દરેક વ્યક્તિ પોતાના જીવનકાળ દરમ્યાન અને ખાસ કરીને વૃધ્ધાવસ્થા દરમ્યાન એકવાર પવિત્ર સ્થળોએ યાત્રા કરવાની ઇચ્છા રાખતા હોય છે પરંતુ આર્થિક મર્યાદાઓને લીધે કેટલાક લોકો આવી ઇચ્છા પૂરી કરી શકતા નથી. આ બાબત ધ્યાનમાં રાખીને વિભાગના વંચાણે લીધેલ ક્રર્માંક (૧) ના ઠરાવથી રાજ્યના વરિષ્ઠ નાગરિકોને ગુજરાતનાં તીર્થસ્થાનોના દર્શનનો લાભ મળે તે માટે “શ્રવણ તીર્થદર્શન યોજના" અમલમાં મૂકવામાં આવેલ છે. તેમજ વંચાણે લીધેલ ક્રમાંક (ર) ના ઠરાવથી તેમાં સુધારા ઠરાવ બહાર પાડેલ છે. હવે, સમયની સાથે શ્રવણ તીર્થદર્શન યોજના”ના સદરહુ ઠરાવને પુનર્ગઠન કરવાની બાબત સરકારશ્રીની સક્રિય વિચારણા હેઠળ હતી.
ઠરાવ
પુખ્ત વિચારણાને અંતે, “શ્રવણ તીર્થદર્શન યોજના”ના સદરહુ ઠરાવને પુનર્ગઠિત કરવાનું આથી ઠરાવવામાં આવે છે.
યોજનાનું નામ:
આ યોજનાનું નામ “શ્રવણ તીર્થદર્શન યોજના” રહેશે, યોજનાનો ઉદ્દેશ:
આ યોજનાનો ઉદ્દેશ ગુજરાતમાં વસવાટ કરતો વરિષ્ઠ નાગરિકો (૬૦ વર્ષ કે તેથી વધુ ઉંમરની વ્યક્તિઓ)ને રાજ્યમાં આવેલ તીર્થસ્થાનોની યાત્રા માટે સરકારી સહાય પુરી પાડવાનો છે.
યોજનાનો અમલ:
આ યોજના તા.૦૧/૦૫/૨૦૧૭થી અમલમાં છે. પરંતુ આ ઠરાવનો અમલ તા.૦૨/૦૮/૨૦૨૨થી કરવાનો રહેશે.
તીર્થસ્થાન જવા માટેની પાત્રતા:
આ યોજના હેઠળ અરજદાર નીચેની શરતો પરિપૂર્ણ કરતા હોવા જોઇએ.
(૧) ગુજરાત રાજ્યમાં વસવાટ કરતા હોય તેવા સીનીયર સીટીઝનને જ લાભ મળવાપાત્ર રહેશે.
(૨) અરજદાર અરજીની તારીખે ૬૦ વર્ષ કે તેથી વધુ ઉંમરના હોવા જોઇએ.
(૩) પતિ પત્ની એક સાથે યાત્રા કરતાં હોય તો બે પૈકી એકની ઉંમર અરજીની તારીખે ૬૦ વર્ષ કે તેથી વધુ હોવી જોઇએ.
(૪) આ યોજના હેઠળ લાભ લેવા માટે યાત્રાળુઓના સમૂહની અરજી માન્ય ગણાશે.વ્યક્તિગત અરજી માન્ય ગણાશે નહી, ઓછામાં ઓછા ૨૭ વ્યક્તિઓ યાત્રા માટે સમૂહમાં અરજી કરે તેને સમૂહની અરજી ગણવામાં આવશે
(૫) એક વ્યક્તિને પ્રત્યેક નાણાકીય વર્ષમાં એક વાર લાભ મળવાપાત્ર રહેશે.

સહાય:
(૧) ગુજરાતના યાત્રાધામોના ત્રણ રાત્રિ અને ત્રણ દિવસ (૭ર કલાક) સુધીના પ્રવાસની મર્યાદામાં આ યોજના હેઠળ લાભ મળવાપાત્ર થશે.
(૨) ગુજરાતના યાત્રાધામોના દર્શન માટેની આ યોજનામાં એસ.ટી.ની સુપર બસ (નોન એ.સી.) ઉપરાંત એસ.ટી.ની મીની બસ (નોન એ.સી.), સ્લીપર કોચનું ભાડું અથવા જો ખાનગી બસ ભાડે લીધેલ હોય તો ખાનગી બસનું ભાડું બેમાંથી જે ઓછુ હોય તેની મહત્તમ ૭૫% રકમ સહાય તરીકે મળવાપાત્ર રહેશે,
(૩) ૨૭ થી ૩૫ પેસેન્જર સુધી મીની બસનું ભાડું મળશે તથા, ૩૬ થી ૫૬ પેસેન્જર સુધી એક્સપ્રેસ/સુપર બસનું ભાડું મળશે.
(૪) જો ત્રણ રાત્રિ અને ત્રણ દિવસ (૭ર કલાક) સુધીના મર્યાદા કરતા વધુ યાત્રા કરી હશે, તો પણ ઉપર દર્શાવ્યા મુજબ ૩ રાત્રિ અને ૩ દિવસ સુધીના પ્રવાસની મર્યાદામાં સહાય મળવાપાત્ર થશે.
(૫) દરેક યાત્રીને ઉચ્ચક સહાય તરીકે ૧ (એક) દિવસના જમવાના ૫૦/- (અંકે રૂપિયા પચાસ પૂરા) અને રહેવાના ૫૦/- (અંકે રૂપિયા પચાસ પૂરા) એમ કુલ ૧૦૦/- (અંકે રૂપિયા એકસો પૂરા) અને વધુમા વધુ ૩૦૦/- (અંકે રૂપિયા ત્રણસો પૂરા)ની મર્યાદામાં ચૂકવવાના રહેશે.
અરજીની પ્રક્રિયા:
(૧) અરજી સાદા કાગળ પર અથવા પરિશિષ્ટ-૧ મુજબ કરવાની રહેશે.
(૨) અરજી સાથે આધારકાર્ડની "સ્વપ્રમાણિત નકલ" ફરજીયાત જોડવાની રહેશે.
(૩) અરજીમાં જે નામ દર્શાવેલ હોય તે વ્યક્તિ જ યાત્રા કરી શકશે. તે પોતાની સાથે અરજી ન કરી હોય તેવી બીજી કોઇ વ્યક્તિને સાથે લઇ જઇ શકશે નહી.
(૪) અરજી જે પરબીડિયામાં મોકલવામાં આવે તે પરબીડિયા પર શ્રવણ તીર્થદર્શન યોજના વર્ષ માં યાત્રા માટે અરજી" એમ લખવાનું રહેશે.
(૫) વ્યક્તિઓનો સમૂહ અરજી કરે તેને એક અરજી ગણવામાં આવશે. સમૂહનો એક અરજદાર અથવા માન્ય ટ્રાવેલ એજન્ટ મુખ્ય વ્યક્તિ ગણાશે,
(૬) ગુજરાત રાજ્ય માર્ગ વાહન વ્યવહાર નિગમના માન્ય એજન્ટ અથવા ગૃપ દ્વારા બુક કરાવેલી એસ.ટી. બસ અથવા ખાનગી ટ્રાવેલ્સની બસમાં પ્રવાસ કરી શકાશે અને આવી બસમાં વૃધ્ધાશ્રમના કાર્યકરો, રજીસ્ટર્ડ ડોકટર/કમ્પાઉન્ડર/હેલ્પર કે રસોઇયા જેઓની ઉંમર ૬૦ વર્ષથી ઓછી હોય તેવા મહત્તમ ૫ (પાંચ) વ્યક્તિઓ પ્રવાસ કરી શકશે.
(૭) બસની કેપેસીટીના ઓછામાં ઓછા ૯૦% પ્રવાસીઓ હોય તો જ તે બસ માટે પૂરતી સંખ્યાના પ્રવાસીઓ ગણવામાં આવશે અને બસની ફાળવણી કરવામાં આવશે.
( ૮ ) ૭૦ વર્ષથી વધુ ઉંમરની વ્યક્તિ જો એકલા પ્રવાસ કરતી હોય તો તેઓની સાથે ૬૦ વર્ષથી નીચેની ઉંમરના એક એટેન્ડન્ટને લઇ જઇ શકશે.
(૯) ગુજરાત રાજ્ય માર્ગ વાહન વ્યવહાર નિગમની પરિશિષ્ટ-૪ માં દર્શાવેલ ૧૬ વિભાગીય કચેરીઓ ખાતે શ્રવણ તીર્થદર્શન યોજના અંગેની અરજીઓ સ્વીકારવામાં આવશે. ગુજરાત પવિત્ર યાત્રાધામ વિકાસ બોર્ડ દ્વારા પ્રત્યેક વિભાગીય કચેરીમાં એક એક્ઝીક્યુટીવની નિમણૂંક કરવામાં આવશે, જે એસ.ટી./ખાનગી બસ મારફતે પ્રવાસની અરજીઓ સ્વીકારશે અને તેને મંજૂરી આપશે.
(૧૦) ગુજરાત રાજ્ય માર્ગ વાહન વ્યવહાર નિગમ બસ ભાડાની ૫૦ % રકમ લઇને બસનું બુકિંગ કરશે અને પ્રવાસ પૂરો થયા બાદ ગુજરાત પવિત્ર યાત્રાધામ વિકાસ બોર્ડને રીએમ્બર્સમેન્ટની દરખાસ્ત કરશે બોર્ડ આ રકમ સીધેસીધી ગુજરાત માર્ગ વાહન વ્યવહાર નિગમના બેંક એકાઉન્ટમાં જમાં કરાવશે.
(૧૧) માન્ય ટ્રાવેલ એજન્ટ અથવા મુખ્ય વ્યક્તિએ ગુજરાત રાજ્ય માર્ગ વાહન વ્યવહાર નિગમના પ્રવર્તમાન નિયમો મુજબની સિક્યોરીટી ડીપોઝીટ એસ.ટી. નિગમમાં જમા કરાવવાની રહેશે, જે રીફંડેબલ રહેશે. યાત્રા પૂર્ણ થયા બાદ નિગમના નિયમાનુસાર ડીપોઝીટની આ રકમ પરત કરવામાં આવશે.
(૧૨) તમામ યાત્રાળુઓના આધાર નંબરથી ગુજરાત પવિત્ર યાત્રાધામ વિકાસ બોર્ડને Appendix-3 માં દર્શાવેલ નમૂનામાં ઓનલાઇન અરજી કરી શકાશે, અને મંજૂરી પણ ઓનલાઇન આપવામાં આવશે. આ મંજૂરીના આધારે ગુજરાત રાજ્ય માર્ગ વાહન વ્યવહાર નિગમ બસની ફાળવણી કરશે અથવા ખાનગી બસ ભાડે કરવાની રહેશે.
(૧૩) જો કોઇ સેવાભાવી સંસ્થા, વૃધ્ધાશ્રમના સીનીયર સીટીઝનોને યાત્રાએ લઇ જવા માંગતા હોય તો, તે સંસ્થા પોતાની બસમાં આવો પ્રવાસ કરી શકશે. વૃધ્ધાશ્રમના સીનીયર સીટીઝનોની દેખરેખ માટે સંસ્થાના વધુમાં વધુ બે પ્રતિનિધિને લઇ જઇ શકશે, જેમના માટે ઉંમરનો કોઇ બાધ રહેશે નહી.
(૧૪) આવા પ્રવાસમાં વૃધ્ધ યાત્રાળુઓની તબીબી દેખભાળ માટે બસમાં કોઇ રજીસ્ટર્ડ ડોક્ટર કે કમ્પાઉન્ડરને સાથે લઇ જવા માંગતા હોય તો તેઓ માટે ઉંમરનો કોઇ બાધ રહેશે નહીં, પરંતુ તેઓએ સારવારની કીટ સાથે રાખવાની રહેશે પ્રત્યેક બસમાં એક ડોક્ટર અને એક કમ્પાઉન્ડર (જો તેઓ ૬૦ વર્ષથી નીચેની વયના હોય તો પણ) સમાવી શકાશે, તેથી વધુ નહી,
(૧૫) જો ખાનગી બસ મારફતે પ્રવાસ કરવામાં આવ્યો હોય તો, આવા પ્રવાસના પુરાવારૂપે બસના યાત્રીઓ સાથેનો એક ફોટોગ્રાફ જે તે બસનો નંબર સ્પષ્ટ દેખાય તે રીતે અચુક રજુ કરવાનો રહેશે, તથા જે યાત્રાધામમાં પ્રવાસે ગયા હોય તે યાત્રાધામમાંથી આ પ્રવાસ અંગેનું સહી - સિક્કા સાથેનું પરિશિષ્ટ-ર મુજબનું પ્રમાણપત્ર મેળવીને રજૂ કરવાનું રહેશે. આવા કિસ્સામાં ૭૫% સહાયની રકમ માન્ય એજન્ટ અથવા ગૃપના વડાના બેંક એકાઉન્ટમાં ગુજરાત પવિત્ર યાત્રાધામ વિકાસ બોર્ડ દ્વારા સીધી જ જમા કરાવવામાં આવશે.
(૧૬) જો ખાનગી બસ લશ્ડ સીસ્ટમ સાથેની હોય, તો તેઓએ ઉપર્યુક્ત ક્રમ (૧૫)માં દર્શાવેલ પુરાવાઓને બદલે માત્ર ડેટા લોગની કોપી જોડવાની રહેશે.

(૧૭) શ્રવણ તીર્થ દર્શન યોજના હેઠળ ૨૦૦૦ કિલોમીટરની મર્યાદામાં જ પ્રવાસ કરવાનો રહેશે.
(૧૮) પ્રવાસ માટેની બસની આગળ અને પાછળની બંને બાજુએ “ગુજરાત પવિત્ર યાત્રાધામ વિકાસ બોર્ડ, ગુજરાત સરકારના સહયોગથી" એ પ્રમાણે ૧૦૦ મીટર દૂરથી વેંચાય એવા મોટા અક્ષરોમાં બેનર લગાવવાનું રહેશે.
(૧૯) અરજી સંપૂર્ણ વિગતો સાથેની નહીં હોય તો તે નામંજૂર કરવામાં આવશે. આ અંગે ગુજરાત પવિત્ર યાત્રાધામ વિકાસ બોર્ડનો નિર્ણય આખરી ગણવામાં આવશે.
(૨૦) ચાત્રાની તારીખના ઓછામાં ઓછા એક અઠવાડિયા પૂર્વે અનિવાર્યપણે અરજી કરવાની રહેશે. આ સંદર્ભે અરજીમાં દર્શાવેલ સમયગાળા દરમ્યાન અથવા મંજૂરી મળ્યા બાદ બે માસમાં યાત્રા કરવાની રહેશે; અન્યથા મંજૂરી આપોઆપ રદ્દ થયેલી ગણાશે અને તે પછી યાત્રા કરવાની હોય તો, નવેસરથી મંજૂરી મેળવવાની રહેશે. આવી મંજૂરી મેળવ્યા વિના કરેલ યાત્રા માટે સહાય મળવાપાત્ર થશે નહી.
(૨૧) યાત્રા પૂર્ણ થયા બાદ આ યોજના હેઠળ સહાય મેળવવા માટે યાત્રા કઇ તારીખે કરવામાં આવેલ છે તેની વિગતો સાથે ગુજરાત રાજ્ય માર્ગ વાહન વ્યવહાર નિગમની ૧૬ વિભાગીય કચેરીઓ ખાતે લેખિતમાં અથવા ગુજરાત પવિત્ર યાત્રાધામ વિકાસ બોર્ડને ઓનલાઇન અરજી કરવાની રહેશે.
(૨૨) યાત્રાળુ દહનશીલ પદાર્થ કે કેફી પદાર્થ કે કોઇ પ્રતિબંધિત / ગેરકાયદેસર પદાર્થ સાથે લઇ જઇ શકશે નહીં.
(૨૩) યાત્રાળુઓએ જે તે તીર્થસ્થાનોના નિયમોનું પાલન કરવાનું રહેશે.
(૨૪) યાત્રા દરમ્યાન થનાર આકસ્મિક દુર્ઘટના માટે રાજ્ય સરકાર, ગુજરાત પવિત્ર
યાત્રાધામ વિકાસ બોર્ડ કે તેના કોઇ અધિકારી/કર્મચારી જવાબદાર રહેશે નહીં.
(૨૫) આ ઠરાવમાં પરિશિષ્ટ-૧, પરિશિષ્ટ-ર, Appendix-3, અને પરિશિષ્ટ-૪ નિયત નમૂના મુજબ રહેશે.
યોજના અંગેનો ખર્ચ.
.. આ યોજના અંગેનો ખર્ચ બજેટ સદર ૫૪૫૨-૮૦-૧૦૪-૦૨-૬૦૦૦ અન્ય મૂડી ખર્ચ હેઠળ ઉધારવાનો રહેશે.
આ ઠરાવ આ વિભાગના સરખા ક્રમાંકની ફાઇલ પર નાણા વિભાગની તા.૩૦/૦૭/ર૦રર અને સરકારશ્રીની તા.૦૨/૦૮/૨૦૨૨ના રોજ મળેલ અનુમતિ અન્વયે બહાર પાડવામાં આવે છે.

Introduction:
Everyone wishes to visit holy places once in their lifetime and especially in old age but due to financial constraints some people are unable to fulfill such a wish. Keeping this matter in mind, "Shravan Tirthadarshan Yojana" has been implemented for senior citizens of the state to benefit from visiting the pilgrimage sites of Gujarat by the resolution No. (1) read by the department. Also by the resolution No. (R) read, an amendment has been issued. Now , over time the issue of restructuring the whole resolution of Shravan Tirtha Darshan Yojana” was under the active consideration of the Government.

After mature consideration, the resolution of “Shravan Tirthadarshan Yojana” was restructured.
It is hereby resolved to do 1 Name of Scheme:
The name of the scheme will be “Shravan Tirthadarshan Yojana”, the objective of the scheme:
2. The objective of the scheme is to provide government assistance to senior citizens (persons aged 60 years or above) residing in Gujarat for pilgrimages to pilgrimage sites in the state.

3. Implementation of the Plan:
This scheme is effective from 01/05/2017. But this resolution has to be implemented from 02/08/2022.
Eligibility for Pilgrimage: Under this scheme the applicant should fulfill the following conditions.
(1) Only senior citizens residing in the state of Gujarat will be eligible for the benefit.
(2) The applicant should be 60 years of age or above on the date of application. (3) If husband and wife are traveling together, the age of one of the two applies
Should be 60 years or more on date. (4) Application of a group of pilgrims for availing benefit under this scheme shall be admissible.
Individual application will not be considered, group application of at least 27 persons for Yatra will be considered as group application
(5) A person shall be entitled to the benefit once in every financial year.
Help:
(1) Up to three nights and three days (7 hours) of pilgrimages in Gujarat
The benefits under this scheme will be available within the travel limit. (2) ST Super Bus (Non AC) in addition to ST Mini Bus (Non AC), sleeper coach fare or if private bus is hired in this scheme for visiting Gujarat pilgrimage sites. A maximum of 75% of the private bus fare, whichever is lower, will be available as subsidy.
(3) From 27 to 35 passengers will get mini bus fare and from 36 to 56 passengers will get express/super bus fare. (4) If traveled beyond the limit of three nights and three days (7 hours).
However, assistance will be available within the travel limit of 3 nights and 3 days as mentioned above. (5) 250/- (in rupees fifty whole) and accommodation 250/- (rupees fifty whole) for 1 (one) day as higher assistance to each passenger.

5. Application Process:
(1) Application shall be made on plain paper or as per Appendix-1.
(2) “Self attested copy” of Aadhaar card must be attached with the application.
(3) Only the person whose name is mentioned in the application can travel. He cannot take any other person with him who has not applied.
(4) The application sent to Perbidiya must be written on the Parbidiya as "Application for Yatra in Shravan Tirthadarshan Yojana Year".
(5) An application made by a group of persons shall be treated as one application. One of the group
The applicant or approved travel agent shall be the principal person,
(6) ST booked by authorized agent or group of Gujarat State Road Transport Corporation. A bus or a private travel bus may be used for travel and a maximum of 5 (five) persons below the age of 60 years such as old age home workers, registered doctors/compounder helpers or cooks may travel in such buses.
(^) A bus will be considered sufficient number of passengers and the bus will be allotted only if at least 90% of the capacity of the bus is occupied by passengers.
(8) A person above 70 years of age may take one attendant below 60 years of age with him if traveling alone.
(9) Applications regarding Shravan Tirtha Darshan Yojana will be accepted at the 16 Divisional Offices mentioned in Annexure-4 of Gujarat State Road Transport Corporation. An Executive will be appointed by the Gujarat Pavitra Yatradham Development Board in each Divisional Office, who will receive and approve travel applications through ST/Private Bus.
(10) Gujarat State Road Transport Corporation will book the bus by taking 50% of the bus fare and after completion of the journey will propose reimbursement to the Gujarat Pavitra Yatra Dham Development Board, the board will directly deposit this amount in the bank account of Gujarat Road Transport Corporation.
(11) Gujarat state road transport by authorized travel agent or principal
Security Deposit as per existing rules of the Corporation ST. deposited in the corporation
will have to be done, which will be refundable. As per the rules of the corporation after completion of the journey

(12) Aadhaar number of all pilgrims can be applied online to the Gujarat Pavitra Yatradham Development Board in the format shown in Appendix-3, and approved.

Prashaya Nigam will allocate a bus or a private bus will have to be hired.
(13) If any charitable organization wishes to take the senior citizens of the old age home on a yatra, that organization may undertake such a journey in its own bus. An old age home can take maximum two representatives of the organization for the supervision of senior citizens, for whom there will be no age bar.
(14) There shall be no age bar for any registered doctor or compounder in the bus for the medical care of elderly pilgrims on such journeys, but they shall carry a medical kit one doctor and one compounder in each bus (if they are below 60 years of age). (even if of age) can be accommodated, not more than that,
(15) In case of journey by private bus, one photograph with the passengers of the bus clearly showing the number of the bus, and the signature of the journey from the pilgrimage destination to which the journey has been made - Annexure with Coins shall be produced as proof of such journey. A certificate as per -r has to be obtained and presented. In such case 75% of the assistance amount will be directly deposited by the Gujarat Pavitra Yatradham Development Board in the bank account of the authorized agent or head of the group.
(16) If the private bus is with lashed system, they shall follow the order mentioned in (15) above.
Instead of evidence, only a copy of the U₨data log has to be attached.
