                આપની કચેરીની ઉપર્યુક્ત વિષય અંગેની સીંગલ ફાઇલ ક્રમાંક પ્રાશિનિ/નીતિ/૨૦૨૨/૧૩ ઉપરની તારીખ ૦૬/૦૪/૨૦૨૨ની નોંધથી કરેલ દરખાસ્ત અન્વયે જણાવવાનું કે આ વિભાગનો તા. ૦૧/૦૪/૨૦૨૨ નો બદલીની જોગવાઇઓનો નવો સંકલિત ઠરાવ પ્રસિધ્ધ થતાં નવા ઠરાવની જોગવાઇ મુજબ અરજી કરવા ઇચ્છતાં શિક્ષકોને પણ અરસપરસ જિલ્લા ફેરબદલીની અરજી કરવાની તક મળી શકે તે હેતુસર -જિલ્લાફેર અરસપરસ અરજી કરવાની મુદ્દત તા. ૩૦/૦૪/૨૦૨૨ સુધી વધારવા આથી સરકારશ્રીની મંજૂરી આપવામાં આવે છે તે પરત્વે આનુષંગિક કાર્યવાહી સત્વરે હાથ ધરવા વિનંતી છે.

 > All the details of the education assistants who have been appointed in your district are available in your office such as the name of the education assistant, in which school he has been appointed. The date of attendance at the appointed school etc., on the basis of which the full salary proposal of all the appointed education assistants in your district should be taken care of in the main camp and if the school does not make such proposal within the time limit then action should be taken against the school principal.                With reference to the above subject, the dates of the annual examination of Std. 9 and 11 for the academic year 2021-1 were announced from the letter dated here. As per the letter from Navodaya Vidyalaya Samiti Regional Office, Pune, as mentioned above, the said examination was to be taken from 31/08/207 to 30/06/206 in Jawahar Navodaya Vidyalaya for the academic year 205-2 - Std. Jawahar Navodaya Vidyalaya Selection Test-208 will be taken in the whole country on 19/04/2022 to get admission in 9th. So, for the annual examination of Std-9 and Std-11, it has been requested to change the dates fixed by the Board on 19/04/2022.

In accordance with the above subject, the revised rules for promotion of Std-9 and Std-11 science stream implemented by Gujarat Secondary and Higher Secondary Education Board from the academic year 2018-19 are applicable to all secondary and higher secondary schools recognized by Gujarat Board of Secondary and Higher Secondary Education. came. As well as for other streams other than Std-11 Science stream, the promotion rules made effective from the Board's letter no.




According to the decisions made by the government for the academic year 2021-22, the students of Std-9 and Std-11 have received online / offline education throughout the year. Pursuant to the resolution of the Department of Education dated 18/02/2022, 100% offline education work has been started in the schools from 21/02/2022, taking into consideration the huge interest of the students regarding the commencement of direct educational work in the classes of Std. 1 to 12 in all the board schools in the state.




For the academic year-2021-22, inquiries are being made by the schools regarding the promotion rules of Std-9 and Std-11. Pursuant to which clarification is given as under:




For the academic year 2021-22, in the Std-1 and Std-11 science streams) the rules of promotion promoted from the board's letter no. It is also possible that due to Corona's condition the periodical test of 25 marks taken in the first semester was not conducted by some schools or some students could not take the periodic test due to Covid-19 condition. According to the rules of promotion of the board, out of 20 marks of internal assessment of students of Std. in patexim

Therefore, in the case of vid-19 in the academic year 2021-22, the students who have not taken the periodic test by the schools or the students who for some reason have not given the periodic test of the first 25 marks of any subject. 20 marks of internal assessment will have to be evaluated keeping in view. If a student has not been able to pass the periodic test of the first and second semester of a subject then the students will have to multiply 20 marks of internal assessment based on the average of the marks obtained from the total marks of the periodical test in other subjects. The above matter should be taken into consideration only for the current academic year 2021-22 for the classification of 20 marks of internal assessment for the students of Std-1 and Std-11 (Science stream). Other aspects of the promotion rules will remain the same, which will be noted. Attached is a copy of the standard promotion rules of Std-9 and Std-11 (Science stream) applied from the letter dated 27/08/2018 of the Board.




For other streams other than Std-11 (Science stream) the promotion rules of Std-11 mentioned by the letter dated 27/09/2016 here remain the same. A copy of the applicable promotion rules is attached herewith (which applies to all streams except standard 11 (science stream),

                 With reference to the above subject- (1) From the letter dated here, details of days of academic session, details of date of examination, instructions about examinations, details of days of vacation, details of public holidays as well as details of dates of board examination were sent and sent well.  In order to complete the syllabus in the schools as well as to provide sufficient time for the students to prepare for the examinations, the details of the change made in the aforesaid dates were informed and executed from the letter of reference (2).




 

         Reference- (2) It has been decided to continue offline education work in Std-9 from 09/06/207 from the circular of the education department.  Offline educational work of standard 10 to 12 is in progress at present.  The prelim / second examination of Std-9 to 12 mentioned as per reference (1) and (ii) will have to be taken offline at school level from 10/05/207 to 16/06/207.  During the aforesaid examination, if any student is ill due to Covd 19 or any member of his / her family is ill or he / she comes from student content zone, then separate examination papers have to be prepared by setting separate dates from the school level and later taking the examination.  In the above examination, seating arrangement has to be arranged as per the social distance in the examination room.  During the aforesaid examination, the guidelines of the Government regarding Covid-12 have to be followed.

રાજયની તમામ સરકારી શાળાઓના ધોરણ-૬, ૭, ૮, ૯ અને ૧૧ના વિદ્યાર્થીઓ માટે ઓફલાઈન/ ઓનલાઈન મોડથી 'પુસ્તક વાચક સ્પર્ધા'નું આયોજન.




♦ દરેક સ્તરની સ્પર્ધામાં બાળકો તેઓની રજૂઆત મૌલિક રીતે અથવા તેમણે કાગળમાં લખેલુ વાંચીને પણ કરી શકે છે.

 - દરેક સ્તરે વિજેતા બનેલ વિદ્યાર્થીઓની યુનિક આઈ.ડી. સાથેની પ્રમાણભૂત માહિતી જે-તે સ્તરના જવાબદાર અધિકારીશ્રી/કર્મચારીશ્રીના સહી-સિકકા સાથે સ્પર્ધા પૂર્ણ થયાના બે(૨) દિવસમાં જેતે સ્તરના ઉપલા સ્તરે એકત્રિત કરી દરેક જિલ્લા/કોર્પોરેશને એકંદર માહિતી અત્રેની કચેરીને મોકલી આપવાની રહેશે.

અધ્યયન નિષ્પત્તિઓમાં સુધારો લાવવામાં વાંચનનું યોગદાન વિવિધ સંશોધનોમાં દર્શાવવામાં આવ્યું છે. વાંચન એ ભાષા અને લેખન કૌશલ્યોને સક્ષમ બનાવવા તરફનું એક પગલું છે. તે શબ્દભંડોળ, સર્જનાત્મકતા, વિવેચનાત્મક વિચારસરણી, કલ્પના અને અભિવ્યક્તિમાં વધારો કરે છે, બાળકોને તેમની આસપાસના અને વાસ્તવિક જીવનની પરિસ્થિતિઓ સાથે સંબંધ બાંધવામાં મદદ કરે છે. જો કે તેને સતત અભ્યાસ, વિકાસ અને શુદ્ધીકરણની જરૂર છે. આમ, એક સક્ષમ વાતાવરણ બનાવવાની જરૂર છે, જેમાં, વિદ્યાર્થીઓ આનંદ માટે વાંચે અને આનંદપ્રદ અને ટકાઉ પ્રક્રીયા ધ્વારા તેમની કુશળતા વિકસાવે.



શિક્ષા મંત્રાલય–ભારત સરકાર પ્રકાશિત પુસ્તકાલય માર્ગદર્શિકા વર્તમાન અને નવા પુસ્તકાલય સંસાધનોનો ઉપયોગ કરવા માટે વિવિધ પ્રવૃત્તિઓ સૂચવે છે. પારસ્પરીક રમતો, વાર્તા કથન અને વાર્તા લેખન દ્વારા બાળકો ભાષાઓની દુનિયામાં પ્રવેશ કરે છે, જે તેમને તેમની પોતાની ભાષાની ક્ષમતાઓથી વાકેફ કરે છે અને તેમને તેમના વારસા વિશે અને તેમની આસપાસના લોકો વિશે વધુ જાણવા માટે પ્રોત્સાહીત કરે છે. પુસ્તક વાચક સ્પર્ધા'(વાંચન-અધ્યયન ઉત્સવ) વિદ્યાર્થીઓ, શિક્ષકો અને સમુદાયમાં વાંચન સંસ્કૃતિને પ્રોત્સાહન આપશે. તેઓ તેમની કલ્પના અને અનુભવના આધારે કવિતાઓ, ટૂંકી વાર્તાઓ અને લોકવાર્તાઓ જેવા સર્જનાત્મક લેખનનો અનુભવ કરશે.



'એક ભારત શ્રેષ્ઠ ભારત'ની ભાવનાને મજબૂત કરવામાં 'પુસ્તક વાચક સ્પર્ધા'(વાંચન-અધ્યયન ઉત્સવ) સહયોગી બનશે. આ વાંચન અભિયાનના મુખ્ય સંસાધનો બાળકો પોતે છે, જેઓ નવી ભાષાઓ શીખવામાં પારંગત છે અને ઉચ્ચારો અને બોલીઓની જીણવટ પ્રત્યે ખૂબ જ સંવેદનશીલ છે.



બાળકોને ફકત વાંચતા શીખવવું પૂરતું નથી, તેમને વાંચવા માટે યોગ્ય તેવું કંઈક(વાતાવરણ) આપવું જોઈએ. કંઈક, કે જે તેમની કલ્પનાઓને વિસ્તારશે, કંઈક, કે જે તેમને તેમના પોતાના જીવનને સમજવામાં મદદ કરશે અને તેઓને એવા લોકો સુધી પહોંચવા માટે પ્રોત્સાહીત કરશે જેમના જીવન તેમના પોતાના કરતા તદ્દન અલગ છે. આ વિચારને મજબૂત કરવા માટે રાજયના ધોરણ ૬, ૭, ૮, ૯ અને ૧૧ના વિદ્યાર્થીઓ માટે 'વાંચન-અધ્યયન ઉત્સવ‘ અંતર્ગત ‘પુસ્તક વાચક સ્પર્ધા યોજવા શિક્ષા મંત્રાલય-ભારત સરકારની મંજુરી મળેલ છે.



ઉપરોકત બાબતોને ધ્યાને લઈ રાજયની તમામ સરકારી શાળાઓના ધોરણ-૬, ૭, ૮, ૯ અને ૧૧ના વિદ્યાર્થીઓ માટે જેતે ધોરણના વર્ગથી રાજય કક્ષા સુધી ઓફલાઈન/ઓનલાઈન 'પુસ્તક વાચક સ્પર્ધા' યોજવા, તેમજ સ્પર્ધાના ભાગરૂપે આ શાળાઓના દર્શાવેલ ધોરણના વર્ગમાં તા.૦૭/૨/૨૦૨૨ થી તા.૧૧/૨/૨૦૨૨ દરમિયાન ઓફલાઈન/ઓનલાઈન ‘પુસ્તક વાચન' યોજવા જણાવવામાં આવે છે.


આપના તાબા હેઠળની ઉપરોકત દર્શાવ્યા મુજબની તમામ સરકારી શાળાઓના ધોરણ-૬, ૭, ૮, ૯ અને ૧૧માં 'પુસ્તક વાંચક સ્પર્ધા' આ સાથે સામેલ માર્ગદર્શિકા અનુસાર જૈ–તે કક્ષાએ નિર્ધારીત કરેલ સમયગાળામાં પ્રવર્તમાન મહામારી અંગે સરકારશ્રી દ્વારા વખતોવખત આપવામાં આવેલ એસ.ઓ.પી.ને ચૂસ્તપણે અનુસરીને ઓફલાઈન/ઓનલાઈન મોડથી યોજાય તે માટે સબંધિત તમામને આપની એચી જરૂરી સુચનાઓ આપવા, તેમજ સ્પર્ધાનું દરેક તબકકે અસરકારક અમલીકરણ કરવા જણાવવામાં આવે છે.

 તમામ In all the districts of the state, in the district level competition, for all the children who have won Std-9, 8, 9, 8 and 11 Std.  The committee of judges is requested to consider the following matters related to the planning of 'Book Reader Competition' as mentioned above.




 - 'Rs.100 (school level), Rs.200 (cluster level), Rs.200 (block level), Rs.200 (district level) respectively as an incentive prize to the winners of the book reading competition from school level to state level.  And provision of Rs.500 (state level).




 - Unique IDs of the winning students at each level.  The standard information along with the signature of the responsible officer / employee of that level should be collected at the upper level of the level within two (2) days after the completion of the competition and the overall information should be sent to each district / corporation office here.



 - The winning students can choose their favorite books from the online bookfair from the incentive prize money.  - 'Online bookfare' will be reported in detail separately.

 The contribution of reading in improving study outcomes has been demonstrated in various researches.  Reading is a step towards enabling language and writing skills.  It enhances vocabulary, creativity, critical thinking, imagination and expression, helping children build relationships with those around them and real life situations.  However it needs constant study, development and refinement.  Thus, there is a need to create a competent environment in which, students read for fun and develop their skills through an enjoyable and sustainable process.




 Ministry of Education - Government of India Library Guide publishes various activities to utilize existing and new library resources.  Through interactive games, storytelling and story writing, children enter the world of languages, which makes them aware of their own language abilities and encourages them to learn more about their heritage and those around them.  The Book Reader Competition (Reading-Study Festival) will promote reading culture among students, teachers and the community.  They will experience creative writing like poems, short stories and folktales based on their imagination and experience.




 The 'Book Reader Competition' (Reading-Study Festival) will be instrumental in strengthening the spirit of 'One India, Best India'.  The main resources of this reading campaign are the children themselves, who specialize in learning new languages ​​and are very sensitive to the complexity of pronunciation and dialects.




 It is not enough to just teach children to read, they should be given something (environment) suitable for reading.  Something that would expand their imagination, something that would help them understand their own lives and encourage them to reach out to people whose lives are totally different from their own.  To strengthen this idea, the Ministry of Education has got approval from the Government of India to organize a book reading competition for students of Std. 6, 7, 8, 9 and 11 in the state under 'Reading-Study Festival'.




 In view of the above matters, to organize offline / online 'Book Reading Competition' for the students of Std-6, 7, 8, 9 and 11 of all government schools of the state from Jet standard class to state level, as well as in the standard class specified by these schools as part of the competition.  It is advised to conduct offline / online 'Book Reading' from / 208 to 11/6/207.



 SOPs issued by the Government from time to time regarding the prevailing epidemic in the period prescribed by the Jai-Te level as per the guidelines attached to the 'Book Reading Competition' in Std-9, 8, 9, 9 and 11 of all government schools under your jurisdiction as mentioned above.  In order to conduct it in offline / online mode by strictly following.

*મુખ્યમંત્રી શ્રી ભૂપેન્દ્ર પટેલે સમગ્ર રાજ્યની શાળાઓમાં ધોરણ ૧ થી ૯ના વર્ગોમાં આગામી તા.  5 ફેબ્રુઆરી 2022 સુધી, વર્ગખંડ શિક્ષણ એટલે કે ઓફ લાઈન એજ્યુકેશન બંધ રાખવાનો નિર્ણય કર્યો છે*. 




*મુખ્યમંત્રીશ્રીના અધ્યક્ષસ્થાને મળેલી કોર કમિટીની બેઠકમાં રાજ્યમાં પ્રવર્તમાન કોરોના સંક્રમણ સ્થિતિની સર્વગ્રાહી સમીક્ષા કરીને વિદ્યાર્થી- બાળકોના વ્યાપક આરોગ્યરક્ષા હિતમાં આ નિર્ણય લેવામાં આવ્યો છે*.

 


રાજ્ય સરકારના પ્રવક્તા અને શિક્ષણમંત્રી શ્રી જીતુભાઇ વાઘાણીએ કોર કમિટીના આ નિર્ણયની ભૂમિકા આપતા જણાવ્યું કે, આગામી તારીખ 5 ફેબ્રુઆરી સુધી રાજ્યમાં ધોરણ 1 થી 9ના વર્ગોમાં માત્ર ઓન લાઇન શિક્ષણ જ ચાલુ રહેશે*.
 તેમણે કહ્યું કે રાજ્ય સરકારે આ અગાઉ ગત તા. 7મી જાન્યુઆરીએ નિર્ણય કર્યો હતો કે તા. 31 જાન્યુઆરી સુધી ધોરણ 1 થી 9 ના વર્ગોમાં ઓફલાઈન શિક્ષણ બંધ રાખવામાં આવશે. 



આ નિર્ણયની સમયાવધિ આજે પૂર્ણ થતા કોરોના સંક્રમણની સ્થિતિની સર્વગ્રાહી સમીક્ષા કર્યા બાદ ઓફલાઈન- વર્ગખંડ શિક્ષણ હજી વધુ સમય એટલે કે, તારીખ 5 ફેબ્રુઆરી સુધી બંધ રાખવાનો નિર્ણય કરવામાં આવ્યો છે, તેમ શિક્ષણ મંત્રીશ્રીએ ઉમેર્યું હતું



તેમણે  એમ પણ કહ્યું કે  રાજ્ય સરકાર  હવે તારીખ 5 ફેબ્રુઆરી એ સ્થિતિની પુનઃ સમીક્ષા કરીને  શાળાઓમાં ક્લાસ રૂમ ટિચિંગ એટલે કે વર્ગ ખંડ શિક્ષણ અંગે યોગ્ય નિર્ણય કરશે*.



કોર કમિટીની આ બેઠકમાં આરોગ્ય મંત્રીશ્રી ઋષિકેશ પટેલ,ગૃહ રાજ્ય મંત્રીશ્રી હર્ષ સંઘવી,મુખ્ય સચિવશ્રી પંકજ કુમાર તેમજ ગૃહ વિભાગના અધિક મુખ્ય સચિવશ્રી રાજકુમાર અને વરિષ્ઠ સચિવો પણ ઉપસ્થિત રહ્યા હતા. .

                  ગુજરાતના વિદ્યાર્થીઓ માટે સારા સમાચાર આવ્યા છે વિદ્યાર્થીઓનું શાળામાં જ સ્કિલ ડેપલોપમેન્ટ થાય તે હેતુસર હવે રાજ્યની સ્કૂલોમાં ધોરણ 11 અને 12ના કોર્સમાં નવા વૈકલ્પિક વિષયો, ખેતી-ટૂરિઝમ સહિતના વિષદ દાખલ કરવામાં આવશે એટલું જ નહીં વિદ્યાર્થીઓને ફરજિયાત વૈદિક ગણિત શિખાડવામાં આવશે

                  Compliments to the above subject and reference- (1) to state that as per the letter dated for the academic year 2021-22, the days of the academic session, details of the date of the examination, instructions about the examination, days of vacation, details of public holidays as well as details of the date of board examination as well as academic year.  Instructions regarding the syllabus from 1st to 12th for 2021 have been sent by the office here.  The said letter also contains instructions regarding the method of examination to be taken in the academic year 2021-22.  In order to reduce the stress of students, a decision has been taken by the Government to change the existing system of Std-9 to 12 examinations in the academic year 2021-22.  Which will have to be implemented as shown below.




 In standard 9, 10, 11 (science stream general stream), 12 (general stream) examination question paper, the proportion of objective questions was fixed at 20% and the proportion of descriptive questions was fixed at 80%.  The standard is fixed to be 70%. Students will have to write the answers to the objective questions in the standard-9, 10, 11 (science stream general stream) 12 (general stream) examination in the answer book only, in which there is no OMR, only standard-12 (vs.  Q.) 50% MCQ (Multiple Choice Questions) (OMR method) and 50% descriptive questions will remain the same. In addition, in the question papers of Std.




 The Gujarat Board of Secondary and Higher Secondary Education has taken up the aforesaid changes for the standard-9 to 12 merit per chapter and the structure and format of the question paper.


 

Details will be reported shortly.  The above matter will have to be implemented in the second test of Std-9 and 11 taken in January-2022, in the prelim examination of Std-10 and 12 and in the school annual examination of Std-9 and 11 as well as in the annual examination held by the board of Std-10 and 12.  Take note of which.

 Regarding the above subject, from the reference letter here, due to the prevailing situation of Kovid-19 in the state, in the academic year 2021-22, the students who were deprived of admission in Std.  .  Even after the completion of the above time limit for school admission, representations were received by the offices of the District Education Officer, school principals as well as parents for the admission of students deprived of admission in Std. 9th to 12th.

 In view of the educational interest of the students in the prevailing situation of Kovid-19, the office has given permission to the students for school admission till 31/10/2021 as per the above representations.  The first test of Std-9 to 12 was held from 18/10/2021 to 28/10/2021.  Even the first semester in schools is now complete.  Diwali vacation in schools has been declared from 1/11/2021 to 21/11/2021.





 According to the above details, if the first semester and the first school examination have been completed, taking into account the academic interest of the students, if the school admission for Std. 9 to 12 is allowed from now on, the study of the students will remain incomplete.  Which is not considered appropriate in terms of the academic interest of the students.  So that from now on any representation regarding admission in Std-9 to 12 will not have to be sent to the office here.  From now on any.





 The student will not be allowed for admission in Std-9 to 12.  You will send the details in this regard to all the secondary and higher secondary schools under your jurisdiction and send the implementation well.
