 secondary schools) External evaluation of the year 2021-22 is to be done from 1699 schools out of the self-evaluation conducted during the academic year 2021-22 under the school achievement programme. According to the guidelines, the district has to form a team and conduct external evaluation in 1699 secondary schools as per the guidelines given on the website.

                 It was decided to give the benefit of 10 percent reservation to the category of Economically Weaker Sections (EWS) by the resolution of the Department of Social Justice and Empowerment mentioned in number (1) read.



                  According to Resolution No.-(3) read by the Education Department, the rules for the Eligibility Test for Primary Teachers were decided. In point No.3(A) of the Resolution, it is stated that 'in case of candidates belonging to Scheduled Castes/Scheduled Tribes, Socially and Educationally Backward and Handicapped Candidates, the Teacher Eligibility Test shall be passed with 55% marks'. Regarding the present matter, in view of the resolution read No.-(2) from the letter read No.-(4) of the State Examination Board, it was proposed to give percentage benefit to the EWS (Economically Weaker Sections) category. The matter was under the consideration of Govt.

Amendment Resolution:



                At the end of mature consideration, as per No. (3) read by the Department, provision No.-'3(a)' of the resolution of the Education Department dated 27/04/2011 includes the category of 'Economically Weaker Sections - EWS'.


Therefore, the said provision No. 3(a) has to be read as follows:


* In case of Scheduled Castes/Scheduled Tribes, Socially and Educationally Backward, Handicapped and Economically Weaker Sections (EWS) candidates, the Teacher Eligibility Test must be passed with 55% marks.

Introduction:


Resolution no.(1)



                  Read against the department dated 06/08/1977 has fixed the number of teachers per class in non-profit aided secondary schools of the state. According to the provisions of this resolution, a secondary school having one (1) class can get 1.5 teachers per class and a school having two (2) classes can get 3 teachers per class. According to the letter dated 16/10/2019 read by the Commissioner, Schools Office No. (3) and read No. (4) dated 30/06/2021, the educational work in schools having one class each of 9th and 10th standard in the state is smooth. It was proposed to approve the educational setup of 3 teachers and 1 principal in such schools for the purpose of making it workable. This matter was under the consideration of the Chief Minister.


Resolution:


After due consideration, educational set-up of 3 teachers and 1 principal is hereby approved for schools having one class each of class 9 and 10 in non-government aided secondary schools of the state having 50 students in both classes in rural areas and 75 students in urban areas. Are given.

Resolution:


At the end of the active consideration, a question bank based periodic assessment (Formative Assesssmart) has been implemented for all government, grant-in-aid and independent primary schools in the state. While the first and second semester tests (Summative Assessment) will have to be organized from the district level from the academic year 2022-23.


For government, grant-in-aid and self-supporting secondary and higher secondary schools affiliated to the State Board of Secondary and Higher Secondary Education, the question bank-based assessment and the first, second and annual tests will be held in the academic year 2021-22 for Class 9 to 12 Semester Examination (Surinative). Assessment) has to be held at school/SVS level.


The following detailed instructions are given in this regard.


4. Format of question papers of first and second semester examination for primary schools and necessary instructions regarding examination conduct will be issued by Gujarat Educational Research and Training Council (GCERT), Gandhinagar. Which all the districts have to follow. The first and second semester tests will be conducted by the office of the District Primary Education Officer.

According to the pattern given by GCERT, the question papers of Gujarati, English, Hindi and other regional languages ​​of the first and second semester exams have to be prepared at the district level.


8. Question bank based assessment for class 9 to 12 will be prepared by GSHSEB, also the question papers of first, second and annual test will be prepared and conducted from school/SVS level.

The self-supporting schools have to prepare Gujarati, Mathematics, Science and Social Science question papers at the school level as per the structure (pattern) given by GCERT, and follow the schedule prescribed by GCERT. 3. Self-governing schools can conduct the rest of the subjects as per the schedule decided by the school level based on the prescribed structure (pattern).
