वायरस महामारी को मात देने के लिए देश में लॉकडाउन लागू किया गया है. ये
लॉकडाउन 3 मई तक जारी रहेगा, इस दौरान हर किसी को घर में रहने, बाजार बंद,
औद्योगिक गतिविधियों पर रोक जैसे आदेश दिए गए हैं. लेकिन 20 अप्रैल यानी आज
से केंद्रीय गृह मंत्रालय ने चिन्हित क्षेत्रों में कुछ छूट दी है.
हालांकि,
जमीनी स्थिति के आधार पर राज्यों अपने-अपने हिसाब से इन छूट को बांटा है.
जिन इलाकों में अभी भी कोरोना वायरस का खतरा है, वहां किसी तरह की छूट नहीं

दिल्ली
सरकार ने लॉकडाउन में किसी तरह की छूट ना देने का फैसला किया है. राज्य
में पिछले कुछ दिनों में कोरोना वायरस पॉजिटिव के मामले लगातार बढ़े हैं,
ऐसे में सरकार ने फैसला लिया है कि अगले एक हफ्ते तक सख्ती बरती जाए. एक
हफ्ते के बाद तय होगा कि क्या छूट देनी हैं, ऐसे में तबतक लॉकडाउन उसी तरह
चलेगा जैसा चलता आया है.
उत्तर प्रदेश
• उत्तर प्रदेश में सोमवार से कुछ हद तक कामकाज में छूट दी जाएगी, जिसमें सरकारी दफ्तरों में 33 फीसदी स्टाफ का आना शामिल है.
• प्रदेश के उन 19 जिलों में किसी भी तरह की छूट नहीं दी जाएगी, जहां पर कोरोना वायरस के 10 से अधिक केस हैं.
• मुख्यमंत्री योगी आदित्यनाथ सभी जिलाअधिकारियों से जमीनी स्तर पर हालात के आधार पर फैसला लेने को कहा है.
•
आगरा, लखनऊ, नोएडा, गाजियाबाद, कानपुर, वाराणसी जैसे जिलों में कोरोना
वायरस के केस अधिक हैं, ऐसे में यहां कोई छूट नहीं होगी. इसके अलावा जो
हॉटस्पॉट तय किए थे, वह सील ही रहेंगे.
• 20 अप्रैल की रात से टोल टैक्स लेना शुरू हो गया है.
•
राज्य सरकार के मुख्य दफ्तर सोमवार से खुलेंगे, जिसमें चीफ सेक्रेटरी,
एडिशनल चीफ सेक्रेटरी, प्रिंसिपल सेक्रेटरी तक लेवल के लोग दफ्तर आना शुरू
करेंगे.
• सरकारी दफ्तरों में अधिकतम 33 फीसदी स्टाफ उपस्थित रहने की छूट. इन्हें रोटेशनल आधार पर ड्यूटी पर बुलाया जाएगा.
• उत्तर प्रदेश में सभी कोर्ट्स 27 अप्रैल तक बंद रहेंगी.
• नोएडा, ग्रेटर नोएडा और यमुना एक्सप्रेस वे का दफ्तर भी 33 फीसदी स्टाफ के साथ काम करेगा.
• भोपाल, इंदौर और उज्जैन में पूरी तरह से लॉकडाउन लागू रहेगा.
• सिर्फ 26 जिलों में कुछ हदतक सरकारी दफ्तर, औद्योगिक गतिविधियों को इजाजत.
• जिन जिलों के कस्बे या थाना क्षेत्र में कोरोना का केस, वहां छूट नहीं.
• स्कूल, कॉलेज, मॉल, रेस्तरां, सिनेमा हॉल पूरे प्रदेश में बंद
महाराष्ट्र
• महाराष्ट्र में ग्रीन और ऑरेंज जोन में कुछ हद तक औद्योगिक गतिविधि शुरू होंगी.
•
जिन गतिविधि को शुरू किया जाएगा, वहां फैक्ट्रियों की ओर से मजदूरों को
लाने-ले जाने की सुविधा दी जाएगी. खाना, राशन भी देने की व्यवस्था की
जाएगी.
• कर्मचारियों को काम के लिए दूर यात्रा करने की इजाजत नहीं.
• सभी जिले के बॉर्डर सील ही रहेंगे, सिर्फ जरूरी क्षेत्र के लोगों को इजाजत.
• मुंबई का पूरा क्षेत्र रेड जोन में आता है, ऐसे में वहां पर छूट के आसार नहीं.
बिहार
• राज्यभर में तीन हजार से अधिक उद्योग फिर शुरू होंगे, सोशल डिस्टेंसिंग-सैनिटाइजेशन का पालन जरूरी.
• मनरेगा से जुड़े कामकाज शुरू होंगे, ताकि मजदूरों को राहत मिल सके.
• सड़क, पुलिया, समेत कुछ अन्य सरकारी निर्माण कार्य शुरू होंगे.
कर्नाटक
राजस्थान
• अभी केवल सचिव, विभागाध्यक्ष, उप सचिव स्तर के अधिकारी, उनका निजी स्टाफ ही दफ्तर आएंगे, आगे इस संबंध में चरणबद्ध रूप से निर्णय लिया जाएगा.
• मॉडिफाइड लॉकडाउन में नगरपालिका के बाहर ग्रामीण क्षेत्रों में उद्योग शुरू हो सकेंगें. शहरी क्षेत्रों में उन्हीं उद्योगों को सीमित छूट दी गई है, जिनमें श्रमिकों को फैक्ट्री में रखने की उचित व्यवस्था उपलब्ध है.
• करीब 400 मंडियों एवं गौण मंडियों, करीब 500 ग्राम सेवा सहकारी समितियों एवं क्रय-विक्रय सहकारी समितियों तथा करीब 1500 कृषि प्रसंस्करण इकाइयों के जरिए जिंसों की खरीद की व्यवस्था की गई है.
केरल
• राज्य सरकार ने जिलों को चार ज़ोन में बांटा, रेड-ऑरेंज A, ऑरेंज B और ग्रीन जोन
• रेड जोन में कासरगोड़, कन्नूर, कोझिकोडे, मल्लापुरम जिले शामिल. यहां पर 3 मई तक कोई छूट नहीं.
• ऑरेंज A में शामिल जिलों में 24 अप्रैल तक सख्त लॉकडाउन, ऑरेंज B में सोमवार से छूट दी जाएंगी.
• ऑरेंज B में आयुष, किसान, खेती, मछली पालन, इन क्षेत्रों से जुड़ी दुकानों और कामकाज में नियमानुसार छूट.
• रेस्तरां में शाम 7 बजे तक खाना खिलाने, रात 8 बजे तक पार्सल की डिलीवरी की छूट.
• प्राइवेट वाहनों को ऑड ईवन के आधार पर छूट, महिलाओं के लिए ऑड ईवन लागू नहीं.
• ग्रीन जोन में प्राइवेट वाहनों के साथ ऑटो रिक्शा में छूट, सिर्फ दो सवारी बैठाने की छूट.
पंजाब
सरकार
