Gujarat Lok Sabha elections 2019 Voting LIVE: In the third phase of Lok Sabha elections on Tuesday, voting is underway in all 26 constituencies of Gujarat. Prime Minister Narendra Modi cast his vote from Ahmedabad constituency today after paying a visit to his mother in Gandhinagar in Gujarat. He urged voters to turn up in large numbers and exercise their franchise. BJP chief Amit Shah also voted from Gandhinagar. He is contesting Lok Sabha elections for the first time. Valsad recorded the highest voter turnout with 70 percent.

The polling station team

Polling Stations are open from 7.00 a.m. until 10.00 p.m. On Election Day staff are required to arrive at the Polling Station at 6.15 a.m. to set up the equipment. Staff are not permitted to leave the premises during Polling Hours in order to maintain the secrecy of the vote.

The role of the polling station staff is to ensure that voters are able to cast their vote in secret, free from influence and in a calm atmosphere.

The Presiding Officer

Presiding Officers are responsible for the conduct of the ballot in the polling stations and

they must have a good knowledge of the voting procedures.

The Role:

• Comply with any instructions from the Returning Officer

• To take charge of a polling station.

• To ensure that all electors are treated impartially and with respect.

• To maintain the secrecy of the ballot

• To supervise the Poll Clerk(s) at the polling station.

Duties:

Before Election Day:

• Where applicable, attend training sessions and briefings provided by the Electoral

Services office

• Liaise with contact person for designated polling station before Election Day to

confirm arrangements for key collection/opening and closing the building.

• In a multiple polling station, make contact with other Presiding Officer(s).

• Make contact with Poll Clerk(s) to check travel arrangements to and from polling

station.

• Collect the Ballot Box and contents before the Poll and keep secure.

Election Day

• Transport Ballot Box and contents to polling station.

• Erect polling booths. This involves some lifting.

• Organise the layout of the polling station taking all voter needs into account.

• Be aware of access issues at the polling station.

• Be responsible for health and safety at the polling station for all staff and visitors.

• Ensure the polling station is opened on time.

• Ensure that all signs and instructions are clear, visible and remain in place.

• Keep the polling station neat and tidy. 

• Instruct and supervise the work of the Poll Clerk(s)

• Account for, and be responsible for, all ballot papers, issued and un-issued.

• Check and mark electors’ electoral numbers in the register of electors and on the

corresponding numbers lists.

• Issue ballot papers to voters

• Ensure that voters cast their votes in secret and put them into the (correct) ballot box.

• Provide assistance to voters where appropriate

• Receive postal votes delivered by hand.

• Manage the attendance of those entitled to be present in the polling station, eg

candidates, agents, representatives of the Electoral Commission and Observers, and

ensure they do not interfere with the voting process.

• Be polite and professional when dealing with all visitors to the polling station and

remain impartial at all times.

• Monitor the activities of tellers outside polling places

Scores of IT (information technology)  professionals, working in Pune’s Hinjewadi IT park, are in a fix over how to exercise their right to vote.

Many employers are violating the legal provision and have denied employees a paid holiday on election day. As a result the Forum of IT Employees (FITE) has approached Nikhil Walke, labour commissioner Pune, to intervene in the matter.

In a memorandum submitted to Walke on April 5, FITE stated that many IT companies are not allowing employees to take paid leave and exercise their constitutional right. FITE demanded that companies should take the decision to close operations on the day of election and immediately issue circular regarding the same.

FITE also stated that as per section 135 B of the Representation of the People Act, every person employed in any business, trade, industrial undertaking or any other establishment is entitled to vote at an election to the house of the people or the legislative assembly of the state and no wages should be deducted of any such person for granting this holiday. If any employer contravenes the provisions given in this section then such employer shall be punishable with fine.

1. The Electronic Voting Machine (EVM) is a reliable system for conduct of elections in which one person has to be elected out of many candidates.

2. EVM consists mainly of two units – (a) Control Unit (CU) and (b) Balloting Unit (BU) with cable

for connecting it with the Control Unit. A Balloting Unit caters upto 16 candidates. Four Balloting Units linked together catering in all to 64 candidates can be used with one Control Unit.

3. EVM uses a modern microcomputer and other Large Scale Integration (LSI) chips. It operates on a special Power pack. It is tamper-proof, error-free and easy to operate. It is easily portable. The

polling information once recorded is retained in its memory even when the Power pack is removed.

4. The machine, which is according to the design approved by the Election Commission of India, is

manufactured by Bharat Electronics Limited (BEL) and Electronics Corporation of India Limited. It is the end product of considerable experience and extensive trials in Indian Elections under the  guidanceof the Election Commission of India.

5. This chapter aims at introducing the machine and familiarising the electoral officials with its

functioning.

OPENING OF CARRYING CASES

6. The Balloting Units and Control Units are supplied in separate carrying cases. A carrying case can be opened by pressing the latches simultaneously, on both sides of the handle, as shown in Fig. 1.

7. Remove the Units from the carrying cases carefully by using both hands.

BALLOTING UNIT

9. The Balloting Unit is that unit of the machine which the voter operates to exercise his / her

franchise.

10. It consists of a rectangular box. The box, which is as shown in Fig. 3, has -

a. Interconnecting Cable,

b. Ready Lamp,

c. Slide Switch Window,

d. Sixteen Candidates’ Buttons,

e. Sixteen Candidates’ Lamps and

f. Provision for insertion of Ballot Paper containing the SI. Nos, Names and Election Symbols of

contesting candidates under a transparent (polycarbonate) sheet (Ballot Paper Screen).

12. The ‘Ready Lamp’ is on the top left side of the Balloting Unit. This lamp glows GREEN when the

‘Ballot Button’ on the Control Unit is pressed by the Presiding Officer to enable the voter to record his vote. It goes off when the voter has recorded his vote.

13. The Slide Switch Window is on the top right side. The Slide Switch inside the Balloting Unit can be operated to reveal through the window the figures 1, 2, 3 or 4. When only one Balloting Unit is to be used, the switch is operated to show the figure ‘1’ through the window. If a second

Balloting Unit is used, the switch in that Unit is operated to show the figure ‘2’ through the

window of that Unit, and so on.

The VVPAT offers some fundamental differences as a paper, rather than electronic recording medium when storing votes. A paper VVPAT is readable by the human eye and voters can directly interpret their vote. Computer memory requires a device and software which potentially is proprietary.
