વિષય:- ધોરણ 1 થી 8 માં વિદ્યાર્થીઓના પરિણામપત્રક બાબત.
શ્રીમાન,
ઉપરોક્ત વિષય અને સંદર્ભ અન્વયે જણાવવાનું કે પ્રવર્તમાન શૈક્ષણિક વર્ષ 2021-22ના
ધોરણ 1 થી 8ના પરિણામપત્રક તૈયાર કરવા બાબતે નીચેની સૂચનાઓ ધ્યાને લેવાની રહેશે,
1. ધોરણ 1 અને 2 માં વિદ્યાર્થીઓના પરિણામપત્રક (2 અને P4)માં કોઈ ફેરફાર કરવામાં આવેલ નથી.
2. ધોરણ 3 થી 8 માં મુખ્યત્વે શિક્ષક દ્વારા થતા રચનાત્મક મૂલ્યાંકન, દ્વિતીય સત્રાંત કસોટી અને સ્વ અધ્યયન કાર્ય આધારિત પરિણામ પત્રક તૈયાર કરવાનું છે. આ માટે Home Learning અંતર્ગત શિક્ષક દ્વારા થયેલ અનૌપચારિક મૂલ્યાંકન તેમજ વર્ષ દરમિયાન યોજાયેલ સામયિક કસોટીઓ વગેરેનો આધાર લઇ શકાશે. ધોરણ ૩ થી 8માં સત્રવાર રચનાત્મક મૂલ્યાંકન પત્રક A માં વિગતો દર્શાવવી, જેથી દરેક વિદ્યાર્થીનું 40+40 એમ 80 ગુણનું રચનાત્મક મૂલ્યાંકન થશે. આ ઉપરાંત, વર્ષ દરમિયાન સ્વ અધ્યયન કાર્ય માટે Home Learning: અંતર્ગત તેમજ વર્ગખંડમાં વિદ્યાર્થીની સહભાગિતાને ધ્યાનમાં લઈને બંને સત્રના 20+20 ગુણ પૈકી ગુણાંકન કરવું. ઉપરાંત ધોરણ 3 થી 8માં યોજાનાર દ્વિતીય સત્રાંત કસોટીના 40 ગુણમાંથી મૂલ્યાંકન કરવાનું રહેશે. ધોરણ 6 થી 8માં 80 ગુણની કસૌટી હોઈ તેને 2 વડે ભાગને આવેલ ગુણને પત્રક C માં દર્શાવવાના રહેશે. જેથી ધોરણ 3 થી 8ના તમામ વિષયોનું મૂલ્યાંકન 160 ગુણમાંથી કરવાનું રહેશે.
૩. ધોરણ 4ાં હિન્દી અને અંગ્રેજી વિષયમાં માત્ર દ્વિતીય સત્રમાં રચનાત્મક મૂલ્યાંકનના 40 ગુણ અને વિદ્યાર્થીની સહભાગિતાના 20 ગુણ તેમજ દ્વિતીય સત્રાંત કસૌટીના 40 ગુણ મળી કુલ 100 ગુણમાંથી ગુણાંકન કરવું. 4. ધોરણ ૩ થી 8માં વ્યક્તિત્વ વિકાસ પત્રક B માત્ર વર્ષાન્તે એક જ વાર ભરવાનું રહેશે. જેમાં
વિદ્યાર્થીઓની ભાર્ગીદારીના આધારે ગુણાંકન કરવાનું રહેશે, જેમાં ચારે ચાર મુખ્ય ક્ષેત્રો ધ્યાને લેવાનાં રહેશે.

Considering the representations of the educational federations, extensive changes were made in the resolution after consulting them
¤ Rules of transfer have been published in the form of resolution
¤ As per the direction of Chief Minister Shri Bhupendrabhai Patel, decisions were taken touching more than two lakh teacher families *
Ø * Till now 8% of the vacancies in that district were given the benefit of district reshuffle to 60% of the teachers which will now be given the benefit of 100% vacancy of 58 districts reshuffle *
Ø * In district transfer, reciprocal and district internal reciprocal transfers, the provision that the teachers were required to be hometown was removed *
Ø * Teachers who have been appointed on the condition of working in the same place for 10 years will be able to apply for transfer even after five years *
Ø * Spouses of government employees who are transferable from one district to another in the state may be deputed if they are primary teachers or head teachers in government schools *
Ø * From now on, the benefit of spouse's case will be available in the case of grant aided institutions, public enterprises of Gujarat, government companies of Central and State Governments *
Ø * Grievance Redressal Committee formed for redressal of grievances in case of transfers *
Announcing the important decision of the education department, the state education minister Shri Jitubhai Waghan said that the state government has taken important decisions regarding the rules of district transfer of legislators, primary teachers and head teachers by incorporating the interest of students, teachers and the sentiments and demands of educational federations.
This will benefit more than 3 lakh teachers and their dependent 10 lakh families. Following this important decision, Diwali atmosphere will be created in the homes of teachers in the state. With the holy days of Chaitri Navratri now underway and the Hindu New Year being celebrated, new rules have been issued by the state government to implement this important decision in the wider interest of teachers.
Education Minister Shri Waghan added that 10 years ago, in the year 2016, rules were made regarding the transfer of primary teachers. Respect for the State in respect of the submissions made by the Primary Education Unions for a change in these rules. Chief Minister Shri Bhupendrabhai Patel with full sympathy gave directions to make important changes in the rules.
The legislature also promised to pass a resolution in this regard in two days. With this in mind, the resolution has been issued with effect from today, he added.
The Minister added that considering the representations of Gujarat State Educational Association, this resolution has been made keeping in view the interest of about 3 lakh teachers of the state through extensive research considering various representations in this regard for the last six months.
Giving details of the historic amendments made in the rules for transfer of education assistant, primary teacher and head teacher, Education Minister Shri Jitubhai Waghan said that the rules for transfer of primary teachers were fixed by the resolution dated 6/06/2018. New rules have been prepared by the state government keeping in view the interest of recognized educational associations as well as teachers. According to the new rules, instead of the 60 per cent vacancy teachers in the district who were given the benefit of district relocation till now, according to the new rules, the benefit of 100 per cent vacancy in that district will be given.
The Minister said that in the district fair, reciprocal and district internal reciprocal transfers, the provision of having the hometown of the teachers concerned has been removed.
The Minister further added that the teachers who have been appointed on the condition of working in one place for 10 years can apply for district transfer or district transfer after five years by considering the transfer of education assistants in a just manner. Not only this, if the spouses of government employees who are transferable from one district to another in the state are primary teachers or head teachers in a government school, they can be placed on deputation in the district where the government employee is transferred.
Minister Waghan said that from now on, the benefit of spouse's case will also be available in the case of grant aided institutions, public enterprises of Gujarat government, Central and state government government companies.
In another announcement, the Education Minister said that in addition to this, the last date for applying for reciprocal transfer was March 8, but now it has been extended to May 3.
In addition, a grievance redressal committee has been constituted for redressal of grievances in case of transfers. That is, if there is any representation / complaint regarding transfer, it can be submitted to the Grievance Redressal Committee by the concerned teacher / head teacher and the grievance redressal committee will resolve it. So that teachers are exempted from unnecessary litigation.
"Teachers are my family," he said. The state government is sensitive to the transfers of their districts in a transparent manner so that it does not get into any trouble. This resolution has been issued today in the wider interest in the world of education keeping in view the guidance of the Minister of State for Education Shri Kirtisinh Vaghela and Chief Minister Shri Bhupendrabhai Patel as well as the representations of the educational associations.

Ø *જિલ્લાફેર, અરસપરસ અને જિલ્લા આંતરિક અરસપરસ બદલીમાં સંબંધિત શિક્ષકોના વતન હોવાં જરૂરી હતાં તે જોગવાઇ દૂ૨ ક૨વામાં આવી*
Ø *૧૦ વર્ષ એક જ જગ્યાએ નોકરી ક૨વાની શરતે જે શિક્ષકોને નિમણૂંક આપવામાં આવી છે તેવા શિક્ષકો પાંચ વર્ષ પછી પણ બદલી માટે અરજી કરી શકશે*
Ø *જે સ૨કારી કર્મચારીઓ રાજ્યના એક જિલ્લામાંથી બીજા જિલ્લામાં બદલીપાત્ર છે તેવા કર્મચારીઓના પતિ કે પત્ની જો સરકારી શાળામાં પ્રાથમિક શિક્ષક કે મુખ્ય શિક્ષક હોય તો તેઓને પ્રતિનિયુક્તિથી મૂકી શકાશે*
Ø *પતિ/પત્નીના કિસ્સાનો લાભ હવેથી અનુદાનિત સંસ્થાઓ, ગુજરાત સ૨કા૨ના જાહેર સાહસો, કેન્દ્ર અને રાજ્ય સરકારની સરકારી કંપનીઓના કિસ્સામાં પણ મળવાપાત્ર થશે*
Ø *બદલીઓના કિસ્સામાં ફરિયાદ નિવારણ માટે ફરિયાદ નિવારણ સમિતિની રચના કરાઇ*

રાજ્યના શિક્ષણ મંત્રી શ્રી જીતુભાઇ વાઘાણીએ શિક્ષણ વિભાગના મહત્વપૂર્ણ નિર્ણયની જાહેરાત કરતાં જણાવ્યું છે કે, વિદ્યાર્થીઓના શિક્ષણનું હિત, શિક્ષકોનું હિત તથા શૈક્ષણિક સંઘો મહાસંઘોની લાગણી અને માગણીને સામેલ કરી રાજ્યના વિધાસહાયક, પ્રાથમિક શિક્ષકો અને મુખ્ય શિક્ષકોની જિલ્લાફેર બદલીઓના નિયમો સંદર્ભે રાજ્ય સરકારે મહત્વપૂર્ણ નિર્ણયો કર્યાં છે.
જેનો લાભ અંદાજે ૨ લાખથી વધુ શિક્ષકો તથા તેમનાં આશ્રિત ૧૦ લાખ પરિવારજનોને થશે. આ મહત્વપૂર્ણ નિર્ણયને પગલે રાજ્યના શિક્ષકોના ઘરે દિવાળીનો માહોલ સર્જાશે. અત્યારે ચૈત્રી નવરાત્રીના પાવન દિવસો ચાલી રહ્યાં છે અને હિંદુઓના નવા વર્ષની ઉજવણી થઈ રહી છે તેવા અવસરે રાજ્ય સરકાર દ્વારા શિક્ષકોના વ્યાપક હિતમાં આ મહત્વપૂર્ણ નિર્ણયનો અમલ થાય તે માટે નવા નિયમો પ્રસિદ્ધ કરવામાં આવ્યો છે.
શિક્ષણ મંત્રી શ્રી વાઘાણીએ ઉમેર્યુ કે, ૧૦ વર્ષ પહેલાં વર્ષ-૨૦૧૨ માં પ્રાથમિક શિક્ષકોની બદલીઓ સંદર્ભે નિયમો ઘડાયા હતાં. આ નિયમોમાં બદલાવ માટે પ્રાથમિક શિક્ષણના સંઘો દ્વારા રજુઆતો થઇ હતી એ સંદર્ભે રાજ્યના માન. મુખ્યમંત્રીશ્રી ભૂપેન્દ્રભાઇ પટેલે સંપૂર્ણ સંવેદના સાથે નિયમોમાં મહત્વના ફેરફાર કરવા દિશા-નિર્દેશો આપ્યાં હતાં.
આ અંગે બે દિવસમાં ઠરાવ કરવાની વિધાનસભા ગૃહમાં પણ ખાતરી આપી હતી. તેને ધ્યાનમાં રાખીને આજથી જ આ ઠરાવ અમલમાં આવે તે રીતે પ્રસિદ્ધ કરવામાં આવ્યો છે તેમ તેમણે વધુમાં ઉમેર્યું હતું.
મંત્રીશ્રીએ ઉમેર્યુ કે, ગુજરાત રાજ્ય શૈક્ષણિક સંઘની રજૂઆતોને ધ્યાનમાં લઇ શિક્ષણ વિભાગ દ્વારા છેલ્લાં છ મહિનાથી આ અંગે વિવિધ રજૂઆતો ધ્યાનમાં લઈને વ્યાપક સંશોધન દ્વારા આ ઠરાવ રાજ્યના આશરે ૨ લાખ શિક્ષકોના હિતને ધ્યાનમાં રાખીને કરવામાં આવ્યો છે.
શિક્ષણ મંત્રીશ્રી જીતુભાઈ વાઘાણીએ વિદ્યાસહાયક, પ્રાથમિક શિક્ષક અને મુખ્ય શિક્ષકની બદલીના નિયમોમાં કરેલા ઐતિહાસિક સુધારાની વિસ્તૃત વિગતો આપતાં જણાવ્યું હતું કે, પ્રાથમિક શિક્ષકોની બદલીના નિયમો તા.૨૩/૦૫/૨૦૧૨ના ઠરાવથી નિયત થયાં હતાં. માન્ય શૈક્ષણિક સંગઠનો તેમજ શિક્ષકોનું હિત ધ્યાને લઈ રાજ્ય સરકાર દ્વારા નવા નિયમો તૈયા૨ ક૨વામાં આવ્યાં છે. જે અંતર્ગત અત્યા૨ સુધી જે તે જિલ્લામાં ખાલી જગ્યાના ૪૦ ટકા શિક્ષકોને જિલ્લા ફેરબદલીનો લાભ આપવામાં આવતો હતો તેના બદલે નવા નિયમો મુજબ જે તે જિલ્લામાં ખાલી ૧૦૦ ટકા જગ્યા પ૨ જિલ્લા ફેરબદલીનો લાભ આપવામાં આવશે.
મંત્રીશ્રીએ કહ્યું કે, જિલ્લા ફેર, અરસપરસ અને જિલ્લા આંતરિક અરસપરસ બદલીમાં સંબંધિત શિક્ષકોના વતન હોવાં જરૂરી હતાં તે જોગવાઇ દૂ૨ ક૨વામાં આવી છે.
મંત્રીશ્રીએ વધુમાં ઉમેર્યું કે, વિદ્યાસહાયકોની બદલી ન્યાયી રીતે થાય તેનું મંથન કરીને ૧૦ વર્ષ એક જ જગ્યાએ નોકરી ક૨વાની શરતે જે શિક્ષકોને નિમણૂંક આપવામાં આવી છે તેવાં શિક્ષકો પ વર્ષ પછી જિલ્લા ફેરબદલી કે જિલ્લા અરસ પરસ બદલી માટે અરજી કરી શકશે. એટલું જ નહિ, જે સ૨કારી કર્મચારીઓ રાજ્યના એક જિલ્લામાંથી બીજા જિલ્લામાં બદલીપાત્ર છે તેવા કર્મચારીઓના પતિ/પત્ની જો સરકારી શાળામાં પ્રાથમિક શિક્ષક કે મુખ્ય શિક્ષક હોય તો તેઓને સરકારી કર્મચારીના બદલીવાળા જિલ્લામાં પ્રતિનિયુક્તિથી મૂકી શકાશે.
મંત્રીશ્રી વાઘાણીએ કહ્યું કે, પતિ/પત્નીના કિસ્સાનો લાભ હવેથી અનુદાનિત સંસ્થાઓ, ગુજરાત સ૨કા૨ના જાહેર સાહસો, કેન્દ્ર અને રાજ્ય સરકારની સરકારી કંપનીઓના કિસ્સામાં પણ મળવાપાત્ર થશે.
શિક્ષણ મંત્રી શ્રીએ વધુ એક જાહેરાત કરતાં જણાવ્યું કે, આ ઉપરાંત અરસપરસ બદલી કરવા માટે અરજી કરવાની છેલ્લી તા.૨૬ માર્ચ હતી તે વધારીને હવે આવતી તા.૩જી મે સુધી લંબાવવામાં આવી છે.
તે ઉપરાંત બદલીઓના કિસ્સામાં ફરિયાદ નિવારણ માટે ફરિયાદ નિવારણ સમિતિની રચના કરવામાં આવી છે. એટલે કે બદલી બાબતે જે કોઇ રજૂઆત / ફરિયાદ હોય તો સંબંધિત શિક્ષક / મુખ્ય શિક્ષક દ્વારા ફરિયાદ નિવારણ સમિતિને રજૂઆત કરી શકાશે અને ફરિયાદ નિવારણ સમિતિ તેનું નિરાકરણ ક૨શે. જેથી શિક્ષકોને બિનજરૂરી લીટીગેશનમાંથી મુક્તિ મળશે.
મંત્રીશ્રીએ જણાવ્યું કે, શિક્ષકો એ મારો પરિવાર છે. ત્યારે તેને કોઈ મુશ્કેલી ન પડે તે માટે રાજ્ય સરકાર પારદર્શક રીતે તેમની જિલ્લા ફેરબદલી થાય તે માટે સંવેદનશીલ છે. રાજ્યકક્ષાના શિક્ષણમંત્રી શ્રી કિર્તીસિંહ વાઘેલા અને મુખ્યમંત્રીશ્રી ભૂપેન્દ્રભાઈ પટેલના માર્ગદર્શન તેમજ શૈક્ષણિક સંઘોની રજૂઆતો માન્ય રાખીને શિક્ષણ જગતમાં વ્યાપક હિતમાં આ ઠરાવ આજે બહાર પાડવામાં આવ્યો છે.

The number of students for teacher establishment will be counted on 30th June, (earlier it was 31st August).
TET-2 examination and 3 years school seniority length is mandatory for option in Std. 6 to 8, seniority will be decided considering the option order for transfer after accepting the option by considering the option, in which 3 year school seniority length is mandatory.
(Previously TET-2 examination was not compulsory, seniority was considered from the previous school which had accepted the option for transfer.)
Home provision has been removed in district internal and district reciprocal interactions. Prior option rejecter can apply.
🔹 Teachers of district with 10 years bond can be transferred in 5 years, in which the teacher who goes to the district with bond, the transferred teacher will not be able to transfer for the remaining five years, and will have to give a written bond in that regard, can apply online in December this year. (Previously could not be changed for 10 years).
🔹 If the school merges, the school from which the school came will be taken into consideration the date of admission of that school.
In case of division of district, the vacancy will not be filled till the waiting list is completed. (Previously there was no specific provision)
માં In CRC / BRC transfer, seniority from the date of admission of the original school to the person completing the deputation, while in case of resignation / cancellation of deputation, seniority from the date of admission of the new school.
In the month in which the transfer camp is held in the district transfer, all the vacancies will be filled on the first day of the month by the district transfer.
In case of deputation in case of couple, the demand of the teacher who has completed five years will be deputed in the district where the transfer has taken place, in which the teacher has to be brought back to the original district two years before retirement.
Each district will have to make a waiting list of applications for district transfer and the district which will complete the waiting list will have to inform the director and then there will be district fair applications through online medium, in which teachers will have to select 3 districts online in due course.
Applications will not be accepted in the district in which there is a waiting list.
