તા.14-01-2022 અને 15-01-2022 ના રોજ ઉત્તરાયણ તથા વાસી- ઉત્તરાયણના તહેવારની ઉજવણી કરવામાં આવતી હોય છે. સામાન્ય સંજોગોમાં ઉત્તરાયણ તથા વાસી ઉત્તરાયણના તહેવારની ઉજવણી માટે ધાબા, અગાસીઓ તેમજ ખુલ્લા મેદાનોમાં મોટી સંખ્યામાં એકત્રિત થતા હોય છે. મોટી સંખ્યામાં લોકો એકત્રિત થવાથી ફોરોના સંક્રમણ વધવાની શકયતા રહેલી છે. આથી, રાજયમાં હાલમાં પ્રવર્તમાન COVID-19ની પરિસ્થિતિ ધ્યાને લેતાં તા.૧૧.૦૧.૨૦૨૨ થી તા.૧૭,૦૧,૨૦૨૨ સુધી નીચે મુજબની સૂચનાઓ અમલમાં મુકવામાં આવે છે :
1. કોઇપણ જાહેર સ્થળો ખુલ્લા મેદાનો રસ્તાઓ વગેરે પર એકત્રીત થઇ શકાશે નહીં તેમજ પતંગ ચગાવી શકાશે નહી.
2. પ્રવર્તમાન મહામારીની પરિસ્થિતીમાં ઉત્તરાયણનો તહેવાર પોતાના પરિવારના નજીકના સભ્યો (Close family members only) સાથે જ ઉજવવામાં આવે તે સલાહભર્યુ છે.
3. માસ્ક વિના કોઇપણ વ્યકિત મકાન ફ્લેટના ધાબા અગાસી કે સોસાયટીના મેદાનમાં પતંગ ચગાવવાના હેતુથી એકત્રિત થઇ શકશે નહી. ત્યાં ઉપસ્થિત લોકોએ સોશિયલ ડિસ્ટન્સીંગનું પાલન અને સેનેટાઇઝરની વ્યવસ્થા. ફરજિયાતપણે કરવાની રહેશે.
4. મકાન ફ્લેટના ધાબા અનાસી કે રહેણાંક સોસાયટીના મેદાનમાં ત્યાંના રહીશ સિવાયની કોઇપણ વ્યકિતને પ્રવેશ આપવાનો રહેશે નહી. ફ્લેટ/ રહેણાંક સોસાયટી સંબંધિત કોઇ પણ સૂચનાઓના ભંગ બદલ સોસાયટી/ફ્લેટના સેક્રેટરી અધિકૃત વ્યક્તિઓ જવાબદાર રહેશે અને તેઓ વિરુધ્ધ નિયમાનુસારની કાયદેસર કાર્યવાહી કરવામાં આવશે.
5.મકાન/ફલેટના ધાબા, અગાસી કે રહેણાંક સોસાયટીના મેદાનમાં મોટી સંખ્યામાં લોકોના એકત્રીત થવા પર પ્રતિબંધ રહેશે.
6. મકાન ફલેટના ધાબા અગાસી કે સોસાયટીના મેદાનમાં લાઉડ સ્પીકર, ડી.જે. અથવા કોઇ પણ પ્રકારની મ્યુઝીક સિસ્ટમ વગાડવાથી ભીડ એકત્રિત થવાથી સોશિયલ ડિન્સીંગનો ભંગ થવાની તેમજ કોરોના સંક્રમણ વધવાની શક્યતા હોવાથી લાઉડ સ્પીકર ડી.જે. તેમજ મ્યુઝીક સિસ્ટમનો ઉપયોગ પ્રતિબંધિત રહેશે.
7. ૧૫ વર્ષથી વધુ વયના વયસ્ક વ્યકિતઓ/અન્ય રોગોથી પિડીત વ્યકિતઓ, સગર્ભા સ્ત્રીઓ અને ૧૦ વર્ષથી ઓછી વયના વ્યકિતઓ ઘરે રહે તે સલાહભર્યુ છે.
8. કોઇપણ વ્યકિત જાહેર જનતાની લાગણી દુભાય તેમજ જાહેર સુલેહ શાંતિનો ભંગ થાય તેવા કોઇ પણ પ્રકારના લખાણો સ્લોગન ચિત્રો પતંગ પર લખી શકાશે નહી.
9. નામ, સુપ્રિમ કોર્ટ/ હાઇકોર્ટ તથા NGT ની સૂચનાઓ અન્વયે ચાઇનીઝ સ્કાય લેન્ટર્ન, ચાઇનીઝ તુક્કલ, સ્કાય લેન્ટર્ન, સિન્થેટીક, કાંચ પાયેલા માંઝા, પ્લાસ્ટીક દોરી વિગેરે પ્રતિબંધિત રહેશે. આ અંગે ગૃહ વિભાગના તા.૦૬,૦૧,૨૦૨૨ના પત્ર ક્રમાંક:વિ-૨/ડી.એસ.એમ./ ૧૩૨૦૧૬ હા.કો,૦૨ (પા.ફા.)થી અપાયેલ સૂચનાઓનો ચુસ્તપણે અમલ કરવાનો રહેશે.
10. જે વ્યક્તિઓ રાજ્યમાં જુદા-જુદા શહેરોએ આવેલ પતંગ બજાર જેવા કે અમદાવાદ શહેરમાં આવેલ રાયપુર, ટંકશાળ, નરોડાની મુલાકાત લે ત્યારે COVID-19 સંબંધી દિશા નિર્દેશોનો ચુસ્તપણે અમલ કરવાનો રહેશે અને વ્યક્તિઓની સંખ્યા મર્યાદિત રહે તે માટે પોલીસ કર્મચારીઓને સહકાર આપવાનો રહેશે.
11. COVID-19 સંદર્ભે રાજય સરકાર તથા કેન્દ્ર સરકાર દ્વારા જાહેર કરવામાં આવેલ જાહેરનામા/માર્ગદર્શક સૂચનાઓનું ચુસ્તપણે પાલન કરવાનુ રહેશે. 12. રાજ્યના અમદાવાદ, વડોદરા, રાજકોટ, સુરત, જામનગર, ભાવનગર, જૂનાગઢ, ગાંધીનગર મહાનગરપાલિકા વિસ્તાર તેમજ આણંદ તથા નડીયાદ શહેરમાં લાગુ કરવામાં આવેલ રાત્રિ કયુનો ચુસ્તપણે અમલ કરવાનો રહેશે. 13. ઉપરોકત તમામ સૂચનાઓના અસરકારક અમલીકરણ માટે પોલીસ દ્વારા પૂરતો બંદોબસ્ત તેમજ પેટ્રોલીંગ રાખવાનું રહેશે તથા જરૂરીયાત અનુસાર ડ્રોન તેમજ સી.સી.ટી.વી. મારફતે પણ Surveillance લખવાનું રહેશે. ઉપરોકત સૂચનાઓનું ઉલ્લંઘન કરનાર વ્યકિત The Disaster Management Act, 2005 તેમજ The Indian Penal Code, 1860ની જોગવાઇઓ હેઠળ કાર્યવાહીને પાત્ર થશે.

The festival of Uttarayan and Vasi-Uttarayan is celebrated on 14 january. Under normal circumstances, a large number of people gather in the terraces, agacis as well as in the open fields to celebrate the festival of Uttarayan and Vasi Uttarayan. Large crowds are expected to increase the transition to Foro. Therefore, taking into account the current situation of COVID-19 prevailing in the State, the following instructions are being implemented from 11.01.203 to 17,01,206:
1. No public places may be gathered on open ground roads etc. Kite flying may not be allowed. 2. In the current epidemic situation, it is advisable to celebrate Uttarayan with close family members only.
3. No person without a mask shall be allowed to assemble on the floor of a building or in the grounds of the Society for the purpose of flying a kite. Attendees adhere to social distance and arrange for sanitizers. Must be done.
4. No one other than the resident shall be allowed to enter the ground floor of the building flat in the grounds of Anasi or Residential Society. The Secretary of the Society / Flats shall be liable for the violation of any instructions relating to the Flat / Residential Society and legal action shall be taken against them as per rules.
5. It will be prohibited to gather a large number of people on the floor of a house / flat, agaci or in the grounds of a residential society.
6. Loudspeakers, D.J. Or playing any kind of music system can cause a crowd gathering to break the social density as well as increase the transition of the chorus. As well as the use of music system will be prohibited.
7. It is advisable for adults above 18 years of age / persons suffering from other diseases, pregnant women and persons below 10 years of age to stay at home. 8. Any kind of writing that hurts the feelings of the public as well as disturbs the public peace cannot be written on the slogan pictures pictures kite.
9. Name, Chinese Sky Lantern, Chinese Tukkal, Sky Lantern, Synthetic, Glass Bed Manja, Plastic Cord etc. will be prohibited as per the instructions of Supreme Court / High Court and NGT. In this regard, the instructions given by the Home Department from letter no.
10. Individuals who visit kite markets in different cities of the state like Raipur, Mint, Naroda in Ahmedabad city should strictly implement COVID-19 guidelines and co-operate with police personnel to keep the number of persons limited.
11. Notification issued by State Government and Central Government regarding COVID-19 /
The guidelines must be followed strictly. 12. Ahmedabad, Vadodara, Rajkot, Surat, Jamnagar, Bhavnagar, Junagadh, Gandhinagar metropolis of the state
The night queue implemented in Palika area as well as Anand and Nadiad city will have to be strictly enforced. 13. Adequate provision by the police for effective implementation of all the above instructions as well
Patrolling should be done and drones as well as CCTV should be provided as required. Even through
Surveillance will have to be eaten. Any person violating the above instructions will be liable for action under the provisions of The Disaster Management Act, 2005 as well as The Indian Penal Code, 1860.
