A total provision of 243650 crores for education department RTE STD 1 ADMITION 2023



                   Education is the basic need for the overall development of every individual. The government is striving to improve infrastructure, use new technology and bring quality in education at every stage of education. Enhancing student learning is essential to better take advantage of global opportunities. The government has planned to start new courses by providing necessary facilities in the educational institutions to adapt to the changing technology. A significant increase of 25% has been given in the provision of the last year's department.


Primary and Secondary Education


• Provision of 23109 crores for infrastructure and other facilities under Mission Schools of Excellence. • Provision of Rs. 109 crores for maintenance of infrastructure facilities of government schools.



87 crores provision for provision of school assistants to overburden the administrative work of teachers in approximately 6,000 large primary schools and to ensure smooth running of infrastructure facilities in schools.



• Provision of a total of Rs 64 Crores for 400 Gnanasetu Day Schools with state of the art facilities along with social partnership to provide best quality education free of charge to talented students from class 6th to 12th.



Provision of Rs 50 crore to support talented students who have studied under RTE scheme in class 1 to 8 to study in private schools even after class 8 by giving school vouchers of Rs 20,000.


• Provision of rap crores to start 10 Rakshashakti Schools equivalent to Sainikshalas, Government and Grant-in-Aid planning to provide health cards to primary school and secondary and higher secondary school teachers for timely and cashless medical facility.

Officers / employees appointed in the government service are required to pass the relevant computer C.C.C./C.C.C.  Also, the procedure for training and examination for "computer skills" has been determined by the resolution on the order (3) taken from the above reading.



 Accordingly, officers / employees appointed by direct recruitment will be promoted during their probationary period as well as officers / employees in government service.




 The CCC / CCC + examination of the relevant computer skills for higher pay scale has to be passed from the examination centers approved by the Government.  Officers / Employees have to pass the CCC / ccc + examination of this computer skill as per the prescribed syllabus in 20 marks - Theory and 50 marks - Practical.




 2.  From the resolutions on order (2) and (2) taken in the above reading, Dr.  Centers owned by Babasaheb Ambedkar Open University are recognized as training centers for the examination of computer skills for C.C.C / C.C.C. + examinations.  Moreover, with the resolutions on the order (2) and (3) taken in the above reading, Dr.  The centers owned by Babasaheb Ambedkar Open University are recognized as examination centers for the examination of computer skills for C.C.C / C.C.C. +.




 Dr.  The syllabus prescribed by Babasaheb Ambedkar Open University from the examination centers recognized by the aforesaid resolutions of the State Government by the aforesaid reading of the Government dated 30/06/2008 and the examination method taken by the aforesaid reading by the aforesaid 30/08/2009 examination method.  Is.





 3. Dr.  Babasaheb Ambedkar Open University also conducts an examination of 200 marks as per the syllabus of the university, and the officers / employees appointed in the government service are given certificates of passing these 200 marks examination.




 Accordingly, by the officers / employees appointed in the government service, they have given Dr.  Certificates of 200 marks of c.cc/ccc+ related computer skills passed from government recognized examination centers of Babasaheb Ambedkar Open University are presented for validation for their promotion / higher salary scale, but these certificates are prescribed by the state government in the examination system (20 marks).  - Theory and 50 marks - Practical etc. (100 marks in total).





 .  Thus, Dr.  Many discrepancies have arisen with regard to the 200 marks examination certificates of c.c.cl/ C.C.C. + related to computer skills of Babasaheb Ambedkar Open University, name in this regard.  SCA filed in High Court  No.  Name as per judgment in 1912/2017.  Dr. by the High Court.  Orders have been issued to validate the examination certificates passed through Babasaheb Ambedkar Open University.




 .  In this regard, taking into account the opinion given by the expert committee of the Office of Technical Education on the order (2) taken in the above reading, Dr.  To be given by Babasaheb Ambedkar Open University to the officers / employees appointed in the government service.





 The Government was considering the issue of validation of 200 marks examination certificate of c.c.c / c.C.C. + related to computer skills.  Careful consideration is finally decided as follows.




 Resolution:

 Government Officers / Employees Appointed in Government Service  Certificates of 500 marks of Computer Skills related to computer skills passed from time to time by the examination centers recognized by the Government of Babasaheb Ambedkar Open University will also be considered for completion of their probationary period as well as for their promotion / higher pay scale.

 These provisions will apply equally to the officers / employees of State Service, Panchayat Service and State Government owned Boards / Corporations.

સરકારી સેવામાં નિમણૂંક પામેલ અધિકારીઓ / કર્મચારીઓએ ઉકત વંચાણે લીધેલ ક્રમ (૧) પરનાં જાહેરનામાથી ઘડાયેલ કોમ્પ્યુટર કૌશલ્ય તાલીમ અને પરીક્ષા નિયમો હેઠળ તેઓનાં અજમાયશી સમયગાળા દરમ્યાન તેમજ બઢતી / ઉચ્ચતર પગાર ધોરણ મેળવવા માટે કોમ્પ્યુટર કૌશલ્યની સંબંધિત C.C.C/C.C.C.+ ની પરીક્ષા પાસ કરવી આવશ્યક છે. તેમજ ઉકત વંચાણે લીધેલ ક્રમ (૨) પરનાં ઠરાવથી "કોમ્પ્યુટર કૌશલ્ય" માટેની તાલીમ અને પરીક્ષા માટેની કાર્યપદ્ધતિ નક્કી કરવામાં આવેલ છે.




તદનુસાર, સીધી ભરતીથી નિમણૂંક પામેલ અધિકારીઓ/કર્મચારીઓએ તેઓનાં અજમાયશી સમયગાળા દરમ્યાન તેમજ સરકારી સેવામાં રહેલ અધિકારીઓ/કર્મચારીઓએ તેઓની બઢતી







ઉચ્ચતર પગાર ધોરણ માટે સંબંધિત કોમ્પ્યૂટર કૌશલ્યની CCC / CCC+ ની પરીક્ષા સરકારશ્રી દ્વારા માન્ય કરવામાં આવેલ પરીક્ષા કેન્દ્રો પરથી પાસ કરવાની રહે છે. અધિકારીઓ/કર્મચારીઓએ આ કોમ્પ્યુટર કૌશલ્યની CCC / ccc+ ની પરીક્ષા નિયત થયેલ અભ્યાસક્રમ અનુસાર ૫૦ ગુણ - થીયરી અને ૫૦ ગુણ - પ્રેક્ટીકલ એમ બે ભાગમાં મળીને કુલ-૧૦૦ ગુણની પરીક્ષા પાસ કરવાની રહે છે.




ર. ઉકત વંચાણે લીધેલ ક્રમ (૪) અને (૬) પરનાં ઠરાવોથી ડો. બાબાસાહેબ આંબેડકર ઓપન યુનિવર્સિટી હસ્તકનાં કેન્દ્રોને કોમ્પ્યુટર કૌશલ્યની C.C.C/C.C.C.+ ની પરીક્ષા માટે તાલીમ કેન્દ્રો તરીકે માન્યતા આપવામાં આવેલ છે. તદુપરાંત, ઉકત વંચાણે લીધેલ ક્રમ (૫) અને (૭) પરનાં ઠરાવોથી ડો. બાબાસાહેબ આંબેડકર ઓપન યુનિવર્સિટી હસ્તકનાં કેન્દ્રોને કોમ્પ્યુટર કૌશલ્યની C.C.C/C.C.C.+ ની પરીક્ષા માટે પરીક્ષા કેન્દ્રો તરીકે માન્યતા આપવામાં આવેલ છે.




ડો. બાબાસાહેબ આંબેડકર ઓપન યુનિવર્સિટી દ્વારા રાજ્ય સરકારનાં ઉક્ત ઠરાવોથી માન્યતા આપવામાં આવેલ પરીક્ષા કેન્દ્રો પરથી સરકારશ્રીનાં ઉક્ત વંચાણે લીધેલ તા.૩૦/૦૯/૨૦૦૬ના જાહેરનામાથી નિયત કરાયેલ અભ્યાસક્રમ અને ઉક્ત વંચાણે લીધેલ તા.૩૦/૦૯/૨૦૦૬ના ઠરાવથી નિયત કરાયેલ પરીક્ષા પદ્ધતિ મુજબ પરીક્ષા લેવાની રહે છે.




3. ડો. બાબાસાહેબ આંબેડકર ઓપન યુનિવર્સિટી દ્વારા યુનિવર્સિટીનાં અભ્યાસક્રમ અનુસારની ૨૦૦ ગુણની પરીક્ષા પણ લેવામાં આવે છે, અને સરકારી સેવામાં નિમણૂંક પામેલ અધિકારીઓ / કર્મચારીઓને આ ૨૦૦ ગુણની પરીક્ષા પાસ કર્યાનાં પ્રમાણપત્રો આપવામાં આવેલ છે.




તદનુસાર સરકારી સેવામાં નિમણૂંક પામેલ અધિકારીઓ / કર્મચારીઓ દ્વારા તેઓએ ડો. બાબાસાહેબ આંબેડકર ઓપન યુનિવર્સિટીનાં સરકાર માન્ય પરીક્ષા કેન્દ્રો પરથી પાસ કરેલ કોમ્પ્યુટર કૌશલ્યની સંબંધિતc.c.c/c.c.c.+ ની ૨૦૦ ગુણની પરીક્ષાનાં પ્રમાણપત્રો તેઓની બઢતી / ઉચ્ચતર પગાર ધોરણ માટે માન્ય રાખવા અંગે રજૂઆતો થયેલ, પરંતુ આ પ્રમાણપત્રો રાજ્ય સરકાર દ્વારા નિયત થયેલ પરીક્ષા પદ્ધતિ (૫૦ ગુણ - થીયરી અને ૫૦ ગુણ - પ્રેક્ટીકલ એમ કુલ મળીને ૧૦૦ ગુણ) મુજબની ન હોવાથી, આ પ્રમાણપત્રો માન્ય ગણવામાં આવતાં ન હતાં.




૪. આમ, ડો. બાબાસાહેબ આંબેડકર ઓપન યુનિવર્સિટીની કોમ્પ્યુટર કૌશલ્યની સંબંધિત c.c.cl/ C.C.C.+ ની ૨૦૦ ગુણની પરીક્ષાનાં પ્રમાણપત્રો સંદર્ભે ઘણી વિસંગતતાઓ ઊભી થયેલ, આ સંદર્ભમાં નામ. હાઈકોર્ટમાં દાખલ થયેલ એસ.સી.એ. નં. ૧૭૧૫૬/૨૦૧૮ માં આવેલ ચુકાદા મુજબ નામ. હાઈકોર્ટ દ્વારા ડો. બાબાસાહેબ આંબેડકર ઓપન યુનિવર્સિટી મારફત પાસ કરાયેલ પરીક્ષાનાં પ્રમાણપત્રોને માન્ય ગણવાના આદેશો કરવામાં આવેલ છે.




૫. આ સંદર્ભે ઉકત વંચાણે લીધેલ ક્રમ (૮) પરનાં નિયામકશ્રી, ટેકનીકલ શિક્ષણની કચેરીની તજજ્ઞ સમિતિ દ્વારા આપવામાં આવેલ અભિપ્રાયને ધ્યાને લઈ, ડો. બાબાસાહેબ આંબેડકર ઓપન યુનિવર્સિટી દ્વારા સરકારી સેવામાં નિમણૂંક પામેલ અધિકારીઓ / કર્મચારીઓને આપવામાં આવતાં







કોમ્પ્યુટર કૌશલ્યની સંબંધિત c.c.c/c.C.C.+ ની ૨૦૦ ગુણની પરીક્ષાનાં પ્રમાણપત્રોને માન્ય ગણવાની બાબત સરકારશ્રીની વિચારણા હેઠળ હતી. કાળજીપૂર્વકની વિચારણાને અંતે આથી નીચે મુજબ ઠરાવવામાં આવે છે.

સરકારી સેવામાં નિમણૂંક પામેલ સરકારી અધિકારીઓ / કર્મચારીઓએ ડો. બાબાસાહેબ આંબેડકર ઓપન યુનિવર્સિટી હસ્તકનાં સરકારશ્રી દ્વારા વખતોવખત માન્યતા પ્રાપ્ત પરીક્ષા કેન્દ્રો પરથી પાસ કરેલ કોમ્પ્યુટર કૌશલ્યની સંબંધિત C.C.C / C.C.C.+ ની ૨૦૦ ગુણની પરીક્ષાનાં પ્રમાણપત્રોને પણ તેઓનો અજમાયશી સમયગાળો પૂર્ણ કરવા માટેની વિચારણા કરવા માટે તેમજ તેઓની બઢતી / ઉચ્ચતર પગાર ધોરણની પાત્રતા માટે માન્ય ગણવાનાં રહેશે.




આ જોગવાઈઓ રાજ્ય સેવા, પંચાયત સેવા તથા રાજ્ય સરકાર હસ્તકનાં બોર્ડ / કોર્પોરેશનના અધિકારીઓ / કર્મચારીઓને સમાન ધોરણે લાગુ પડશે.

 General rules and guidelines for national roleplay competition and folk dance competition


 > Keep the competition in an open space or hall.


 > At each level in the competition the team will have to give 5 to 6 minutes.


 > The presentation language for the competition will be Gujarati, Hindi and English.


 Matters:


 - There should be a group of 4 to 5 students in the competition.  If there are both boys and girls in the team then one man

 The costume for the folk dance competition should match the theme.

 The selection of three judges in the competition will be as follows.

 2. Principal of a school experienced or not participating in the field of youth education (01)

With reference to the Reference No. (1) and (2) of the Finance Department, a circular has been issued instructing to fix the procedure and set up the mechanism for online verification of pay structure with regard to the implementation of the Sixth and Seventh Pay Commissions.  Reference- As per the provision made in the resolution mentioned in (2) to (3), the work of pay binding verification carried out manually under the present higher pay scale, stepping-up, ACP, Tiku Commission, Hon. Shetty Pay Kishan etc. should be carried out manually.  Is.  This work is done in a fast, accurate manner and maintains consistency in operations, inward / outward work is easy and fast, record keeping and storage is easy and real time status of higher pay scale cases can be known  The matter was under the consideration of the Government.  At the end of the consideration, the following procedure is prescribed under IFMS 2.0 for online verification of salary constraint in all cases like Higher Pay Scale, Stepping-up, ACP, Tiku Commission, Hon. Shetty Pay Commission etc.




            Before sending online the 6th / 7th Pay Commission and Higher Pay Scale Pay Bondage Verification, each higher pay scale case authorization officer (DDO / Pay Fixation Approver) will be given their User ID and Password by the Office of the Director of Accounts and Treasury, Gandhinagar.  Fixation Approver will first have to enter the data of its case.  Without it, they will not be able to give the rights of Creator, Verifier to their office creator, verifier, as well as any other operation, then DDO / Pay Fixation Approver will enter all the details of Creator, Verifier in their office in Employee creation Master.  Their Employee Number will be generated.  That Ernployee Number will be the ID of the Creator and Verifier.  Also lfis @ 123 will be the password, which the user will have to change immediately, then in the same way only the personal and account details of all the officers / employees of his office will have to be filled in to go to the Employee Creation menu of IFMS 2.0.  If the DDO / Pay Fixation Approver shows the details of the case of the officer / employee other than his own office, he should not add any correction, but should contact the helpdesk.  Only if the DDO / Pay Fixation Approver updates the personal and departmental details of all the officers / employees of his / her office in New IFMS & # 39; s Employee Creatior menu, the Employee Number of that officer / employee will be generated.  Only after the Employee Number is generated, any event of the officer / employee can be generated in the system.  For this there will be Creator, Verifier & Approver wise workflow in IFMS 2.0 at DDO / PF approver office.  If there is any problem in IFMS 2.0, report it to IFMS Helpdesk Email: ifrms2-helpdesk@gujarat.gov.in, Number: 07-9-20 and


 

            (Ii) On an experimental basis, all the offices of Jamnagar, Bharuch, Bhavnagar, Amreli, Banaskantha M-3 district (including primary teachers) on higher pay scale, stepping-up, ACP, Tiku Kishan, Mann, Shetty Pay Commission etc.  Salary binding verification cases should be submitted through online IFMS 2.0 system from 15-09-2021.  Pay verification unit (Pay verification_Unit), Gandhinagar should be sent online as well as service book for verification along with it by post or in person.  Apart from this, instructions will be given later for other district offices to submit online cases.


 


               (3) After 15-09-2021, before sending the salary verification unit at the pay verification unit, Gandhinagar, check the event in IFM52.0 and check its complete authenticity, upload the attachment and approve the DDO / PF approver to the online PV office.  Forward, after forwarding the case online at the pay verification unit and after the case is accepted by the pay verification unit, no change can be made in it nor can the case be pool bank.  So check all the details before forwarding the case online.  Online case not forwarded from service book in any situation at Pay Verification Unit, Gandhinagar from 16-09-2021 Will not be accepted. 




               Salary Formation Cases After forwarding the case online at the Salary Verification Unit, the service book should be sent by post or in person to the Salary Verification Unit.  (2) The DDO / PF approver of that office will be able to know the status of any employee's sixth-seventh pay commission and higher pay scale pay bond verification cases online from his own log-in from his office.  Salary Verification Unit, Gandhinagar will provide the 6th, 7th Pay Commission and higher pay scale authorized cases to the concerned office through service book and sticker post.  Employee's service book or sticker will not be given in person.  No employee / officer should be sent to the office of the Director of Accounts and Treasury for any kind of investigation or to get the service book or sticker in person.


 (2) Simultaneous login will enable operation in the same system from one place.  Cases of pay verification in the pay binding module under the Integrated Financial Management System (IFMS 2.0) will be divided into three parts.  [A] The action to be taken by the concerned office of the paymaster.



                Event data of employees whose event data is available in IFMS-1 is migrated to IFMS 2.0.  Event data of such employees will not have to be re-entered in IFMS 2.0.  In case an employee's event data is available in IFMS-1, but has not migrated to IFMS 2.0, contact the Help Desk and check the case number details.  The office will then have to re-enter the data as per the instructions of the Help Desk.  In addition, when the occasion arises, the attached forms- A, B and C should be filled and sent.


 (Ii) to ensure that the administrative department, the head office of the department and the field office below it are properly represented, if necessary, to amend and show the correct administrative structure,

                  Salary fixing and subsequent salary correction notes as per the existing events (Fvents) should be completed and noted in the service book.  Every time the service book is updated, it has to be certified by the office.  (2) If any change is found in the case of salary fixation done for the first time before updating this data, then the salary fixing shall be done as per the rules.  In this regard, the order was renewed


 Will have to.  And updated data must be verified.  (3) All the instrumental papers related to the event where the pay binding verification is to be done by the pay verification unit (PVU) shall be scanned and uploaded in IFMS 2.0.


 (2) Events to be verified by the Pay Verification Unit (PVU) must be generated online under Event IFMS 2.0 and the authenticity of all events generated online must be verified by the competent authority and certified by the DDO / PF Approver Certificate.  Only then will it be forwarded online to the Pay Verification Unit (PVU), with full responsibility for the authenticity of all events generated in IFMS 2.0 resting with the competent authority of that office (DDO / PF Approver).


 (2) It will be the responsibility of the competent authority of the office to see that the cases of court cases / deaths or retired or retiring employees in the next two years are presented online on priority basis.


 [B] Work to be done at Pay Verification Unit.  All the cases of pay constraint forwarded by various State Government Offices will be available online in IFMS 2.0 at the Registry Table of the Pay Verification Unit.

                     The verification unit's registry table will be available online in IFMS 2.0.  The employee in charge of the registry branch of the pay verification unit has to go to his login ID and get the cases for pay verification from various offices.


 According to the instructions given by the head, the first case is disposed of first


 The accountant will send the deputy accountant for verification.


 (2) For verification with the Deputy Accountant Deputy Accountant at the Salary Verification Unit.


 Since the online case is available, the procedure for online verification will have to be carried out in accordance with the first case first disposal method. (2)


 Online data entry has been made in the IFM5 2.0 system as per the details of the share

 (2) For the cases submitted from the level of Sub-Accountant / Deputy Accountant, the remarks made by the Sub-Accountant / Deputy Accountant should be confirmed by the Accountant / Accounting Officer.

 Authorize the case online to ensure that the verification is correct or that the case is worth sending back


 Will be able to return with objections.


 


(2) In all cases approved by the pay verification officer or returned with an objection from the pay verification unit at the registry of the pay verification unit, a print out of the approval or endorsement of the pay verification unit is obtained.  Issuing Officer's signature to the concerned office


 Papers must be mailed from the service book.  [A] Action to be taken by the office on the return of the case from the pay verification unit.  (1) In cases authorized by the pay verification unit, the sticker of endorsement signed in the post shall be affixed in the service book of the concerned employee / officer.

 Verification must be verified by the unit officer.  (3) In cases which have been returned by the pay verification unit for damages, the necessary corrections should be sent back to the pay verification unit along with the service book for online verification.

                  Congratulations on the above topic, the annual planning of GCERT's Population Education Unit is to celebrate Yoga Day in the year 2021 as part of co-curricular activities.  Yoga is a trend that has been flourishing for years.  There is a growing trend to maintain physical and mental well-being through yoga.  Every yogic activity is a key to achieving relaxation, strength, balance and harmony.  Yoga is a source of joy and peace.


 

                     June 21, 2021 - Make International Yoga Day Your Day.  In order to create a positive atmosphere, it is requested to plan for the celebration of Yoga Day through virtual medium in the DLAD B.Ed institute of your district.


 

                  In addition, the Yoga program will be broadcast on BISAG on Channel No. 6,7,8 from 19:30 to 21:00 on June 19-20-20.  Which is a request to watch.


 

                 The program will be rebroadcast on Channel 5 from 11:30 to 12:00, on Channel 7 and 8 from 11:00 to 11.30

You may be aware that the purpose of National Awards to Teachers is to celebrate the unique of some of the finest teachers in the country and to honor those teachers who through their commitment and industry have not only improved the quality of school education but also enriched the lives of their students and thereby strengthened the Nation.


2. It is pertinent to mention that the scheme for National Awards to Teachers was totally revamped in the year 2018 to bring in more transparency and to enhance the prestige of the Awards. A number of improvements were made in the scheme including online self-nomination by teachers followed by shortlisting of teachers by District/Regional Selection Committee and State/Organization Selection Committee and final selection by Independent Jury at National Level. Further in 2020 few amendments have been carried out. A copy of the latest Guidelines of the Award and the timelines for the year 2021 are enclosed for your ready reference.


3. I am glad to inform that the web portal for online self-nomination by teachers, http://nationalawardstoteachers.education.gov.in is open from 01.06.2021 and last date for the same is 20.06.2021. Further, you are requested to constitute District/Regional level Selection Committees as laid down in the Guidelines well in advance so that next levels of online selection process may be carried out smoothly.


4. You are requested to initiate appropriate action and give wide publicity amongst the teachers to ensure maximum participation.
