કોરોનાના કપરાકાળમાં મુખ્ય મંત્રી શ્રી વિજયભાઈ રૂપાણીએ રાજ્યના ખેડૂતોને પાક ધિરાણની રકમ ચુકવવામાં રાહત આપતો મહત્વપૂર્ણ ખેડૂત હિતલક્ષી નિર્ણય લીધો છે.
રાજયની નેશનલાઇઝડ, રિજીયોનલ રૂરલ બેંકો કે સહકારી, ખાનગી બેંકોપૈકીકોઇપણ બેન્કમાંથી ખેડૂતો દવારા લીધેલ ટૂંકી મુદતના પાક ધિરાણ ભરપાઇ કરવાની મુદત તા. 30 જૂન સુધી લંબાવીને રાજ્યના ધરતીપુત્રોને મોટી આર્થિક રાહત આપતો આ સંવેદનશીલ નિર્ણય શ્રી વિજયભાઈ રૂપાણી દ્વારા લેવામાં આવ્યો છે.
મુખ્યમંત્રી શ્રી વિજયભાઈ રૂપાણીએ એવો નિર્ણય પણ કર્યો છે કે રાજયના આવા તમામ ખેડૂતો માટે રાજ્ય સરકારના ૪ ટકા વ્યાજ રાહતની રકમ રાજ્ય સરકાર ચૂકવશે. આ કિસાન
હિતકારી નિર્ણયના પરિણામે ખેડૂતો પરના વ્યાજ રાહતનો વધારાનો અંદાજિત રૂ. ૨૪૧.૫૦ કરોડનો ખર્ચ રાજ્ય સરકાર ભોગવશે.
રાજ્યના કૃષિ કલ્યાણ અને સહકાર વિભાગ દ્વારા આ અંગેની યાદીમાં વધુમાં જણાવાયું છે કે નાબાર્ડની ક્રેડીટ પોલીસી મુજબ રાજ્યમાં ખેડૂતોને ટૂંકી મુદતનું પાક ધિરાણ, ધિરાણ સંસ્થાઓ મારફત ૭ ટકાના દરે પુરૂં પાડવામાં આવે છે જે પૈકી સમયસર ધિરાણ પરત ભરપાઇ કરતાં ખેડૂતોને 3 ટકા વ્યાજ રાહત ભારત સરકાર દ્વારા પૂરી પાડવામાં આવે છે. જયારે 4 ટકા વ્યાજ રાહત ગુજરાત સરકાર દ્વારા પૂરી પાડવામાં આવે છે. પરિણામે ગુજરાત રાજ્યના આવા ખેડૂતોને ઝીરો ટકા વ્યાજ દરે પાક ધિરાણ ઉપલબ્ધ થાય છે.
Covid-19ના સેકન્ડ વેવમાં માર ૨૦૨૧થી મહામારીના કેસોમાં વધારો થયેલ જેન પરિણામે ચાલુ વર્ષે ખેડૂતો દ્વારા તા. ૩૧-૦૩-૨૦૨૧ સુધીમાં ધિરાણ પરત ભરપાઇ ના કરી શકે તેવી પરિસ્થિતિ ઉદ્દભવી છે. આ સંજોગોમાં તા. ૦૧-૦૪-૨૦૨૦ થી તા. ૩૦-૦૯-૨૦૨૦ સુધીનું પાક ધિરાણ લીધેલું હોય તેવા રાજયના તમામ ખેડૂતો માટે પાક ધિરાણની રકમ પરત ભરપાઇ કરવાની મુદત તા. ૩૦-૦૬-૨૦૨૧ સુધી વધારવા અંગે મુખ્યમંત્રી શ્રી વિજયભાઈ રૂપાણીના માર્ગદર્શનમાં રાજ્ય સરકારે નિર્ણય કર્યો છે.
આના પરિણામે રાજયના કોઇપણ ખેડૂત દ્વારા નેશનલાઇઝડ, રિજીયોનલ રૂરલ બેંક, સહકારી બેન્ક કે ખાનગી બેન્ક પૈકી કોઇપણ બેન્કમાંથી તા. ૦૧-૦૪-૨૦૨૦ થી તા. ૩૦-૦૯ ૨૦૨૦ સુધીમાં પાક ધિરાણ લીધેલું હશે તેવા પાક ધિરાણની રકમ પરત ભરપાઇ કરવાની મુદત તા. ૩૦-૦૬-૨૦૨૧ સુધી વધારવામાં આવી છે.
તા. ૦૧-૦૪-૨૦૨૧ થી તા. ૩૦-૦૬-૨૦૨૧ સુધીમાં લહેણી થયેલ પર ધિરાણની રકમ અથવા લહેણી થનાર રકમ તા. ૩૦-૦૬-૨૦૨૧ સુધીમાં અથવા ખેડૂતો દ્વારા ખરેખર પાક ધિરાણ પરત ભરપાઇ કરે તે બેમાંથી જે વહેલું હોય તે તારીખ સુધીમાં પાક ધિરાણ પરત ભરપાઇ કરે તેવા તમામ ખેડૂતોને રાજ્ય સરકાર દ્વારા મળતી ૪ ટકા વ્યાજ રાહતની રકમ રાજ્ય સરકાર દ્વારા ચુકવવા અંગે નિર્ણય કરવામાં આવ્યો છે.
