પરિપત્ર:
સ્પોર્ટસ ઓથોરીટી ઓફ ગુજરાત દ્વારા દર વર્ષની જેમ ચાલુ વર્ષે ખેલમહાકુંભનું આયોજન હાથ ધરવામાં આવનાર છે. ચાલુ વર્ષે ખેલ મહાકુંભને આઝાદી કા અમૃત મહોત્સવ અંતર્ગત આઇકોનિક ઇવેન્ટ તરીકે નક્કી કરવામાં આવેલ છે. જેમાં શાળા/ગ્રામ્ય,તાલુકા/ઝોનકક્ષા, જિલ્લા/મહાનગરપાલિકાકક્ષા, ઝોનકક્ષા (ટીમ રમત) અને છેલ્લે રાજ્યકક્ષાની સ્પર્ધા માટેનું આયોજન કરવામાં આવેલ છે. ખેલમહાકુંભના રજિસ્ટ્રેશન, આયોજન-સંચાલન, ટેકનીકલ ઓફીસીયલ્સ, માનદવેતન વિગેરેની કામગીરી માટેની મહત્વની સુચનાઓ નીચે પ્રમાણે છે. જે અનુસાર કામગીરી હાથ ધરવાની થાય છે.
ખેલ મહાકુંભ અંતર્ગત શાળાકક્ષાએ અં-૧૧, અં-૧૪ અને અં-૧૭ની વયજુથમાં ખેલ મહાકુંભની એથ્લેટીકસની તમામ શાળાઓએ ફરજીયાત ભાગ લેવાનો રહેશે.

(૧) રજિસ્ટ્રેશન:
૧. ખેલમહાકુંભનું ઓનલાઈન રજિસ્ટ્રેશન તા.૧૮/૦૨/૨૦૨૨થી શરૂ કરવામાં આવેલ છે.
૨. ખેલમહાકુંભમાં ભાગ લેવા માટે ઓનલાઈન રજિસ્ટ્રેશન કરવા માટેની વેબસાઈટ khelmahakumbh.gujarat.gov.in છે.
૩. અં-૧૧, અં-૧૪ અને અં-૧૭ ગૃપમાં શાળામાં અભ્યાસ કરતાં ખેલાડીઓએ જે તે શાળામાંથી રજિસ્ટ્રેશન કરવાનું ફરજીયાત રહેશે.
૪. કોલેજમાં અભ્યાસ કરતાં ખેલાડીઓએ ઓનલાઈન અથવા કોલેજ મારફતે રજિસ્ટ્રેશન કરી શકશે.
૫. અભ્યાસ ન કરતાં હોય તેવા ખેલાડીઓ પણ પોતાના ગામ/શહેરની સ્કુલ હાઈસ્કુલમાંથી અથવા ખેલમહાકુંભ માટેની વેબસાઈટથી રજિસ્ટ્રેશન કરાવી શકશે.
૬. જિલ્લાકક્ષાએ જિલ્લા રમતગમત અધિકારીની કચેરી અને સિનિયર કોચની કચેરીએથી પણ ઓનલાઈન રજિસ્ટ્રેશન કરાવી શકશે.

(૨) રજિસ્ટ્રેશન અંગેનો પાસવર્ડ:
શાળા/કોલેજ અંગેનો પાસવર્ડ સ્કુલ/કોલેજના જવાબદાર વ્યક્તિને આપવાનો રહેશે અને તેમના દ્વારા રજિસ્ટ્રેશનની કામગીરી થાય તે જોવાનું રહેશે.
૩. શ્રેષ્ઠ શાળાઓને પુરસ્કાર
તાલુકાકક્ષા
૦ ખેલ મહાકુંભ-૨૦૧૯ મુજબ જ ત્રણ શ્રેષ્ઠ શાળાઓની પસંદગી કરી પુરસ્કાર એનાયત કરવાનો રહેશે.
જિલ્લાકક્ષા
૦ ખેલ મહાકુંભની જિલ્લાકક્ષાની સ્પર્ધાઓમાં જિલ્લાકક્ષાએ Duss (ડીસ્ટ્રીક લેવલ સ્પોર્ટ્સ સ્કૂલ)ને સામાન્ય શાળા તરીકે ગણતા ત્રણ શ્રેષ્ઠ શાળાઓની પસંદગી કરવાની રહેશે. પુરસ્કાર યથાવત રહેશે.
રાજયકક્ષા
૦ ખેલ મહાકુંભની રાજયકક્ષાની સ્પર્ધાઓમાં ત્રણ શ્રેષ્ઠ શાળાઓની પસંદગી કરી અનુક્રમે રૂ.૫.૦૦ લાખ, રૂ.૩.૦૦ લાખ અને રૂ.૨.૦૦ લાખના રોકડ પુરસ્કાર સ્વરૂપે અનુદાન આપી સન્માનીત કરવાની રહેશે.
DBT મારફત શ્રેષ્ઠ શાળાનાં બેન્ક એકાઉન્ટમાં રોકડ પુરસ્કારની રકમ તબદીલ કરવાની રહેશે.
૦ સ્પોર્ટસ ઓથોરીટી ઓફ ગુજરાત દ્વારા જે પદ્ધતિ નક્કી કરવામાં આવે તે મુજબ શ્રેષ્ઠ શાળા નક્કી કરવામાં આવશે. ૦ આ પુરસ્કારની રકમ રમતગમતના વિકાસ માટે જ ઉપયોગ કરવાની રહેશે. જેમાં ૬૦% રકમ રમતગમતના વિકાસ માટે અને ૪૦% રકમ ખેલાડીઓ (સ્પોર્ટસ કીટ, સાધન, તથા અન્ય જરૂરીયાત) માટે કરવાનો રહેશે.
૦ આ પુરસ્કારની રકમનો ખર્ચ ઉપર મુજબ થાય તેનું મોનીટરીંગ જે તે જિલ્લાના સિનિયર કોચનાં પરામર્શમાં રહીને કરવાનું રહેશે.
૦ ખેલ મહાકુંભમાં ભાગ લેવા માટે ખેલાડીઓએ ફરજીયાત રજિસ્ટ્રેશન કરાવવાનું રહેશે.
૦ ખેલ મહાકુંભમાં ભાગ લેવા માટે ખેલાડીઓએ ફરજીયાત રજિસ્ટ્રેશન કરાવવાનું રહેશે.
૦ રજિસ્ટ્રેશન થયા વગરના કોઈ પણ પ્રતિભાશાળી ખેલાડીને પસંદગી ટીમ દરમ્યાન તક આપવામાં સમાવેશ કરવામાં આવશે નહીં.
૦ તાલુકાકક્ષાની સ્પર્ધા માટે ૫ દિવસનો સમયગાળો રાખવાનો રહેશે.

(૮) આયોજન અને સંચાલન
૧. ખેલ મહાકુંભનું સમગ્ર આયોજન-સંચાલન જેતે કક્ષાની અમલીકરણ સમિતિ દ્વારા કરવાનું રહેશે.
(૯) સ્પર્ધા અંગેની સુચનાઓ :

* સ્વીમીંગ (ઓપન એજ (સિનિયર) ગ્રુપ) :
૦ જિલ્લાકક્ષાની સ્પર્ધામાં યોજાનાર વ્યક્તિગત ઈવેન્ટમાંથી પસંદગી સમિતિ દ્વારા પસંદ થયેલ ખેલાડીઓની ૧૦૦ મી, ફ સ્ટાઈલ રીલે ટીમ બનાવવાની રહેશે જે રાજયકક્ષાએ જિલ્લાનું પ્રતિનિધિત્વ કરશે,
૧૦૦ મી ફ્રી સ્ટાઈલ રીલેની ટીમ જિલ્લાકક્ષાએ ટ્રાયલ લઈ શ્રેષ્ઠ ટીમ પસંદ કરી રાજયકક્ષાએ મોકલવાની રહેશે અને ટીમની પસંદગી જિલ્લાકક્ષાની પસંદગી સમિતિ દ્વારા કરવામાં આવશે.
સ્પર્ધામાં ભાગ લેવા માટે વય મર્યાદા નક્કી કરવા માટે કટ ઓફ ડેટ ૩૧/૧૨।૨૦૨૧ રહેશે.
(૮) આયોજન અને સંચાલન
૧. ખેલ મહાકુંભનું સમગ્ર આયોજન-સંચાલન જેતે કક્ષાની અમલીકરણ સમિતિ દ્વારા કરવાનું રહેશે.
(૯) સ્પર્ધા અંગેની સુચનાઓ :
- ખેલ મહાકુંભમાં માત્ર જન્મ તારીખને ધ્યાનમાં રાખવાની રહેશે. અને કોઈ પણ રમતવીર સ્પર્ધામાં ભાગ લઈ શકશે તેમાં ધોરણને ધ્યાનમાં લેવાનું રહેશે નહી. ખેલ મહાકુંભ અંતર્ગત યોજાતી તમામ સ્પર્ધાઓમાં માત્ર જન્મ તારીખના આધારે કોઈ પણ વ્યક્તિ ભાગ લઈ શકશે.
- એથ્લેટીક્સ (ઓપન એજ ગૃપ):- જિલ્લાકક્ષાની સ્પર્ધામાં યોજાનાર વ્યક્તિગત ઈવેન્ટમાંથી પસંદગી સમિતિ દ્વારા પસંદ થયેલ ખેલાડીઓની ૪ ૪ ૧૦૦ મી. રીલેની એથ્લેટીક્સ ટીમ બનાવવાની રહેશે જે રાજયકક્ષાએ પ્રતિનિધિત્વ કરશે. એથ્લેટીક્સ રમતમાં વધુમાં વધુ બે વ્યક્તિગત અને એક રીલે ઈવેન્ટમાં ભાગ લઈ શકશે.

* સ્વીમીંગ (ઓપન એજ (સિનિયર) ગ્રુપ) :
૦ જિલ્લાકક્ષાની સ્પર્ધામાં યોજાનાર વ્યક્તિગત ઈવેન્ટમાંથી પસંદગી સમિતિ દ્વારા પસંદ થયેલ ખેલાડીઓની ૧૦૦ મી, ફ સ્ટાઈલ રીલે ટીમ બનાવવાની રહેશે જે રાજયકક્ષાએ જિલ્લાનું પ્રતિનિધિત્વ કરશે,
૧૦૦ મી ફ્રી સ્ટાઈલ રીલેની ટીમ જિલ્લાકક્ષાએ ટ્રાયલ લઈ શ્રેષ્ઠ ટીમ પસંદ કરી રાજયકક્ષાએ મોકલવાની રહેશે અને ટીમની પસંદગી જિલ્લાકક્ષાની પસંદગી સમિતિ દ્વારા કરવામાં આવશે.
સ્પર્ધામાં ભાગ લેવા માટે વય મર્યાદા નક્કી કરવા માટે કટ ઓફ ડેટ ૩૧/૧૨।૨૦૨૧ રહેશે.
• સીધી રાજ્યકક્ષાએ શરૂ થતી સ્પર્ધા માટે ઉપસ્થિત રહેનાર ખેલાડીઓની સૌ પ્રથમ ક્વોલીફાઈડ મેચનું પ્રથમ રાઉન્ડનું આયોજન ગોઠવવાનું રહેશે. સ્પર્ધામાં ઉપસ્થિત રહેનાર ખેલાડીઓને એક ટાઈમ લંચ આપવાનો રહેશે. માત્ર પ્રથમ રાઉન્ડના વિજેતાઓને જો રોકવાની જરૂરી જણાય તો ભોજન અને નિવાસ પુરું પાડવાનું રહેશે.
• રાજયકક્ષાની સ્પર્ધા માટે પ્રથમ દિવસે સાંજે રીપોર્ટીંગ કરવા માટે જણાવવાનું રહેશે. અને નિવાસ તેમજ ભોજન વ્યવસ્થા કરવાની રહેશે,
• શાળા/ગ્રામ્યકક્ષાએ થી તાલુકાકક્ષા, તાલુકાકક્ષાએ થી જિલ્લાકક્ષા અને જિલ્લાકક્ષાએ થી ઝોનકક્ષા રાજયકક્ષાની સ્પર્ધામાં ભાગ લેતા વિજેતા ખેલાડીઓની એન્ટ્રી ઓનલાઈન મોકલી આપવાની રહેશે. ઓનલાઈન એન્ટ્રી વગર કોઈ પણ સ્પર્ધકને ઉપરની કક્ષાની સ્પર્ધામાં ભાગ લેવા દેવામાં આવશે નહીં. સ્પર્ધામાં ભાગ લેવા માટેની વયજુથ પ્રમાણેની રમતો, વજન ગૃપ તેમજ ઈવેન્ટની માહિતી ઓનલાઈન રજિસ્ટ્રેશન ફોર્મમાં દર્શાવેલ હોય તે મુજબ ખેલાડીએ ભાગ લેવાનો રહેશે, ચેસની સ્પર્ધા સીધી તાલુકા કક્ષાએથી શરૂ કરવાની રહેશે.
આ સુચના મહાનગરપાલીકાને પણ લાગુ પડશે, જેની નોંધ લેવી. સ્પોર્ટસ ઓથોરીટી ઓફ ગુજરાતની એકેડમીના તમામ ખેલાડીઓએ ખેલ મહાકુંભ અંતર્ગત યોજાતી સ્પર્ધાઓ પૈકી સીધે સીધો રાજયકક્ષાની સ્પર્ધામાં ભાગ લેવાનો રહેશે.
જે તે કક્ષાની સ્પર્ધાઓ દરમ્યાન જે ખેલાડીઓ આંતરરાષ્ટ્રીય, રાષ્ટ્રીય, સરકારશ્રી માન્ય જે તે રમતના ફેડરેશન/એસોસીએશનની સ્પર્ધામાં ખરેખર ભાગ લીધેલ હોય અને રજિસ્ટ્રેશન કરાવેલ હોય તેવા ખેલાડીઓને આંતરરાષ્ટ્રીય રાષ્ટ્રીય, સરકારશ્રી માન્ય જે તે રમતના ફેડરેશન/એસોસીએશનની સ્પર્ધામાં ખરેખર ભાગ લીધેલ હોવા અંગેના પુરાવાની ચકાસણી કરી સંબંધિત ખેલાડીની બાંહેધરી મેળવીને આગળની જે તે કક્ષાની સ્પર્ધામાં ભાગ લઈ શકશે. પરંતુ ઈન્વીટેશન સ્પર્ધાને માન્ય રાખવાની રહેશે નહીં.
ખેલાડીથી શરત ચુકથી ખરેખર પોતાની વયજુથ કરતાં અન્ય વયજુથમાં રજિસ્ટ્રેશન થઈ ગયેલ હોય તો કટ ઓફ ડેટને ધ્યાને રાખી ખરેખર જે વયજુથમાં રમવા માટે લાયકાત ધરાવતા હોય તે વયજુથમાં ભાગ લઈ શકશે તેની ચકાસણી જિલ્લા રમત ગમત અધિકારીએ કરવાની રહેશે.
રજિસ્ટ્રેશન અને સ્પર્ધા સમયે જેતે ખેલાડીના વજનમાં આંશિક ફેરફાર હોય તો તે ખેલાડીને જે તે સ્પર્ધા સમયે જે વજન હોય તે વજન ગૃપમાં ભાગ લઈ શક્શે. સમય, સંજોગો અને પરિસ્થિતિને ધ્યાને લઈ જિલ્લા રમત ગમત અધિકારીએ નિર્ણય કરવાનો રહેશે,
જે તે કક્ષાની સ્પર્ધા શરૂ થાય તે પહેલા નાદુરસ્ત, અશકત વિધાર્થીઓ તેમજ રમતવીરો સ્પર્ધામાં ભાગ ન લે તેની તકેદારી ટીમ મેનેજર અને કોચે રાખવાની રહેશે. તાલુકા જિલ્લા અને ઝોન રાજયકક્ષાની સ્પર્ધાઓ દરમ્યાન પ્રાથમિક સારવાર માટે મેડીકલ સુવિધા મળશે.
ખેલ મહાકુંભ અંતર્ગત દૈનિક સમાચાર પત્રોમાં પ્રસિધ્ધ થતી પ્રેસનોટની કટીંગ કચેરી ખાતે રાખવાની રહેશે. અને સ્પર્ધા અને તમામ નકલો અત્રેની કચેરીએ મોકલી આપવાની રહેશે. નકારાત્મક મિડિયા કવરેજ તેમજ કોઇ અનિચ્છનિય ઘટના બનાવ અંગે તાત્કાલિક હકીકતલક્ષી અહેવાલ અત્રેની કચેરીને મોકલી આપવાનો રહેશે.
ખેલ મહાકુંભ અંતર્ગત ગ્રામ્ય તાલુકા/જિલ્લા/મહાનગરપાલિકા ઝોન અને રાજ્યકક્ષાની સ્પર્ધામાં કોઈ “SUCCESS STORY" હોઈ અને સ્થાનિક અખબારમાં પ્રસિદ્ધ થયેલ હોય લોકલ ઈલેક્ટ્રોનિક મીડિયામાં પ્રસિદ્ધ થયેલ હોય અને સ્પર્ધા દરમ્યાન વિડીયો રેકોર્ડિંગ થયેલ તેની જાણ અત્રેની કચેરીને કરવાની રહેશે. પસંદગી ટીમમાં પ્રતિભાશાળી ખેલાડીઓને તક ઘણી શાળાઓ ટીમનુ રજિસ્ટ્રેશન કરતાં નથી. ટીમ બની શકે તેટલી સંખ્યામાં ખેલાડીઓ હોતા નથી તેવા કિસ્સામાં શાળાના ૨ થી ૩ ઉત્કૃષ્ટ અને પ્રતિભાશાળી ખેલાડી સ્પર્ધામાં ભાગ લઈ શકતાં નથી.
6. પસંદગી સમિતિ દ્વારા યોગ્ય જણાય તો જિલ્લાકક્ષાએ પસંદગી ટીમ" માટે ઉત્કૃષ્ટ અને પ્રતિભાશાળી ખેલાડીઓને ટીમ ટ્રાયલ માટે તક આપવાની રહેશે.
૭. ખેલાડીએ ઓનલાઈન રજિસ્ટ્રેશન ફરજીયાત કરાવેલ હોવું જોઈએ.
શાળા ગ્રામ્યમાંથી તાલુકા ઝોન કક્ષાની સ્પર્ધામાં
વ્યક્તિગત રમતમાં વિજેતા પ્રથમ, દ્વિતિય અને તૃત્તિય સ્થાન મેળવેલ ખેલાડીઓ ભાગ લેશે. ટીમ રમતમાં વિજેતા પ્રથમ, દ્વિતિય અને તૃત્તિય સ્થાન મેળવેલ ટીમો ખેલાડીઓ ભાગ લેશે.
• તાલુકા/ઝોનકક્ષામાંથી જિલ્લા મહાનગરપાલીકાકક્ષાની સ્પર્ધામાં આ વ્યક્તિગત રમતમાં વિજેતા પ્રથમ અને દ્વિતિય સ્થાન મેળવેલ ખેલાડીઓ ભાગ લેશે.
૭. જ્યારે, ટીમ રમતમાં પ્રથમ અને દ્વિતિય સ્થાન મેળવેલ ર ટીમો ભાગ લેશે. જિલ્લાકક્ષામાંથી ઝોનકક્ષા(રાજયકક્ષા) ની સ્પર્ધામાં ટીમ રમતમાં માત્ર પસંદગી પામેલ એક જ ટીમ ઝોનકક્ષાએ સ્પર્ધામાં ભાગ લેશે. જિલ્લાકક્ષામાંથી રાજયકક્ષાની સ્પર્ધામાં વ્યક્તિગત રમતમાં પ્રથમ અને દ્વિતિય વિજેતા ખેલાડી
રાજયકક્ષાની સ્પર્ધામાં ભાગ લેશે.
. ઝોનકક્ષા(રાજયકક્ષા)ની સ્પર્ધામાંથી પ્રત્યેક ઝોનમાંથી પ્રથમ અને દ્વિતિય વિજેતા ટીમોને રાજયકક્ષાની સ્પર્ધામાં ભાગ લેવા મોક્લવાની રહેશે.
. ઝોન રાજયકક્ષાની સ્પર્ધા લીંગ પધ્ધતિથી રમાડવાની રહેશે.
(૧૦) ટેક્નીકલ ઓફીસીયલ્સની નિયુક્તિ :
રાજયક્ષાના માન્ય મંડળો દ્વારા ટેકનીક્લ બાબતોમાં સહયોગ મેળવવાનો રહેશે.
ટેકનીકલ ઓફીસીયલ્સ અને રેફરી યોગ્ય લાયકાત ધરાવતા હોવા જોઈએ.
સંબંધીત માન્ય એસોસીએશન તથા જે તે રમતનાં નોડલ ઓફિસરના પરામર્શમાં રહીને ટેકનીકલ ઓફીસીયલ્સ અને રેફરીની વ્યવસ્થા જિલ્લા રમત ગમત અધિકારીએ કરવાની રહેશે.
રાજયકક્ષાના માન્ય મંડળો દ્વારા દરેક સ્થળ અને રમત માટે ટેકનીકલ કન્વીનર ફાળવવામાં આવશે અને ટેકનીકલ કન્વીનરે ટેકનીકલ બાબતોમાં સહયોગ આપવાનો રહેશે.
લાયકાત ધરાવતા રેફરીઓ દ્વારા જ સ્પર્ધાઓ યોજવાની રહેશે. રાજયકક્ષાના મળ્યમંડળોની સાથે રહીને જે તે રમતના વયજુથ પ્રમાણે કવોલીફાય રેફરી અને લાઈનમેનની યાદી તૈયાર કરવાની રહેશે રેફરી દ્વારા જે તે રમતના નિતિ નિયમો પ્રમાણે જે તે સ્પર્ધાઓ યોજવામાં આવે તે માટેની તકેદારી જિલ્લા રમત ગમત અધિકારીએ રાખવાની રહેશે.
રાજયકક્ષાના માન્ય મંડળો દ્વારા કવોલીફાય રેફરી પુરા પાડવામાં ન આવે તેવા કિસ્સામાં જે તે રમતના નોડલ ઓફિસર દ્વારા રેફરીની નિયુક્તિ કરવાની રહેશે.

DBT દ્વારા રોકડ પુરસ્કાર વિતરણ વિજેતા ખેલાડીઓને રોકડ પુરસ્કાર DBT (RTGS) દ્વારા જેતે ખેલાડીના ખાતામાં રોકડ પુરસ્કાર તબદીલ કરવાના રહેશે. જિલ્લા અને રાજયકક્ષાના વિજેતા ખેલાડીઓને DBT થી રોકડ પુરસ્કારનું વિતરણ કરવા માટે તાલુકા અને જિલ્લા તથા રાજયકક્ષાએ વિનીંગ મોડયુલ ઓનલાઇન કરવાનું રહેશે,
વિજેતા ખેલાડીઓને પુરસ્કારની રકમ ચૂકવવા માટે ખેલાડીઓના નામ, સરનામું સંપર્ક નંબર, શાળાનું નામ, સરનામું અને સંપર્ક નંબર અંગેની વિગતો આ સાથેના નિયત નમુનાના પત્રક-ક (NEFT ફોર્મ) પ્રમાણે તૈયાર કરવાની રહેશે. ત્યાર બાદ વિનિગ મોડ્યુલમાં એન્ટ્રી કરવાની રહેશે જે એડીટ ઓપશનથી એન્ટ્રી થઈ શકશે. આ તબક્કો, રોકડ પુરસ્કારનું વિતરણ DBT થી કરવામાં અનિવાર્ય છે. જેનુ ચુસ્ત પણે પાલન કરવાનું રહેશે.
૨. કોચ રાજયકક્ષાની સ્પર્ધામાં અંડર-૧૪, ૧૭ અને ઓપન એજ ગ્રુપના વિજેતા થયેલ ખેલાડીઓના કોચને DBTદ્વારા રોકડ પુરસ્કાર આપવાનો રહેશે.
• રાજયકક્ષાની સ્પર્ધામાં અવ-૪૦ અને ૬૦ વયજુથના વિજેતા થયેલ ખેલાડીઓના કોચ તેમજ સ્પે.ખેલમહાકુંભની રમતોના વિજેતા થયેલ ખેલાડીઓના કોચને રોકડપુરસ્કાર આપવાનો રહેશે નહીં.
રજિસ્ટ્રેશન ફોર્મમાં કોચનું નામ હોય તો જ રોકડ પુરસ્કાર મળવાપાત્ર થશે. જિસ્ટ્રેશન ફોર્મમાં દર્શાવેલ કોચનું નામ ઉમેરી કે બદલી શકાશે નહી.
•ઈનામ યોગ્ય વિજેતાઓ અને કોચીઝનો રીપોર્ટ જિલ્લા રમત ગમત અધિકારીએ ઓનલાઈન સીસ્ટમમાંથી ડાઉનલોડ કરવાનો રહેશે.
• કોચીઝને રોકડપુરસ્કારની રકમ DBT દ્વારા બેન્ક ખાતામાં જ તબદીલ કરવા માટે જિલ્લા રમત ગમત અધિકારીએ સંકલન કરવાનું રહેશે. રજિસ્ટ્રેશન ફોર્મમાં દર્શાવેલ કોચ/કોચીઝને જ ટીમ રમતમાં ખેલાડી દીઠ રોકડ પુરસ્કાર આપવાનો રહેશે.
(૧૨) રાજયકક્ષાની સ્પર્ધામાં વિજેતાઓનું પરીણામ પત્રક પરીણામ નો નમુનો આ સાથે સામેલ છે.

જે તે રમતના વયજુથ પ્રમાણે વ્યકિતગત અને સાંધિક રમતના પરીણામ પત્રક કે, જેમાં ખેલાડીનું નામ, વિજેતા ક્રમ, સમય, કે.એમ.કે. આઈ.ડી, વયજુથ, જિલ્લો અને ખેલાડી, પી.ટી.ટીચર કોચનો મોબાઈલ નંબર વગેરે માહિતી સાથેનું પત્રક સોફટ હાર્ડ કોપીમાં તૈયાર કરવાનું રહેશે. કોઈપણ રમતની કોઈપણ ઈવેન્ટમાં ખેલ મહાકુંભ-૨૦૧૯ કરતા નવો રેકોર્ડ પ્રસ્થાપિત થયો હોય તો તેને હાઈલાઈટ કરવાનો રહેશે.
પરીણામ પત્રકમાં વિજેતા ભાઈઓ/બહેનોની અલગ અલગ સંખ્યા અને કુલ સંખ્યા સાથેની માહિતી તૈયાર કરવાની રહેશે.
રાજયકક્ષાની સ્પર્ધામાં ભાગ લીધેલ ખેલાડી ભાઈઓ/બહેનોની અલગ અલગ સંખ્યા અને કુલ સંખ્યા સાથેની માહિતી તૈયાર કરવાની રહેશે. જેમાં ડ., S.T., U.B.C. અને જનરલ કેટેગરી પ્રમાણેની વિગતો આપવાની રહેશે.
(૧૩) વિનિંગ મોડયુલમાં વિજેતાઓની ડેટા એન્ટ્રી:
તાલુકા, જિલ્લા અને રાજયકક્ષાએ વિજેતા થયેલ ખેલાડીઓના રોકડપુરસ્કાર માટે વિનિંગ મોડ્યુલ ઓનલાઇન કરવા રહેશે, જેમાં વિજેતાઓનું લીસ્ટ તૈયાર કરતી જિલ્લા રમત ગમત અધિકારીએ નીચેની બાબતોની ખાત્રી કરવાની રહેશે. - ઓછામાં ઓછા ૪(ચાર) ટીમો વ્યક્તિગત રમતમાં ૪(ચાર) ખેલાડીઓ ભાગ લે અથવા જિલ્લાના કુલ તાલુકા/ઝોનની સંખ્યા ઓછી હોય તેટલી ટીમો વ્યકિતગત રમતમાં ખેલાડીઓ ભાગ લીધેલ હોય તો રોકડ પુરસ્કારને હકદાર રહેશે.
• ડાંગ અને પોરબંદર જિલ્લામાં ૪(ચાર) ટીમ વ્યકિતગત રમતમાં ૪(ચાર) ખેલાડીનો નિયમ અપવાદ રૂપે લાગુ પાડવામાં આવશે.
(૧૬) રાજયકક્ષાની સ્પર્ધામાં ફોરમેટ, સીડીંગ અને ડ્રો કરવા બાબત..
રાજયકક્ષાના માન્ય મંડળો, જે તે રમતના હેડકોચશ્રી અને જિલ્લા રમત ગમત અધિકારીએ સાથે રહીને જિલ્લા મહાનગરપાલિકાની ટીમની સીડીંગ ધ્યાનમાં રાખીને ડ્રો તૈયાર કરવાનો રહેશે.
♦બધી સાંધિક રમતો લીંગ પધ્ધતીથી યોજવાની રહેશે દરેક ચાર ટીમ બે ગ્રુપમાં વહેંચવાની રહેશે. દરેક ગ્રુપમાંથી બે ટીમ સેમીફાઈનલ માટે કવોલીફાઈડ થશે,

• રાજયકક્ષાની સ્પર્ધા માટે પ્રથમ દિવસે સાંજે રીપોર્ટીંગ કરવા માટે જણાવવાનું રહેશે. અને નિવાસ તેમજ ભોજન વ્યવસ્થા કરવાની રહેશે,
• શાળા/ગ્રામ્યકક્ષાએ થી તાલુકાકક્ષા, તાલુકાકક્ષાએ થી જિલ્લાકક્ષા અને જિલ્લાકક્ષાએ થી ઝોનકક્ષા રાજયકક્ષાની સ્પર્ધામાં ભાગ લેતા વિજેતા ખેલાડીઓની એન્ટ્રી ઓનલાઈન મોકલી આપવાની રહેશે. ઓનલાઈન એન્ટ્રી વગર કોઈ પણ સ્પર્ધકને ઉપરની કક્ષાની સ્પર્ધામાં ભાગ લેવા દેવામાં આવશે નહીં. સ્પર્ધામાં ભાગ લેવા માટેની વયજુથ પ્રમાણેની રમતો, વજન ગૃપ તેમજ ઈવેન્ટની માહિતી ઓનલાઈન રજિસ્ટ્રેશન ફોર્મમાં દર્શાવેલ હોય તે મુજબ ખેલાડીએ ભાગ લેવાનો રહેશે, ચેસની સ્પર્ધા સીધી તાલુકા કક્ષાએથી શરૂ કરવાની રહેશે.
આ સુચના મહાનગરપાલીકાને પણ લાગુ પડશે, જેની નોંધ લેવી. સ્પોર્ટસ ઓથોરીટી ઓફ ગુજરાતની એકેડમીના તમામ ખેલાડીઓએ ખેલ મહાકુંભ અંતર્ગત યોજાતી સ્પર્ધાઓ પૈકી સીધે સીધો રાજયકક્ષાની સ્પર્ધામાં ભાગ લેવાનો રહેશે.
જે તે કક્ષાની સ્પર્ધાઓ દરમ્યાન જે ખેલાડીઓ આંતરરાષ્ટ્રીય, રાષ્ટ્રીય, સરકારશ્રી માન્ય જે તે રમતના ફેડરેશન/એસોસીએશનની સ્પર્ધામાં ખરેખર ભાગ લીધેલ હોય અને રજિસ્ટ્રેશન કરાવેલ હોય તેવા ખેલાડીઓને આંતરરાષ્ટ્રીય રાષ્ટ્રીય, સરકારશ્રી માન્ય જે તે રમતના ફેડરેશન/એસોસીએશનની સ્પર્ધામાં ખરેખર ભાગ લીધેલ હોવા અંગેના પુરાવાની ચકાસણી કરી સંબંધિત ખેલાડીની બાંહેધરી મેળવીને આગળની જે તે કક્ષાની સ્પર્ધામાં ભાગ લઈ શકશે. પરંતુ ઈન્વીટેશન સ્પર્ધાને માન્ય રાખવાની રહેશે નહીં.
ખેલાડીથી શરત ચુકથી ખરેખર પોતાની વયજુથ કરતાં અન્ય વયજુથમાં રજિસ્ટ્રેશન થઈ ગયેલ હોય તો કટ ઓફ ડેટને ધ્યાને રાખી ખરેખર જે વયજુથમાં રમવા માટે લાયકાત ધરાવતા હોય તે વયજુથમાં ભાગ લઈ શકશે તેની ચકાસણી જિલ્લા રમત ગમત અધિકારીએ કરવાની રહેશે.
રજિસ્ટ્રેશન અને સ્પર્ધા સમયે જેતે ખેલાડીના વજનમાં આંશિક ફેરફાર હોય તો તે ખેલાડીને જે તે સ્પર્ધા સમયે જે વજન હોય તે વજન ગૃપમાં ભાગ લઈ શક્શે. સમય, સંજોગો અને પરિસ્થિતિને ધ્યાને લઈ જિલ્લા રમત ગમત અધિકારીએ નિર્ણય કરવાનો રહેશે,
જે તે કક્ષાની સ્પર્ધા શરૂ થાય તે પહેલા નાદુરસ્ત, અશકત વિધાર્થીઓ તેમજ રમતવીરો સ્પર્ધામાં ભાગ ન લે તેની તકેદારી ટીમ મેનેજર અને કોચે રાખવાની રહેશે. તાલુકા જિલ્લા અને ઝોન રાજયકક્ષાની સ્પર્ધાઓ દરમ્યાન પ્રાથમિક સારવાર માટે મેડીકલ સુવિધા મળશે.
ખેલ મહાકુંભ અંતર્ગત દૈનિક સમાચાર પત્રોમાં પ્રસિધ્ધ થતી પ્રેસનોટની કટીંગ કચેરી ખાતે રાખવાની રહેશે. અને સ્પર્ધા અને તમામ નકલો અત્રેની કચેરીએ મોકલી આપવાની રહેશે. નકારાત્મક મિડિયા કવરેજ તેમજ કોઇ અનિચ્છનિય ઘટના બનાવ અંગે તાત્કાલિક હકીકતલક્ષી અહેવાલ અત્રેની કચેરીને મોકલી આપવાનો રહેશે.

• તાલુકા/ઝોનકક્ષામાંથી જિલ્લા મહાનગરપાલીકાકક્ષાની સ્પર્ધામાં આ વ્યક્તિગત રમતમાં વિજેતા પ્રથમ અને દ્વિતિય સ્થાન મેળવેલ ખેલાડીઓ ભાગ લેશે.
૭. જ્યારે, ટીમ રમતમાં પ્રથમ અને દ્વિતિય સ્થાન મેળવેલ ર ટીમો ભાગ લેશે. જિલ્લાકક્ષામાંથી ઝોનકક્ષા(રાજયકક્ષા) ની સ્પર્ધામાં ટીમ રમતમાં માત્ર પસંદગી પામેલ એક જ ટીમ ઝોનકક્ષાએ સ્પર્ધામાં ભાગ લેશે. જિલ્લાકક્ષામાંથી રાજયકક્ષાની સ્પર્ધામાં વ્યક્તિગત રમતમાં પ્રથમ અને દ્વિતિય વિજેતા ખેલાડી

. ઝોનકક્ષા(રાજયકક્ષા)ની સ્પર્ધામાંથી પ્રત્યેક ઝોનમાંથી પ્રથમ અને દ્વિતિય વિજેતા ટીમોને રાજયકક્ષાની સ્પર્ધામાં ભાગ લેવા મોક્લવાની રહેશે.

વિજેતા ખેલાડીઓને પુરસ્કારની રકમ ચૂકવવા માટે ખેલાડીઓના નામ, સરનામું સંપર્ક નંબર, શાળાનું નામ, સરનામું અને સંપર્ક નંબર અંગેની વિગતો આ સાથેના નિયત નમુનાના પત્રક-ક (NEFT ફોર્મ) પ્રમાણે તૈયાર કરવાની રહેશે. ત્યાર બાદ વિનિગ મોડ્યુલમાં એન્ટ્રી કરવાની રહેશે જે એડીટ ઓપશનથી એન્ટ્રી થઈ શકશે. આ તબક્કો, રોકડ પુરસ્કારનું વિતરણ DBT થી કરવામાં અનિવાર્ય છે. જેનુ ચુસ્ત પણે પાલન કરવાનું રહેશે.
૨. કોચ રાજયકક્ષાની સ્પર્ધામાં અંડર-૧૪, ૧૭ અને ઓપન એજ ગ્રુપના વિજેતા થયેલ ખેલાડીઓના કોચને DBTદ્વારા રોકડ પુરસ્કાર આપવાનો રહેશે.
• રાજયકક્ષાની સ્પર્ધામાં અવ-૪૦ અને ૬૦ વયજુથના વિજેતા થયેલ ખેલાડીઓના કોચ તેમજ સ્પે.ખેલમહાકુંભની રમતોના વિજેતા થયેલ ખેલાડીઓના કોચને રોકડપુરસ્કાર આપવાનો રહેશે નહીં.
રજિસ્ટ્રેશન ફોર્મમાં કોચનું નામ હોય તો જ રોકડ પુરસ્કાર મળવાપાત્ર થશે. જિસ્ટ્રેશન ફોર્મમાં દર્શાવેલ કોચનું નામ ઉમેરી કે બદલી શકાશે નહી.
•ઈનામ યોગ્ય વિજેતાઓ અને કોચીઝનો રીપોર્ટ જિલ્લા રમત ગમત અધિકારીએ ઓનલાઈન સીસ્ટમમાંથી ડાઉનલોડ કરવાનો રહેશે.
• કોચીઝને રોકડપુરસ્કારની રકમ DBT દ્વારા બેન્ક ખાતામાં જ તબદીલ કરવા માટે જિલ્લા રમત ગમત અધિકારીએ સંકલન કરવાનું રહેશે. રજિસ્ટ્રેશન ફોર્મમાં દર્શાવેલ કોચ/કોચીઝને જ ટીમ રમતમાં ખેલાડી દીઠ રોકડ પુરસ્કાર આપવાનો રહેશે.

જે તે રમતના વયજુથ પ્રમાણે વ્યકિતગત અને સાંધિક રમતના પરીણામ પત્રક કે, જેમાં ખેલાડીનું નામ, વિજેતા ક્રમ, સમય, કે.એમ.કે. આઈ.ડી, વયજુથ, જિલ્લો અને ખેલાડી, પી.ટી.ટીચર કોચનો મોબાઈલ નંબર વગેરે માહિતી સાથેનું પત્રક સોફટ હાર્ડ કોપીમાં તૈયાર કરવાનું રહેશે. કોઈપણ રમતની કોઈપણ ઈવેન્ટમાં ખેલ મહાકુંભ-૨૦૧૯ કરતા નવો રેકોર્ડ પ્રસ્થાપિત થયો હોય તો તેને હાઈલાઈટ કરવાનો રહેશે.
પરીણામ પત્રકમાં વિજેતા ભાઈઓ/બહેનોની અલગ અલગ સંખ્યા અને કુલ સંખ્યા સાથેની માહિતી તૈયાર કરવાની રહેશે.
રાજયકક્ષાની સ્પર્ધામાં ભાગ લીધેલ ખેલાડી ભાઈઓ/બહેનોની અલગ અલગ સંખ્યા અને કુલ સંખ્યા સાથેની માહિતી તૈયાર કરવાની રહેશે. જેમાં ડ., S.T., U.B.C. અને જનરલ કેટેગરી પ્રમાણેની વિગતો આપવાની રહેશે.
(૧૩) વિનિંગ મોડયુલમાં વિજેતાઓની ડેટા એન્ટ્રી:
તાલુકા, જિલ્લા અને રાજયકક્ષાએ વિજેતા થયેલ ખેલાડીઓના રોકડપુરસ્કાર માટે વિનિંગ મોડ્યુલ ઓનલાઇન કરવા રહેશે, જેમાં વિજેતાઓનું લીસ્ટ તૈયાર કરતી જિલ્લા રમત ગમત અધિકારીએ નીચેની બાબતોની ખાત્રી કરવાની રહેશે. - ઓછામાં ઓછા ૪(ચાર) ટીમો વ્યક્તિગત રમતમાં ૪(ચાર) ખેલાડીઓ ભાગ લે અથવા જિલ્લાના કુલ તાલુકા/ઝોનની સંખ્યા ઓછી હોય તેટલી ટીમો વ્યકિતગત રમતમાં ખેલાડીઓ ભાગ લીધેલ હોય તો રોકડ પુરસ્કારને હકદાર રહેશે.
• ડાંગ અને પોરબંદર જિલ્લામાં ૪(ચાર) ટીમ વ્યકિતગત રમતમાં ૪(ચાર) ખેલાડીનો નિયમ અપવાદ રૂપે લાગુ પાડવામાં આવશે.

દરેક ખેલાડી, કોચ, મેનેજર વગેરેને સ્પર્ધાની માહિતી નિવાસ, ભોજન, પુરસ્કાર ફોર્મ, KMKID વગેરેની માહિતી મળી રહે તે માટે નિવાસ સ્થળ, ભોજન સ્થળ અને મેદાન ઉપર માહિતી કેન્દ્ર શરૂ કરવાનું રહેશે.
(૧૯) ટી-શર્ટ કેપ:
* જિલ્લામાંથી વિજેતા થઈ રાજયકક્ષાની સ્પર્ધામાં ભાગ લેતા ખેલાડીઓ પૈકી ૧. વ્યક્તિગત રમતમાં પ્રથમ અને દ્વિતિય ક્રમના વિજેતા ખેલાડીઓ અને
૨. ટીમ રમતમાં રાજયકક્ષા માટે પસંદગી પામેલ ખેલાડીઓને ટી-શર્ટ અને કપ આપવાના રહેશે.
૩. જિલ્લાકક્ષાની સાંધિક અને વ્યક્તિગત રમતના વિજેતાઓ રાજયકક્ષાની સ્પર્ધામાં ભાગ લેતા નથી, તેવા ખેલાડીઓને ટી-શર્ટ આપવાના રહેતા નથી, આથી સાંધિક રમતના વિજેતાઓ રાજયકક્ષાની સ્પર્ધામાં ભાગ લેવા માટે જાય તે જ સમયે ટી-શર્ટ અને કેપ આપવી હિતાવહ રહેશે. વણ વપરાયેલ ટી-શર્ટ અને કંપનો ઉપયોગ સ્પોર્ટસ ઓથોરીટી ઓફ ગુજરાતની મંજૂરીથી કરવાનો રહેશે. રાજયકક્ષાની સ્પર્ધા બાદ ખરેખર ખરીદેલ ટી શર્ટ અને કેપ અને તે પૈકી વિજેતાઓને વિતરણ કરેલ અને બચત રહેલ ટી-શર્ટ અને કંપની વિગત સ્પોર્ટસ ઓથોરીટી ઓફ ગુજરાતને મોકલી આપવાની રહેશે.

• શક્તિકૃત યોજના ખેલાડીઓએ ખેલ મહાકુંભમાં રાજયકક્ષાની સ્પર્ધામાં ફરજીયાત ભાગ લેવાનો રહેશે.
* શકિતદૂતના ખેલાડીઓ વર્ષ ૨૦૨૧-૨૨ માટે પસંદગી પામેલાએ જિલ્લાકક્ષાની વ્યકિતગત રમતોમાં ભાગ નહી લીધો હોય તો પણ તેઓને ભાગ લેવા માટે રાજયકક્ષાની રીતે ટીમમાં ભાગ લેવા માટેની અગ્રતા આપવામાં આવશે.
* ખેલ મહાકુંભમાં શક્તિકૃત યોજનાના વર્ષ ૨૦૨૧-૨૨ના લાભાર્થી ખેલાડીઓને પોતાની વ્યક્તિગત રમતમાં મેળવેલ સિધ્ધિ ધ્યાનમાં લઈ રજિસ્ટ્રેશન કરાવેલ હોય તો જિલ્લા કક્ષાની સ્પર્ધામાં ભાગ લીધેલ ન હોય તો પણ સીધા રાજયકક્ષાની સ્પર્ધામાં પ્રવેશ આપી શકાશે. શક્તિદૂત યોજનાના ૨૦૨૧-૨૨ના ખેલાડીઓને જે લાગુ પાડી શકાશે. શક્તિદૂતનાં ખેલાડીઓ ઉપસ્થિતિ અંગે સ્પોર્ટસ ઓથોરીટી.

Khel Maha Kumbh will be organized by Sports Authority of Gujarat this year like every year. This year Khel Mahakumbh has been decided as an iconic event under Azadi Ka Amrut Mahotsav. In which school / rural, taluka / zonal level, district / municipal level, zonal level (team game) and finally state level competition is planned. The following are the important instructions for the operation of Khel Maha Kumbh registration, planning and management, technical officials, honorarium etc. According to which the operation has to be carried out.
Under Khel Mahakumbh, all the schools of Khel Mahakumbh Athletics in the age group of U-11, U-12 and U-12 will have to participate.

(2) Planning and management
1. The entire planning and management of Khel Mahakumbh will have to be done by the JET level implementation committee.
(2) Competition Instructions:
In Khel Mahakumbh only the date of birth has to be kept in mind. And the standard in which any athlete can participate in the competition does not have to be taken into account. Anyone can participate in all the competitions held under Khel Mahakumbh only on the basis of date of birth.
Athletics (Open Age Group): - વ્યક્તિગત ૪ 100m of the players selected by the selection committee from the individual event to be held in the district level competition. Without online entry no contestant will be allowed to participate in the top level competition. In order to participate in the competition, the player has to participate as per the age group sports, weight group as well as event information as shown in the online registration form, the chess competition has to start directly from the taluka level.
This instruction will also apply to the corporation, which should be noted. All the players of the academy of Sports Authority of Gujarat will have to participate directly in the state level competition among the competitions organized under Khel Mahakumbh.
During the competitions of that level, the players who have actually participated in the competition of the International, National, Govt. The next one will be able to participate in the competition of that level by getting the guarantee of the concerned player. But invitations do not have to accept competition.
If the player is actually registered in an age group other than his / her age due to betting, the District Sports Officer will have to verify the age group in which he / she is eligible to participate in the age group keeping in view the cut off date.
If there is a partial change in the weight of the player at the time of registration and competition, the player will be able to participate in the weight group according to the weight of the player at the time of the competition. The decision will have to be made by the District Sports Officer considering the time, circumstances and situation.
The team manager and coach will have to be vigilant to ensure that unhealthy, disabled students as well as athletes do not participate in the competition before the competition starts. Medical facility for primary treatment will be available during taluka district and zone state level competitions.
The press notes published in the daily newspapers under Khel Mahakumbh should be kept at the cutting office. And the competition and all the copies have to be sent to the office here. Negative media coverage as well as an immediate factual report on any untoward incident should be sent to the office here.
If there is any "SUCCESS STORY" in the local taluka / district / municipal zone and state level competition under Khel Mahakumbh and it has been published in the local newspaper, published in the local electronic media and video recorded during the competition should be reported to the office here. Schools do not register a team. In case there are not enough players to form a team, 6 to 7 excellent and talented players from the school cannot participate in the competition.

A technical convener will be allotted for each venue and sport by the recognized state bodies and the technical convener will be required to assist in technical matters.

In case of non-provision of qualified referees by the recognized bodies of the state, the referee shall be appointed by the nodal officer of the sport.

(૧૭) સ્પર્ધા સ્થળ/નિવાસ સ્થળ ઉપરની વ્યવસ્થા:
સ્પર્ધામાં ભાગ લેવા આવનાર ખેલાડીઓ માટે ઉત્તમ નિવાસ અને ભોજન વ્યવસ્થા હોવી જોઈએ.
મેદાન, નિવાસ અને ભોજન વ્યવસ્થા સ્થળ પર એનાઉન્સમેન્ટ માટે માઈકની વ્યવસ્થા કરવાની રહેશે.
“મેદાન, નિવાસ અને ભોજન સ્થળ પર પીવાનાપાણી અને નાસ્તાની વ્યવસ્થા અલગ જગ્યાએ હોવી જોઈએ.
નિવાસ, ભૌજન સ્થળ તેમજ મેદાન પર ખેલાડી, રેફરી વગેરે માટે ભાઈઓ/બહેનો માટે બાથરૂમની વ્યવસ્થા હોવી જોઈએ. - સ્પર્ધાના વિગતવાર કાર્યક્રમનો બહોળો પ્રચાર અને પ્રસાર કરવાનો રહેશે. • રાત્રી પ્રકાશમાં રમાડનાર સ્પર્ધા માટે જરૂરી લાઈટની વ્યવસ્થા કરવાની રહેશે.
• નિવાસ અને ભોજન અને રમતોના મેદાન ઉપર સ્વચ્છતાનું પાલન કરવાનું રહેશે.
• સ્પર્ધા સ્થળ નિવાસ સ્થળ ઉપર કોવિડ-૧૯ની સરકારશ્રીનાં વખતો વખતની ગાઈડલાઈન્સની સૂચનાઓનું ચુસ્તપણે પાલન કરવાનું રહેશે.
(૧૮) માહિતી કેન્દ્ર (હેલ્પ ડેસ્ક) :
દરેક ખેલાડી, કોચ, મેનેજર વગેરેને સ્પર્ધાની માહિતી નિવાસ, ભોજન, પુરસ્કાર ફોર્મ, KMKID વગેરેની માહિતી મળી રહે તે માટે નિવાસ સ્થળ, ભોજન સ્થળ અને મેદાન ઉપર માહિતી કેન્દ્ર શરૂ કરવાનું રહેશે.
(૧૯) ટી-શર્ટ કેપ:
* જિલ્લામાંથી વિજેતા થઈ રાજયકક્ષાની સ્પર્ધામાં ભાગ લેતા ખેલાડીઓ પૈકી ૧. વ્યક્તિગત રમતમાં પ્રથમ અને દ્વિતિય ક્રમના વિજેતા ખેલાડીઓ અને
. ટીમ રમતમાં રાજયકક્ષા માટે પસંદગી પામેલ ખેલાડીઓને ટી-શર્ટ અને કપ આપવાના રહેશે.
. જિલ્લાકક્ષાની સાંધિક અને વ્યક્તિગત રમતના વિજેતાઓ રાજયકક્ષાની સ્પર્ધામાં ભાગ લેતા નથી, તેવા ખેલાડીઓને ટી-શર્ટ આપવાના રહેતા નથી, આથી સાંધિક રમતના વિજેતાઓ રાજયકક્ષાની સ્પર્ધામાં ભાગ લેવા માટે જાય તે જ સમયે ટી-શર્ટ અને કેપ આપવી હિતાવહ રહેશે. વણ વપરાયેલ ટી-શર્ટ અને કંપનો ઉપયોગ સ્પોર્ટસ ઓથોરીટી ઓફ ગુજરાતની મંજૂરીથી કરવાનો રહેશે. રાજયકક્ષાની સ્પર્ધા બાદ ખરેખર ખરીદેલ ટી શર્ટ અને કેપ અને તે પૈકી વિજેતાઓને વિતરણ કરેલ અને બચત રહેલ ટી-શર્ટ અને કંપની વિગત સ્પોર્ટસ ઓથોરીટી ઓફ ગુજરાતને મોકલી આપવાની રહેશે.
(૨૦) શક્તિદૂત યોજના
• શક્તિકૃત યોજના ખેલાડીઓએ ખેલ મહાકુંભમાં રાજયકક્ષાની સ્પર્ધામાં ફરજીયાત ભાગ લેવાનો રહેશે.
* શકિતદૂતના ખેલાડીઓ વર્ષ ૨૦૨૧-૨૨ માટે પસંદગી પામેલાએ જિલ્લાકક્ષાની વ્યકિતગત રમતોમાં ભાગ નહી લીધો હોય તો પણ તેઓને ભાગ લેવા માટે રાજયકક્ષાની રીતે ટીમમાં ભાગ લેવા માટેની અગ્રતા આપવામાં આવશે.
* ખેલ મહાકુંભમાં શક્તિકૃત યોજનાના વર્ષ ૨૦૨૧-૨૨ના લાભાર્થી ખેલાડીઓને પોતાની વ્યક્તિગત રમતમાં મેળવેલ સિધ્ધિ ધ્યાનમાં લઈ રજિસ્ટ્રેશન કરાવેલ હોય તો જિલ્લા કક્ષાની સ્પર્ધામાં ભાગ લીધેલ ન હોય તો પણ સીધા રાજયકક્ષાની સ્પર્ધામાં પ્રવેશ આપી શકાશે. શક્તિદૂત યોજનાના ૨૦૨૧-૨૨ના ખેલાડીઓને જે લાગુ પાડી શકાશે. શક્તિદૂતનાં ખેલાડીઓ ઉપસ્થિતિ અંગે સ્પોર્ટસ ઓથોરીટી.

Khel Maha Kumbh will be organized by Sports Authority of Gujarat this year like every year. This year Khel Mahakumbh has been decided as an iconic event under Azadi Ka Amrut Mahotsav. In which school / rural, taluka / zonal level, district / municipal level, zonal level (team game) and finally state level competition is planned. The following are the important instructions for the operation of Khel Maha Kumbh registration, planning and management, technical officials, honorarium etc. According to which the operation has to be carried out.
Under Khel Mahakumbh, all the schools of Khel Mahakumbh Athletics in the age group of U-11, U-12 and U-12 will have to participate.

(1) Registration:
1. Online registration of Khel Maha Kumbh has been started from 19/06/207.
. The website for online registration to participate in Khel Maha Kumbh is khelmahakumbh.gujarat.gov.in.
. Players studying in schools in U-11, U-12 and U-12 groups will be required to register from that school.
. Players studying in college will be able to register online or through college.
. Players who are not studying will also be able to register from their village / city school high school or from the website for Khel Maha Kumbh.
. The district level will also be able to register online from the office of the District Sports Officer and the office of the Senior Coach.

Taluka level
According to Khel Mahakumbh-2018, the best three schools will be selected and the award will be given.
District level
In the district level competitions of Khel Mahakumbh, the district level will have to select the three best schools considering Duss (District Level Sports School) as a general school. The award will remain the same.
State level
In the state level competitions of Khel Mahakumbh, the three best schools will have to be selected and given cash prizes of Rs. 3.00 lakh, Rs. 4.00 lakh and Rs. 4.00 lakh respectively.
The cash prize money will have to be transferred to the bank account of the best school through DBT.
The best school will be decided according to the method decided by Sports Authority of Gujarat. 0 The amount of this award should be used only for the development of sports. 50% of which will be for sports development and 20% for players (sports kit, equipment and other necessities).

(2) Planning and management
1. The entire planning and management of Khel Mahakumbh will have to be done by the JET level implementation committee.
(2) Competition Instructions:
In Khel Mahakumbh only the date of birth has to be kept in mind. And the standard in which any athlete can participate in the competition does not have to be taken into account. Anyone can participate in all the competitions held under Khel Mahakumbh only on the basis of date of birth.
Athletics (Open Age Group): - વ્યક્તિગત ૪ 100m of the players selected by the selection committee from the individual event to be held in the district level competition. Riley will have to form an athletics team that will represent the state. Athletics will be able to participate in a maximum of two individual and one relay event in the sport.

This instruction will also apply to the corporation, which should be noted. All the players of the academy of Sports Authority of Gujarat will have to participate directly in the state level competition among the competitions organized under Khel Mahakumbh.
During the competitions of that level, the players who have actually participated in the competition of the International, National, Govt. The next one will be able to participate in the competition of that level by getting the guarantee of the concerned player. But invitations do not have to accept competition.
If the player is actually registered in an age group other than his / her age due to betting, the District Sports Officer will have to verify the age group in which he / she is eligible to participate in the age group keeping in view the cut off date.
If there is a partial change in the weight of the player at the time of registration and competition, the player will be able to participate in the weight group according to the weight of the player at the time of the competition. The decision will have to be made by the District Sports Officer considering the time, circumstances and situation.
The team manager and coach will have to be vigilant to ensure that unhealthy, disabled students as well as athletes do not participate in the competition before the competition starts. Medical facility for primary treatment will be available during taluka district and zone state level competitions.
The press notes published in the daily newspapers under Khel Mahakumbh should be kept at the cutting office. And the competition and all the copies have to be sent to the office here. Negative media coverage as well as an immediate factual report on any untoward incident should be sent to the office here.
If there is any "SUCCESS STORY" in the local taluka / district / municipal zone and state level competition under Khel Mahakumbh and it has been published in the local newspaper, published in the local electronic media and video recorded during the competition should be reported to the office here. Schools do not register a team. In case there are not enough players to form a team, 6 to 7 excellent and talented players from the school cannot participate in the competition.

(10) Appointment of Technical Officers:
Cooperation in technical matters should be sought from the recognized bodies of the state.

A technical convener will be allotted for each venue and sport by the recognized state bodies and the technical convener will be required to assist in technical matters.
Competitions must be conducted by qualified referees. The list of qualified referees and linemen should be prepared according to the age group of the game in association with the state level teams.
In case of non-provision of qualified referees by the recognized bodies of the state, the referee shall be appointed by the nodal officer of the sport.

પરીણામ પત્રકમાં વિજેતા ભાઈઓ/બહેનોની અલગ અલગ સંખ્યા અને કુલ સંખ્યા સાથેની માહિતી તૈયાર કરવાની રહેશે.
રાજયકક્ષાની સ્પર્ધામાં ભાગ લીધેલ ખેલાડી ભાઈઓ/બહેનોની અલગ અલગ સંખ્યા અને કુલ સંખ્યા સાથેની માહિતી તૈયાર કરવાની રહેશે. જેમાં ડ., S.T., U.B.C. અને જનરલ કેટેગરી પ્રમાણેની વિગતો આપવાની રહેશે.
(૧૩) વિનિંગ મોડયુલમાં વિજેતાઓની ડેટા એન્ટ્રી:
તાલુકા, જિલ્લા અને રાજયકક્ષાએ વિજેતા થયેલ ખેલાડીઓના રોકડપુરસ્કાર માટે વિનિંગ મોડ્યુલ ઓનલાઇન કરવા રહેશે, જેમાં વિજેતાઓનું લીસ્ટ તૈયાર કરતી જિલ્લા રમત ગમત અધિકારીએ નીચેની બાબતોની ખાત્રી કરવાની રહેશે. - ઓછામાં ઓછા ૪(ચાર) ટીમો વ્યક્તિગત રમતમાં ૪(ચાર) ખેલાડીઓ ભાગ લે અથવા જિલ્લાના કુલ તાલુકા/ઝોનની સંખ્યા ઓછી હોય તેટલી ટીમો વ્યકિતગત રમતમાં ખેલાડીઓ ભાગ લીધેલ હોય તો રોકડ પુરસ્કારને હકદાર રહેશે.
• ડાંગ અને પોરબંદર જિલ્લામાં ૪(ચાર) ટીમ વ્યકિતગત રમતમાં ૪(ચાર) ખેલાડીનો નિયમ અપવાદ રૂપે લાગુ પાડવામાં આવશે.
(૧૬) રાજયકક્ષાની સ્પર્ધામાં ફોરમેટ, સીડીંગ અને ડ્રો કરવા બાબત..
રાજયકક્ષાના માન્ય મંડળો, જે તે રમતના હેડકોચશ્રી અને જિલ્લા રમત ગમત અધિકારીએ સાથે રહીને જિલ્લા મહાનગરપાલિકાની ટીમની સીડીંગ ધ્યાનમાં રાખીને ડ્રો તૈયાર કરવાનો રહેશે.
