In India, the census is the focus of the Center (Article 2) and it is mentioned in the Seventh Schedule of the Constitution at number: 2.  The independent census in India provides for a legal foundation under the Census Act, 1.  Although the Census Act is a central parliamentary device, it grants state governments administrative assistance in the census procurement process.

  The state is structured at all levels for the purpose of census, especially for that.  The census system under the Union Ministry of Home Affairs has been operating on a permanent basis and provides the basis for consideration, planning and implementation for the census program in the country.  The census system, headed by the Registrar General and the Census Commissioner, has field offices in thirty states and union territories of the country, with permanent governing offices headed by the Director, Census Operations.  The main responsibility of these offices lies in the census of the areas under their control.
The census of the country is set to take place in 2021.
